District II Advisory Board Minutes June 3, 2014 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S. Greenwich Road. The Council Member, eight board members, four staff and four guests were present. STAFF REPORTS Community Police Report Officer Lemons, Beat 36, Patrol East, made a self-introduction and reported on the increase of traffic and auto theft. Honda, Ford and GMC are the targeted vehicles for theft. Lemons also noted, a higher percentage of vehicular thefts have occurred at and around apartment complexes. Questions: none. Action: Receive and file Fire Report Captain Barnes, Station # 20, reported that during the month of May grass fires have decreased. 17 Fires have been investigated; six of the fires were arson, while two others were located in District II. Citizen: How many days are you allowed to use fire works for the 4th of July holiday? Barnes: People have seven days to use their fireworks; at midnight on the 4th of July all fireworks must cease. Action: Receive and file Park and Recreation Department No Report. Action: Receive and file NEW BUSINESS ZON2014-00005 Dale Miller, City Planner, presented on a City zone change request from SF-5 Single-family Residential (SF-5) to TF-3 Two-family Residential (TF-3) on 4.96 acres located north of East Pawnee Road and east of South 127th Street East. The lots are situated on both sides of Casa Bella Street and are located approximately one-quarter mile north of East Pawnee Road, west of South 127th Street East. The lots are part of the Casa Bella Third Addition and are undeveloped. The applicant is requesting to rezone the application area to the TF-3 Two-family Residential (TF-3) district, which would permit both single-family and two-family residential uses. From South 127th Street East, Casa Bella Street heads west through and beyond the application area, ultimately curving south to connect with East Willowgreen Street, which heads further west where it connects with South Tara Falls Street that connects with East Pawnee Road. DAB member: What is the distance for a notification to be issued? Miller: Notifications are sent out to residents that are within 200ft. of the property. DAB member: Who owns the surrounding properties? Miller: The developer owns properties surrounding the lot; other properties are owned by Sisters of St. Joseph. DAB member: Do you know the last time single-family homes were developed in the area? Miller: I am not sure. DAB member: Will OCI work with citizens that have concerns of trash blowing on their property? Miller: Yes. OCI will work with people that are in the City as well as in the County. Kelly Callen moved to take no position, Brain Carduff seconded. Motion carried, 7-0-1. (1 DAB member Abstained) Updates, Issues, and Reports Council Member Meitzner: Provided updates on the COW Strategic Plan Follow Up. Meeting was adjourned. Greenwich ORDER OF BUSINESS Call to Order Approval of Minutes for May 6, 2014 Approval of Agenda for June 3, 2014 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. Recommended Action: Receive and file New Business 6. ZON2014-00005 Dale Miller, City Planner, will present on a City zone change request from SF-5 Single- family Residential (SF-5) to TF-3 Two-family Residential (TF-3) on 4.96 acres located north of East Pawnee Road and east of South 127th Street East. Location: North and west of 127th Street East and Pawnee Recommendation: It is recommended that the zone change be approved, based upon the six listed findings. Board Agenda 7.
