The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S.
Greenwich Road. The Council Member, six board members, seven staff and four guests were present.

The meeting was called to order at 6:30 p.m.

STAFF REPORTS
Community Police Report
Officer Jason Dautrich, reported burglaries in the area have started to increase; two suspects have been
captured. Larcenies and auto break-ins have increased as well. The police department is asking people to
remove all personal items from their vehicles to prevent break-ins from occurring.
The area has experienced an increase of cars being parked on residential lawns; officers are ticketing the
cars. Cars cannot park on grass, they must be on a concrete surface. The police department has also started to
do more traffic stopping to prevent traffic accidents and violations.

Fire Report
Captain Warren King, reported that during the month of April, 12 fires were investigated throughout the
City with six of the fires ruled as accidental. Damages resulted in 1.1 million dollars in fire loss.

Park and Recreation Department
Alan Taber, reported on the various Park and Recreation summer camp activities throughout the City. In
addition, USD 259 will provide lunch at all summer camp sites.

NEW BUSINESS
Deputy Chief Hassan Ramzah
Deputy Chief Hassan Ramzah, Wichita Police Department, provided updates on the Investigations
Division and also discussed the importance of reporting criminal activity to the police department in efforts
of keeping the community safe.
DAB member: Will we continue to have CP Officers? Ramzah: Yes, it is our goal to reach the higher risk
segments of the population; therefore CP Officers will continue to exist.
DAB member: Will there be officers in our schools? Ramzah: We have SRO’s in all of the high schools.
Due to less funding for SRO’s, CP Officers are there to help. The police department has asked our CP
Officers to get to know their schools principals, staff and students within their beat areas.

Park and Recreation Department
Karen Holmes, City of Wichita Park and Recreation Department, reported on the conditions of the Park and
Recreation Department Aquatics Master Plan. Holmes proposed closures to three facilities: Country Acres,
McAdams and Boston; three new facilities: Evergreen, Aley and Edgemoor, and renovations to the
remaining swimming pools.
DAB member: If the numbers at McAdams are decreasing, why keep it open any longer? Holmes:
McAdams will remain open until Edgemoor opens.
DAB member: The pool at College Hill was financed through the community increasing their taxes, are
there any thoughts to extending this concept to other communities? Holmes: The neighborhood was able to
get more than 51 percent of the community to sign a petition to assess taxes, however; it was neighborhood
driven.
DAB member: Will this come out of the general fund? Holmes: No, it will come out of the capital project
fund, once it is approved by Council.
DAB member: Are there any plans to have a sustainability program to protect investments? Holmes: The
swimming pools are managed yearly, to keep the cost down and to extend the life of the pools.

Move 2040 Phase 2 Updates
Michael Spadafore, Wichita Area Metropolitan Planning Organization, presented the findings of the MOVE
2040 Phase 2 community engagement project. During Phase I, 1092 people were engaged to provide input
on the key issues which were: alternate modes of transportation, connecting rural and urban communities,
fixing bottlenecks, improving existing interchanges, maintaining current system, safety, signal timing and
use of technology. The next steps for MOVE 2040 will be to host public workshops, select a preferred
strategy, solicitation of projects and programs, adoption of a financial plan and to develop a draft of the long
range plan.
DAB member: How is this funded? Spadefore: This is funded by the Federal Highway Trust Fund, Federal
Funds, KDOT, local dollars and the Kansas managed Metropolitan Planning Organizations (MPO).

IdeaTek Communications
Ivan Kuhn and Jill Droge, from IdeaTek Communications, presented on a franchise agreement the City of
Wichita and IdeaTek entered into, which allows IdeaTek to construct small cells in the City for a wireless
carrier to provide better wireless coverage throughout the City of Wichita. The cell range will be placed
between three to five blocks apart to increase wireless coverage and economic growth for the City of
Wichita.
DAB member: How would the cells overlap with the current coverage? Kuhn: All cell sites overlap, if one
cell goes down there is a backup. The cells will improve City wide coverage.
DAB member: Would you use existing fibers? Kuhn: No, IdeaTek would build new fiber optic rings.
DAB member: Are there certain cellular providers that will benefit from the cells? Kuhn: As long as
IdeaTek is able to connect with the carriers, there should not be a problem.
DAB Member: How many users will one cell support? Kuhn: The cells have unlimited capacity,
measurement is by total band width.
