The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S.
Greenwich Road. The Council Member, 10 board members, and six staff attended.

STAFF REPORTS
Community Police Report
Officer Richard West, 38 Beat Coordinator, introduced the new Patrol East Community Policing
Sergeant, Clark Bolan who previously served as the Patrol West CP Sergeant; West also reported that
Hassan Ramzah, who served as the Patrol East Captain, has been promoted to Deputy Chief. Gavin Seiler
will be the new Patrol East Captain.
Officer West said the 38 beat has been fairly quiet. A number of Quik Trips in the Patrol East area had been
robbed, but a suspect has been apprehended and charged with those robberies. He also reported that there
had been eight victims of identity theft who all reside in the area of 14600 E. Sundance. He said police have
done knock and talks in that area alerting residents.
Officer Mike Lloyd, 37 Beat Coordinator, reported a number of burglaries had been occurring during 3rd
and 4th shift, not only in the city of Wichita, but also in Andover and other parts of Butler County. Police
were able to make an arrest that cleared between 20 and 25 cases in Wichita, as well as a number in Butler
County.
DAB ?: Was any of the property recovered? A: Yes, a large Ryder truck was recovered with stolen property
inside.
Fire Report
Capt. Warren King reported last month there were 20 fires in the city and only one in District II, which was
determined accidental. Citywide, there were four fires deemed incendiary. One of interest was an individual
who set the house on fire while chasing demons out with lit newspaper.
Park and Recreation Report
Alan Taber, Recreation Director, said the new Park and Recreation Spring Activity Guide will be out on
Monday. He reminded everyone that they will conduct Spring Break Camp for $18 per day. Children bring
their own lunch and the camp provides snacks.

NEW BUSINESS
CUP2014-0-0001
Dale Miller, Metropolitan Area Planning Department, presented a request to re-configure the approved
but not in effect K-96 and Greenwich South Community Unit Plan, located at the southeast corner of K-96
and N. Greenwich Road.
Miller explained the request is simply to reconfigure the lots. He said the MAPC had approved the request
unanimously and the Planning Department has not yet received any protests.
One DAB member had a question regarding the K-96 on-ramps; Miller said they aren’t a part of this parcel.
Max Weddle (Howell) made a motion to recommend approval of the amendment.
Motion passed 10-0.
OJ Watson Park Master Plan
Elizabeth Goltry, Senior Budget Analyst Finance Dept., presented the Master Plan and brought everyone
up to speed on the work that has been done by the Steering Committee. The primary objective of the O.J.
Watson Park Master Plan is to achieve direct cost recovery of 100% by 2015, in order to be in compliance
with the 2014-2015 Adopted Budget. The goal of this process is a Master Plan that is adopted by the Wichita
City Council that will guide operations and capital investments in the Park for the next 20 to 30 years.
Goltry explained the Steering Committee has collected public input and presented a list of priorities for the
DAB members to review and rank.
DAB ?: How many visitors does Watson Park have? A: Around 300,000 per year.
DAB ?: Where did the name come from? A: OJ Watson was president of the Parks Commission in Wichita
for many years.

DAB ?: Have you considered changing the name and offering naming rights, like the Arena, in order to
generate revenue? A: That is prohibited by City Ordinance. DAB ?: Couldn’t the ordinance be changed?
DAB ?: What about adding go carts? A: That isn’t an option due to the residential zoning.
DAB members filled out the ranking form and turned them in.
Action: Provided feedback.
Kellogg and Webb interchange
Council Member Meitzner provided an update on this project due to Gary Janzen, City Engineer, being
in Topeka. CM Meitzner said the KTA and KDOT are now thinking about making changes to the design
concept because there was only one bid on the project and it was several million dollars over.
A number of concerns were discussed by the DAB, with no one being particularly pleased with the design.
Officer Lloyd responded to questions regarding the challenges of traffic safety enforcement with the
proposed design.
CM Meitzner said making changes to the design would cause the project to be delayed by six months or a
year. One DAB member said she would much rather see the project delayed if it would result in a better
design.
While no action was required on the item, the DAB members wanted to make a formal resolution for the
record.
Dave Babich (Callen) moved that the KTA look at all possible options for re-locating the turnpike exit
currently slated for Kellogg and Webb. Motion passed 10-0.
Updates, Issues, and Reports
Council Member Meitzner reported on the following infrastructure items:
Construction at K-96 and Greenwich is scheduled. K-96 will be widened to three lanes
there; completion should be in the spring of 2015
143rd and Kellogg: design will be started this year, with construction next year
127th will be widened between 13th and 21st Streets.
A sidewalk will go in on 13th
Stoplights will be going in at 96 and Oliver and 96 and Hillside
Dale Carter said he recently heard a presentation that caused him great concern regarding future economic
development for Wichita. He said Wichita is lagging behind other communities in regard to economic
development. Council Member Meitzner agreed and said he would like to have Tim Chase from GWEDC
present to the DAB. He said he would also like to take a look at the ordinance that governs the naming of
City public facilities.

Recommended Action: It is recommended that the DAB II receive the staff report about O.J.
Watson Park Master Plan and provide guidance about prioritization of capital improvements at the
site.

Gary Janzen, City Engineer Public Works, will present updated information on this
project.

8. CUP2014-00001
Dale Miller, City Planner will present on an amendment to completely re-configure the
approved but not in effect K-96 & Greenwich South Community Unit Plan (CUP) DP-328.
Location: Southeast corner of Highway K-96 and North Greenwich Road
Recommended Action: It is recommended that the request to amend CUP DP-328 be approved,
subject to platting the property within one year and the listed conditions of approval.
