District II Advisory Board Minutes July 1, 2014 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S. Greenwich Road. The Council Member, seven board members, six staff and three guests were present. STAFF REPORTS Community Police Report Captain Seiler, WPD, Patrol East, made a self-introduction and reported on the details of the Cypress Street shooting, and increase of traffic and auto theft. Captain Seiler also encouraged people to lock their car doors and ensure valuables are out of sight. Questions: none. Action: Receive and file Fire Report Captain Jim Woods, WFD, Station # 20, reported nine fires during the month of June, with two of the fires caused by lightening striking garages. With the 4th of July holiday coming, fireworks will soon start and WFD will patrol until midnight. The fire department will also start to perform water hydrant test to ensure that the hydrants are working and if repairs are needed an orange or yellow bag will cover the hydrant until it is repaired. Citizen: What is the process for repairs? Woods: We report all findings to the Water Department and they are given high priority. Action: Receive and file Park and Recreation Department Alan Taber, Supervisor, provided a report on the summer camp activities at Edgemoor Park. The camps serve approximately 100-150 children per year and scholarships are provided for families that may qualify. DAB member: Do you have a list of resources to refer kids with behavior issues? Taber: Yes, we also deal with behavior issues by talking with the children and their parents. Action: Receive and file NEW BUSINESS CUP2014-00016 Dale Miller, City Planner, presented on an amendment to Lot 26, Block 1, Country Place Estates Addition located in Parcel 1 of Community Unit Plan DP-89 to permit an “accessory apartment”. DAB members: Are the neighbors to the west of the property content with the request? Miller: No one has complained. Notices were sent out to property owners within 1000 ft. of the lot. DAB member: Did the home owner association approve the request? Miller: From my understanding, the HOA approved the request. DAB member: Is it possible that the property can be sold separately? Miller: No, the property has to be sold as one unit. Jennifer Baysinger motioned that the request be approved, subject to the two listed conditions. Max Weddle seconded. Motion passed 7-0. Updates, Issues, and Reports Council Member Meitzner: Discussed the District II City Budget and Tax meeting and thanked the DAB members for attending. Council Member Meitzner also provided DAB members with the COW Popular Annual Financial Report and allowed for questions and answers. Meeting was adjourned. Greenwich ORDER OF BUSINESS Call to Order Approval of Minutes for June 3, 2014 Approval of Agenda for July 1, 2014 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items No Scheduled items. Recommended Action: Receive and file. 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Provide comments/ take appropriate action Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file 5. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. Recommended Action: Receive and file New Business 6. CUP2014-00016 Dale Miller, City Planner, will present on an amendment to Lot 26, Block 1, Country Place Estates Addition located in Parcel 1 of Community Unit Plan DP-89 to permit an “accessory apartment”. The application area contains 1.51 acres, is zoned SF-5 Single- family Residential (SF-5) subject to the development standards of Parcel 1 of DP-89, and is developed with a 5,357 square-foot single family residence. The applicant seeks approval of the proposed amendment in order to incorporate a second dwelling unit as the second story of a five-bay garage only on Lot 26, Block 1, Country Place Estates Addition. Location: At the northwest corner of the intersection of East Summerfield Street and North Gatewood Street (one-half mile north of East 13th Street North, 2,300 feet west of North Webb Road) Recommendation: It is recommended that the request be APPROVED subject to the two listed conditions.
