The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S.
Greenwich Road Wichita KS, 67207. The Council Member, eight board members, six staff and 17 members
of the public were present.

STAFF REPORTS
Community Police Report
Jason Dautrich Patrol East, Beat 399, reported that burglary trends are happening throughout the
north end of 24th and 127th street. Suspects are looking for unoccupied homes and taking electronics
and small items that are easy to carry away. If you see anything suspicious please call 911. We are
also having an increase in larceny to auto. People are leaving items out in vehicles and leaving the
cars vulnerable. People are also working in the yards, while leaving their garage doors up. We ask
that you remember to close your garage doors to secure your home. It only takes a few seconds for
thieves to take items.

Fire Report
Captain Neil Barns, Fire Station #20, reported that for the month of February there were a total of
5,000 fires City-wide, and one major fire in District II, however there were no injuries. There were
nearly one million dollars’ worth of damages and none were deemed arson as of yet. Day light
saving time happened on last Saturday, remember to change your batteries in your fire detectors. If
you are working in your yards, please be careful this is a prime time that grass fires occur as well.

Park and Recreation Department Report
Allen Taber, reported that flyers were available for the Easter egg hunt which will be held on
March 28, 2015. The new Park and Recreation activities guide is online with the spring class,
starting March 23rd.
DAB member: How many swimming pools will be operating this summer? Taber: There are a total
of eight that will be open: Boston, College Hills, McAdams, Harvest, Lynnwood, Minica,
Evergreen and Orchard.

City Engineering Report
Gary Janzen, City Engineer, reported on the status of various projects, which are taking place in District II.

NEW BUSINESS
ZON2015-00010 CUP2015-00003
Dale Miller, Senior Planner, reported that this case is the second phase to an item that was
previously heard from Scholfield Honda. Phil Myer, the applicant’s agent, is here to answer any
questions.
DAB member: Right now there is a masonry fence there, how long will it take to build the new
fence? Miller: The purpose is to protect the neighborhood. On the south line, they will put a
wooden fence up and after year if nothing happens, they would then put up a masonry fence.
DAB member: Who would oversee them putting up the fence after a year? Miller: MABCD, only
on a complaint bases.
DAB member: How far are they going to expand? Myer: I think that they are done, and this is the
last set. There are no plans to go west, and they are no current plans to go south.
DAB member: Did anything change, we have seen this before? Miller: It’s just that they are added
additional area to the plans.
Brian Carduff recommended approval of ZON215-00010 and CUP 2015-00003, Max Weddle
seconded. Motion carried 5-0.

CM Meitzner: Can you describe what the intersection currently looks like?
DAB member: Will this need to be re-done in seven years? Shawn Mellies: Yes, you will be doing
some of this in the next few years, we are needing to make some changes now so that we do not
have capacity issues.
DAB member: When you see Kellogg expand, you will start to see some of this project began to
develop as well.
DAB member: Turning off of Kellogg to 143rd, what will you see? Mellies: We are in the process
of adding a signal light there and widening the medians.
Randy Ware, Representing the Metro East Baptist Church: We are asking if it could be an
acceleration lane to help expedite the traffic? Mellies: We can take a look at it, but there is a ditch,
in the right-away, so the possibility is a little risky. Ware: We will possibly need the right-away.
We are looking at future growth for our church.
Larry Hotter: Is the six foot side walk a requirement? Mellies: For pedestrian yes, it is our
standard. On the entry way on Park East, we just had some walls placed, how far will you go into
Park East to re-do the pavement. Mellies: We will have to take a look at our surveys and get back to
you. Ideally, if we had to do anything we would just add a protection curb.
DAB member: Will there be room between the sidewalk and the street? Mellis: It depends on
exactly where you are. It’s our goal to put this as close to the right-away as we can.
Dale Carter motioned to approve, the Improvements to 143rd Street, Stephanie Galicia seconded
the motion. Motion passed 7-0.
Improvement to Corporate Hills Drive
DAB member: Will the signal be a full service signal for the area? Shawn Mellis: On the east side
there will be a left lane coming out of Costco.
DAB member: Will Costco have four entrances? Mellis: This will be more so for people coming
from the north to come in.
Carl Fry, Hampton Inn representative: We have had multiple injuries and accident coming in
and out of Corporate Hills. We need a traffic signal in that area. We have had five car pile ups,
because Corporate Hills is not a City road, many of the accidents are reported as Kellogg and Webb.
We will need temporary relief before everything is set in stone. Mellis: Webb road will be widen
with this project. Right now we have officers directing traffic for Beechcraft and with Costco
coming, it will add more congestion to the area.
DAB member: Will Costco open this year: Citizen: Yes, they will open August 15, 2015.
DAB member: I understand the great desire to get them here. I am sure that Costco would want a
temporary fix, assuming the project goes on schedule. Paul Jenzen: We will take a look at this and
the traffic control on Kellogg and Webb.

