District II Advisory Board Minutes November 4, 2014 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S. Greenwich Road Wichita KS, 67207. The Council Member, seven board members, five staff and five members of the public were present. Members Present Brain Carduff David Babich Stephanie Galicia Max Weddle Staff Present Kelly Callen Officer Carl Lemons, Wichita Police Department Nazir Jesri Captain James Woods, Wichita Fire Department Carol Jones Brad Snapp, Wichita Housing and Community Blaine Knott Department Dale Carter Alana Haynes, Office of Community Engagement Nick Howell Jennifer Baysinger Guests Pete Meitzner- Council Member Listed on last page Members Absent Parth Khare- Youth DAB Member ORDER OF BUSINESS CALL TO ORDER The meeting was called to order at 6:30 p.m. APPROVAL OF MINUTES AND AGENDA  August minutes approved (9-0)  September agenda approved (9-0) PUBLIC AGENDA Scheduled Items No Report Off-Agenda Items Chris Mullen, Citizen, discussed the Wichita proposed sales tax and expressed a concern regarding the mail out of the Wichita Sales Tax and the amount of money the City used to send them out without having an opposing viewpoint on the handouts. DAB member: The City sent the mail out in efforts to educate and inform people of the items being placed on the November 4th ballot. STAFF REPORTS Community Police Report Officer Carl Lemons, Beat 36, Patrol East, reported that there has been 200 arson’s with 100 being related to auto’s from October to present. The police department is asking people to not entice people to break into cars by placing valuables away and stored out of view. There has also been seven aggravated assaults, 15 auto thefts and 14 residential burglaries. DAB member: At the last DAB meeting the officer discussed mail thefts, do you have any updates? Lemons: The police department is currently investigating the mail theft and I am unable to give out information at this time. Action Recommended: Receive and file Fire Report Captain Jim Woods, WFD, Station # 20, reported that there were 530 alarms with several miscellaneous calls and a small number of fires. DAB member: Where is the EMS? Woods: EMS is located on 143rd of Central and 13th Street; however, they will be moving to Webb Road near Lincoln soon. Action Recommended: Receive and file Park and Recreation Department No Report Action Recommended: Receive and file NEW BUSINESS Nomination of Grants Review Committee Representative –District II Brad Snapp, Program Manager, City of Wichita Housing and Community Department, will present on the nomination of a grants review committee. The Grants Review Committee includes representation from all District Advisory Boards, Wichita Independent Neighborhood Association, the United Way, Sedgwick County, USD #259, Wichita State University, and large and small businesses. The 14 GRC members are appointed annually by the City Council, and Housing and Community Services Department staff meet with them as they review applications from agencies who apply for HOME funds and proposals for ESG and CDBG Public Services programs. After review of the applications and proposals and public comments, the GRC makes recommendations to the City Council for HOME, ESG and CDBG funding for the next program year. Dale Carter nominated David Babich to represent District II, Nick Howell seconded it. Motion passed 9-0. Recommendations for FY 215-2016 Funding Allocations CDBG,HOME,ESG Funds Brad Snapp, Assistant Director, City of Wichita Housing and Community Department, will present on funding priorities and contingency spending plans for fiscal year 2015-2016 and comment on affordable housing strategies in the housing policy DAB member: If it is a small cut then that would be fine, but if it is more then we should find out what the priorities are. DAB member: Are we anticipating a cut? Snapp: Yes, we are anticipating a 5 percent cut. The District II Advisory Board recommended the following funding priorities for the fiscal year 2015-2016.  The cuts should be equally across the board  The Housing Department to implement universal designs 2 Updates, Issues, and Reports Council Member Meitzner: CM Meitzner discussed street improvements in the District II area. DAB member: It is important to know what is going in regards to future planning with KDOT. We need more communication with businesses in the area, citizens and KDOT members. Meeting was adjourned. Recommended Action: It is recommended that the District Advisory Board provide recommendations for funding priorities and contingency spending plans for fiscal year 2015-2016 and comment on affordable housing strategies in the housing policy.
