District II Advisory Board Minutes Dec. 2, 2013 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S. Greenwich Road. TJ Anderson, WFD Max Weddle Officer Stephanie Neal, WPD Stephanie Galicia Jess McNeely, MAPD Nick Howell Paul Gunzelman, PW Engineering Sheila Tigert Janet Johnson, Neighborhood Services Jennifer Baysinger Nazir Jesri Guests Pete Meitzner Listed on last page ORDER OF BUSINESS CALL TO ORDER The meeting was called to order at 6:30 p.m. APPROVAL OF MINUTES AND AGENDA  November minutes approved (10-0)  December agenda approved (10-0) PUBLIC AGENDA Off-Agenda Items Council Member Meitzner welcomed the citizens in attendance and acknowleged the new DAB members: Kelly Callen, Nazir Jesri and Jennifer Baysinger. Dave Mollhagen asked if any information had been provided on the needed repairs to 45th St. N. Paul Gunzelman, Asst. City Engineer, said that portion of the street belongs to the City of Bellaire. Mollhagen said he would take it up with them. STAFF REPORTS Community Police Report Officer Stephanie Neal, 36 Beat Coordinator, reported Patrol East recently ran a lidar exercise on E. Kellogg near Woodlawn and they issued 33 citations in two hours with the top speed being 84 mph. She said they also ran a special project between 5:30 and 8 a.m. identifying vehicles where the owners had left them running and unprotected. The owners were notified. She said they are running larceny projects at Towne East and East Gate because those always go up around the holidays. She said they are currently seeing a crime trend of break-ins at storage unit facilities. DAB Q: Is WPD advocating for the State to pass stricter laws for salvage dealers? CM Meitzner said District Attorney Marc Bennett is leading the charge on that and doing a great job; citizens should contact him if they want to show support for that effort. Community Fire Report Lt. Anderson reported:  WFD has concluded the multi-family building inspections for this year  The annual hydrant inspections have concluded  $27,000 was raised by Firefighters for the Salvation Army  WFD is working on the Coats for Kids project  Citizens need to have their fireplaces and furnaces inspected in order to prevent fires  After the recent tragedy on Goeble street where several people died in a fire, WFD has been placing an emphasis on their free smoke alarm program  In November there were 10 fires in District II Action: Receive and file NEW BUSINESS Reconstruction of Douglas Bridge at Linden Paul Gunzelman, Assistant City Engineer, presented the concept design for this project. The proposed improvement consists of replacing the existing structure with a new reinforced concrete box. This will include new six foot sidewalks on the north and south sides of the bridge, and space for possible bike lanes along Douglas. One lane of traffic will be carried in each direction during construction of the new structure. Construction is planned to begin in spring 2015 and be completed in fall of 2015. The current estimated cost is $1,000,000 funded by Federal funds and General Obligation Bonds. Citizen ?: Will drainage be improved? A: This project won’t impact that. Citizen ?: What time of year will construction start? A: Probably around March 2015. Citizen ?: Will this affect our taxes? A: No. Karl Svaty, Project Manager for MKEC, said while the design doesn’t have any specific components to improve drainage, in general drainage should be improved by changing/improving the grade of the road. Citizen ?: Will the City need to purchase any additional property for this project? A: No, we don’t think so, but we may have to use some of the easement during construction. DAB ?: Will the new bridge increase the capacity to move water? A: No, we don’t want to increase capacity because that could have negative impacts. Svaty said this is a FEMA stream and the current bridge capacity has been deemed adequate. Blain Knott (Wheddle) made a motion to recommend approval of the concept design. Motion passed 10-0. 2 ZON2013-00036 Jess McNeely, MAPD, presented a request to amend Protective Overlay #267 to permit an off-site sign located at 12225 E. Kellogg. The applicant will place the sign outside the right-of-way where it will not impede planned Kellogg improvements and will not require relocation. DAB ?: Will this sign interfere when Kellogg is expanded? A: No, that was our number one concern and it has been addressed. Max Wheddle (Knott) made a motion to recommend the request be approved. Motion passed 9-0-1. (Nazir Jesri abstained from the vote due to a conflict of interest) Updates, Issues, and Reports The District Advisory Board voted 10-0 to move their monthly meetings to the first Tuesday of the month. Meeting was adjourned. The next meeting for District Advisory Board II will be held at 6:30 p.m., Jan. 7, 2014, at Fire Station 20, 2255 S. Greenwich. Greenwich ORDER OF BUSINESS Call to Order Approval of Minutes for November 04, 2013 Approval of Agenda for December 02, 2013 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items No scheduled items Recommended Action: Receive and file. 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Provide comments/ take appropriate action Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file New Business 5. Reconstruction of Douglas Bridge at Linden Paul Gunzelman, Public Works and Utilities, will present on a proposed improvement to the bridge which consists of replacing the existing structure with a new reinforced concrete box. Recommended Action: Approve the concept design. 6. ZON2013-00036 Jess McNeely, Planning, will present on a City amendment to Protective Overlay 267 and off-site billboard permit to permit a billboard at 12225 E. Kellogg. Location: 12225 E Kellogg. Recommendation: Based upon the information available prior to the public hearings, planning staff recommends Board Agenda 6.
