District II Advisory Board Minutes Sept. 9, 2013 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S. Greenwich Road. Council Member Meitzner, eight board members, no citizens and four staff attended. Members Present Brian Carduff David Babich Dale Carter Staff Present Stephanie Galicia Officer Stephanie Neal, WPD Nick Howell Alan Taber, Parks Blaine Knott John D’Angelo, Arts and Cultural Services Sheila Tigert Janet Johnson, Neighborhood Services Max Weddle Bev White Guests Pete Meitzner None present Members Absent ORDER OF BUSINESS CALL TO ORDER The meeting was called to order at 6:30 p.m. APPROVAL OF MINUTES AND AGENDA  August minutes approved (8-0)  September agenda approved (8-0) PUBLIC AGENDA Off-Agenda Items None STAFF REPORTS Community Police Report Officer Stephanie Neal, Beat 36, reminded everyone Celebrate Safe Communities will take place on Oct. 1. She said you can call 268-4165 to register your party. She also announced the Shocks, Cops and Kids event and reported that Patrol East is running some special assignments at schools to address traffic issues. Max Weddle said they should do one at Seltzer because parking is a problem there. Dave Babich asked if a lot of air conditioner thefts are still occurring; Neal said no, they have dropped significantly. Community Fire Report No fire report Parks and Rec Alan Taber, Edgemoor Rec Director, said the new activity guides are now available. He also announced the Ryan Woodard Memorial Skate will be Sept 21. Recommended Action: Receive and file NEW BUSINESS Special event street closure process John D’Angelo, Division of Arts and Cultural Services, provided information on some of the solutions being proposed regarding street closures connected to walks, runs and marathons. These include:  Adjusting the time frame in which run promoters send out notifications to affected businesses and neighborhoods  Currently promoters are required to send out notifications to those affected by the street closures via mail, email or in person. Some may do this many weeks in advance and others may only do a couple of weeks. Determining a better timeline to notify communities could prove to be beneficial  Placing trained volunteers, security guards or officers at key intersections  Informed personnel at certain intersections could improve the flow of traffic, allowing vehicles to pass through when an opportunity arises.  Comprehensive online calendar detailing run routes  An online calendar detailing routes and dates of runs across the city would conveniently allow anyone with internet access to check for any upcoming street closures caused by runs.  Contacting media outlets  Media outlets such as local TV news stations, City 7 and the Wichita Eagle could help notify the public in areas affected.  Signage in the areas that will be affected  Standard or electronic signs could be placed in certain areas that will be affected by street closures 10 to 14 days in advance of the event.  Placing reminders in church bulletins If churches are interested run promoters could provide flyers or small articles in church bulletins to remind affected congregations of upcoming street closures. Bev White suggested placing volunteers at intersections in order to provide motorists with information on alternative routes. Blain Knott asked if most of the races are in the early morning; D’Angelo said yes, the majority of them are. Dave Babich asked who determines the route; D’Angelo said typically the promoter and police. Action: Provide feedback Updates, Issues, and Reports No reports Meeting was adjourned. Recommended Action: Provide comments/ take appropriate action Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file New Business 5. Street Closures for Race Events John DAngelo, Manager of Arts and Cultural Services, will present on the process for community engagement for the topic of street closures for walks, runs and marathons.
