The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S.
Greenwich Road Wichita KS, 67207. The Council Member, nine board members, six staff and14 members
of the public were present.

STAFF REPORTS
Community Police Report
Officer Noak, 39 Beat, Patrol East, reported that Dist6rict II has been experiencing several cases of mail
theft. The Police Department is working with the Postal Office to determine possible suspects and filing
federal charges resulting in 30 to 40 years of federal prison time.
DAB member: A few of my neighbors have had their mail stolen and have not contacted the police. Is it too
late for them to make a report? Noak: No, please have them contact the police department with any
information they may have.

Fire Report
Captain James Woods, WFD, Station # 20, reported District II has experienced four structured fires and
495 EMS calls. However; fire calls are down and rescue calls are up in District II.
Questions: None.

Park and Recreation Department
Alan Taber, Recreation Supervisor II, reported that the fall Park and Recreation guide is now available with
golfer $5.00 green fees and classes are listed within. Halloween in the park will be held at Edgemoor Park
and Rec, there will not be a cost associated. Many guest, organizations and volunteers come out to provide a
safe atmosphere for children and families. Question: none.

NEW BUSINESS
CUP2014-00025
Jess McNeely, City Planner, presented on a request for an amendment to the Foliage Center Community
Unit Plan (CUP) DP-282 to add a new parcel to the CUP and establish use, landscape, screening, signage,
lighting and other development standards for the new parcel.
DAB member: Have the residents been notified of this request? McNeely: Yes, we have worked with the
neighbors on this request.
DAB member: Were there any issues with the procedures? McNeely: No, we have not had any issues with
the procedures- we have been successful so far.
Dale Carter made a motion to recommend approval of the Foliage Center Commun1ty Unit Plan
(CUP) DP-282. Motion was properly seconded by Nicholas Howell with one abstention. Motion passed
8-1.
CUP2014-00026 and ZON2014-00022
Jess McNeely, City Planner, presented on a request for a Zone change to LC Limited Commercial (LC) and
amendment of DP-308 to create Parcel 4.
Russ Ewy, Developer, informed DAB members that employees park in the rear and to the North of the
dealership. 100 additional parking spots were attributed to the research to allow for more access to
customers and for inventory. The dealership is seeking flexibility that is allowed in similar development
plans.
DAB member: How do you handle long term concerns? McNeely: Long term concerns deal more with
enforcement issues, the neighbors would need to call and let authorities know of any issues.
DAB member: How tall is the wall now? Ewy: The wall is currently eight feet.
David Babich made a motion to recommend approval, with the staff recommended conditions of the
zone change to LC Limited Commercial (LC) and amendment of DP-308 to create Parcel 4. Motion
was properly seconded by Nazi Jesri. Motion passed 9-0.

Department of Public Works and Utilities Armour Bicycle Boulevard
Paul Gunzelman, City Traffic Engineer, presented on the 2011 - 2020 Capital Improvement Program
(CIP) adopted by the City Council which includes funding for the Bicycle Enhancement Projects. On June 4,
2011, the City Council approved the selection of Toole Design Group to assist staff in creating a Wichita
Master Bicycle Plan. In February 2013, the City Council endorsed the Wichita Bicycle Master Plan. The
Armour Bicycle Boulevard bicycle project is one of the top ten on-street bicycle routes recommended by the
plan.
Several Citizens expressed their concerns of increased traffic, parking on the streets, and safety concerns.
Nicholas Howell made a motion to reaffirm the Armour Bicycle Boulevard Plan with additional
connections. Dale Carter seconded. Motion passed 9-0.
Updates, Issues, and Reports
Council Member Meitzner: Discussed a possible tour of the newly renovated Wichita Airport for DAB
members. DAB members agreed and Alana Haynes was asked to schedule the tour.
Meeting was adjourned.
The next meeting for District Advisory Board II will be held at 6:30 p.m., Tuesday, November 4,
2014, at Fire Station 20, 2255 S. Greenwich.

Recommendation: It is recommended that the request be APPROVED, subject to the
following seven conditions.
7. CUP2014-00026 and ZON2014-00022
Jess McNeely, City Planner, will present on a request for a Zone change to LC Limited
Commercial (LC) and amendment of DP-308 to create Parcel 4.
Location: Generally located between Governeour and Whittier and 500 feet south of Kellogg
(602 and 608 S. Governeour and 601 and Whittier).
Recommendation: It is recommended that the request be APPROVED, subject to
replatting within one-year and the following listed conditions (A-C).