DAB member: How quickly can you look at it? Jenzen: I will plan to give some type of report at
the next meeting.
Stephanie Galicia moved to approve the Improvements to Corporate Hills Drive, Max Weddle
seconded, item passed 7-0, with the understanding that Paul will come back to the DAB II with
suggestions for a temporary fix.
Proposed 2015 outsourced pavement preservation program
DAB member: So why don’t we just do the preventive maintenance treatment?
Aaron Henning: Most of our roads are 50 years-old. Our focus is going towards, the bad streets
and trying to maintain and or improve their conditions.
DAB member: Is this a different budget than the pothole budget? Henning; Yes. This budget is
different. Henning: This plan address the arterial streets and the neighborhood streets.
CM Meitzner: Last year, half the streets were done with the thermal treatment process and this year
the other half will be done.

New Business
7. ZON2015-00010 and CUP2015-00003
Dale Miller, Senior Planner, will present on a Limited Commercial (LC) zoning and the inclusion
in the Schofield Honda Commercial Community Unit Plan (CUP) DP-305 of 1.43 acres of land
located south of East Kellogg, between South Mission Road and South Governeour Road; south of
the existing Schofield Honda auto dealership.
Location: South side of East Kellogg Street, between South Mission Road and South Governeour
Road
Recommendation: It is recommended that LC zoning be APPROVED, subject to the seven listed
conditions.
8. Improvements to 143rd St. East between Kellogg and KTA Bridge (South of Central)
Shawn Mellies, Chief Design Engineer, will present on a proposed design concept which consists of
a five lane roadway with two through lanes in each direction and a center two-way left turn lane, curb
and gutter, and drainage improvements. A six foot wide sidewalk will be built on both sides of the
street with a pedestrian crossing at the north end.
Location: 143rd Street East between Kellogg and KTA Bridge
Recommendation: It is recommended that the District Advisory Board recommend approval of the
design concept presented by staff.
9. Improvements to Corporate Hills Drive
Rebecca Greif, Public Works Dept., will present on a Corporate Hills Drive and Webb Road project
that is currently an unsignalized intersection north of Kellogg. A petition signed by resident owners
representing 83% of the improvement district area and 83% of the resident owners was submitted in
support of proposed paving and signal improvements. The petition is valid per Kansas Statute 12-
6A01.
Location: Corporate Hills Drive (North of Kellogg and East of Greenwich)
Recommendation: It is recommended that the District Advisory Board recommend approval of
the petition
10. Proposed 2015 Outsourced Pavement Preservation Program (All Districts)
Aaron Henning, Public Works Dept., will present on a proposed 2015 outsourced pavement
preservation program that is City-wide. Each year, funds are allocated for the outsourced repair and
maintenance of City streets. The Outsourced Pavement Preservation Program (OP3) provides for
privatized street maintenance work, including concrete and asphalt pavement repair and
reconstruction, curb and gutter repair and replacement, various asphalt surface treatments, crack
sealing, and thermal crack repair. The OP3 supplements the work performed by City crews and is
submitted for the City Council’s approval on an annual basis.
Recommendation: It is recommended that the City Council approve the 2015 Outsourced
Pavement Preservation Program, adopt the resolutions, authorize the necessary signatures, and
authorize budget adjustments as necessary.
