District II Advisory Board Minutes May 11, 2015 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S. Greenwich Road Wichita KS, 67207. The Council Member, seven board members, five staff and eight members of the public were present. Approval of Agenda: Approved 7-0. Public Agenda Scheduled Items: None Off-Agenda Items: None Staff Reports Community Police Report: No Report Fire Department Report: No Report Park and Recreation Department: No Report Public Works Department Report: Shawn Mellies provided updates on planned street improvements at Kellogg & Webb, 143rd Street, and the Douglas Street Bridge; all of which are near completion of their design phases. New Business Improvements to 127th Street North between 13th Street and 21st Street Shawn Mellies, Public Works Engineering, presented the proposed design concept for the project. The section of 127th Street between 13th and 21st is currently a two-lane, asphalt mat road with bar ditches on each side for drainage and improved intersections at 13th and 21st streets. The proposed design widens the street into a three-lane roadway with one lane in each direction and a center two-way left turn lane. On- street bike lanes and sidewalks will also be added to both sides of the roadway. If approved, construction is expected to begin in the spring of 2017 and to be completed in late 2017. The project would be funded by approximately $1 million in capital improvement program (CIP) funds and $3 million in federal funds. Citizen: Are there other, busier roadways that could be selected to receive the proposed $4 million for improvements? A: This road has been identified for improvements, and the proposed project will improve and maintain the condition of the road until 2040. DAB: Would the City bond the $4 million and then receive reimbursement by the federal government? A. No, the City would receive reimbursement before submitting the project for general obligation financing. Council Member Meitzner explained WAMPO’s purpose and its collaborative process of determining which infrastructure projects to undertake within the region. Citizen: Would the project still be proposed if there were no federal funds available? A. That decision would depend on the priorities set forth by the CIP. DAB: The project is important to the residents living near the project and the use of available federal funds would be a good way to address this need. DAB: Do the left turn counts justify adding a left turn lane? A. Given current road conditions and expected growth, a left turn lane is the most efficient way to expand the roadway. DAB: Trinity Academy will add K-8 enrollment soon, so there will likely be an increase in traffic in the area in the near future. Action Taken: Callen/Jesri made a motion to recommend approval of the design concept. Motion carried 7-0. ZON2015-00017 (associated with SUB2015-00014) Kathy Morgan, MAPD, presented the request. The applicant, Alan D. Lefors & Linda Turley and Fugate Enterprises, is seeking LC Limited Commercial zoning to permit a restaurant use on 0.88 acres located on the west side of South Webb Road, south of Harry Street, which is a four-lane arterial. The intended use fits the current development of the area and the 2030 comprehensive plan. The planning commission will hear this request on May 21. There are no special conditions attached to this request. The applicant would need to follow all of the LC regulations. Action taken: Weddle/Baysinger moved to recommend approval of the request. Motion carried 7-0. 2015-2024 Capital Improvement Program Budget Mark Manning, Finance Department, presented the proposed CIP budget, which outlines the infrastructure improvements forecasted for the community over the next decade. The CIP aligns with core priorities of protecting life and property, protecting infrastructure investment, and promoting a growing and sustainable community. The CIP also aligns with priorities in the Comprehensive Plan, which are to 1) maintain and replace what we have, 2) enhance what we have, and 3) expand the existing infrastructure. The proposed CIP will increase the City’s debt but not to an unmanageable level. There will be no changes to the mill levy or ERU rate. Some projects in the CIP include extending Kellogg to K-96, construction of a new central library and a police training facility, and replacement of some fire department vehicles. The adoption of the CIP by the City Council is anticipated later in 2015. DAB: Is the aquatics strategy focused on pools or splash pads? A. That has not been decided and will depend on the City Council. DAB: Why does the debt level peak in 2018-2019? A. There are big projects in the pipeline that will need to be financed in the near future, so the debt level will increase but then level off and then decline. Manning explained the CIP is subject to change and each individual project would need to be approved by the City Council. He said the debt levels have remained lower than expected in recent years due to low interest rates, aggressive refinancing by the City’s Finance Department, and strategic scheduling of projects. DAB: How do the CIP, Comprehensive Plan, and Community Investments Plan all fit together? A: Legally, all of the plans must complement and agree with each other. Action taken: Provide feedback. Updates, Issues, and Reports The new Costco at Kellogg and Webb opens on June 3, 2015. Improvements to 127th St. N. between 13th and 21st Shawn Mellies, Public Works Engineering, will present the proposed design concept for this project. The section of 127th Street between 13th and 21st is currently a two-lane, asphalt mat road with bar ditches on each side for drainage and improved intersections at 13th and 21st Street. The proposed design is for a three-lane roadway with one lane in each direction and a center two-way left turn, as well as curb and gutter and drainage improvements. On-street bike lanes and sidewalks will also be part of the improvements with a pedestrian crossing at the half mile line, where the Redbud trail crosses 127th Street. One lane of north-bound traffic will be carried throughout construction except during a closure for widening the bridge. Construction is proposed to start in the spring of 2017 and be completed in late 2017. Recommended Action: That the District Advisory Board recommend approval of the proposed design concept presented by staff. 7. ZON2015-00017 (associated with SUB2015-00014) Kathy Morgan, MAPD, will present this request. The applicant, Alan D. Lefors & Linda Turley and Fugate Enterprises, is seeking LC Limited Commercial zoning to permit a restaurant use on 0.88 acres located on the west side of South Webb Road, south of Harry Street, which is a four- lane arterial. The subject site is the south portion (0.60 acre) of an unplatted lot with two zoning districts. The north portion of the property (0.25 acre is zoned LC) and the rest of the site is zoned SF-5 Single-family Residential. If approved, the LC zoning would permit the development of a restaurant. Recommended Action: That the DAB recommend approval of the request. 8. 2015-2024 Capital Improvement Program Budget Mark Manning, Finance Department, will present the proposed budget.
