District II Advisory Board Minutes August 10, 2015 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S. Greenwich Road Wichita KS, 67207. The Council Member, eight board members, three staff and seven members of the public were present (two did not sign in). Approval of minutes from July 13, 2015: Approved 8-0. Approval of Agenda: Approved 8-0. Public Agenda Scheduled Items: None Off-Agenda Items: Russ Pataky spoke about privatizing water services. He said it needs to remain a public utility because there is a lack of oversight of private corporations. The said water is a public trust and should not be run by a corporation because they will screw the Council and thereby the people. Lonny Wright responded by stated the City needs to replace water pipes and needs an assessment of the condition of all the pipes. He said the City is going to issue an RFP to find a company to do the assessment. He said he understands that people are worried about the City privatizing the Water Utility, but that isn’t what the City is considering. Staff Reports Community Police Report: No report Fire Department Report: No report Park and Recreation Department Report: Alan Taber reported that summer camps are over and were a big success. He said staff is now working on the fall schedule. Boston Rec Center will have a number of one-day specialty camps on days when there is no school. Sept. 19th is Wichita Play Day and Watson Park and Oct. 23rd is Halloween in the Park at Edgemoor. Public Works Report: Paul Gunzelman reported there will be a meeting for area businesses and residents on the Kellogg and Webb project. There will be a ground-breaking ceremony on Aug. 17th at the old Vanderbilt location. Staff is working on acquiring right of way for the Greenwich and Kellogg project. Action Taken: Receive and file. New Business Community Investment Plan Scott Knebel, Metropolitan Area Planning Department presented the final draft of the Community Investments Plan 2015-2035. In 2011, the City of Wichita and Sedgwick County initiated a process to develop the Community Investments Plan to replace the current joint City and County Comprehensive Plan which dates back to 1993. A more current and relevant plan is needed to help set public infrastructure investment priorities and provided a decision-making framework to guide future public investments out to the year 2035 in municipal buildings and infrastructure (e.g. libraries, public safety buildings, streets, bridges, parks, water supply, sanitary and storm sewer, culture, and recreation, etc.). PLAN SUMMARY- What’s new and/or significantly different compared with our existing comprehensive plan…  A new Plan Vision Statement along with seven Core Community Values and five overarching Plan Guiding Principles to help set ‘high-level’ context and guidance for future land use development and investment in public infrastructure.  A new 2035 Urban Growth Areas Map and a 2035 Wichita Future Growth Concept Map.  A new Wichita Urban Infill Strategy to support and facilitate greater levels of infill and redevelopment in Wichita’s mature urban areas - to meet market demand and capitalize on the City’s existing infrastructure investments.  A Plan Elements section containing 10 goals and 46 strategies that set overall infrastructure investment priorities across the categories of: Funding and Financing; Transportation; Water, Sewer and Stormwater; Arts, Culture and Recreation; and Public Safety.  A three-level Infrastructure Investment Decision-making Framework to systematically guide future public project spending decisions in a manner that supports community priorities, reflects willingness to pay, and is coordinated with market-driven growth. Adopting the final draft Community Investments Plan 2015-2035 involves no commitment of funding for the City of Wichita. Any City of Wichita funding of projects identified in the Plan will require future City Council action. Max Weddle said he attended 90 percent of the meetings developing this plan and it was the best committee he’s ever served on. DAB: Are there any plans for acquiring funding for these projects? A: The City is looking at different options and ways to do the projects. DAB: The $9.5 billion is such a huge gap, it’s difficult to even comprehend. A: You have to consider that for more than 20 years maintenance was under-funded. DAB: This plan makes me nervous, especially with what’s going on at the County right now. I’m afraid that Arts and Culture will be eliminated due to infrastructure needs. I would contend that Arts and Culture is just as important to a community as infrastructure. Action Taken: Jesri/Knott made a motion to recommend that the MAPC adopt the final draft Community Investments Plan 2015-2035 as the new joint comprehensive plan for Wichita-Sedgwick County. Motion passed 8:0 with one DAB member wanting the concerns about Arts and Cultural funding noted. Board Agenda Council Member Meitzner made a number of announcements including:  The Kellogg and Webb project has a website at eastkelloggimprovements.com so residents and businesses can stay abreast of the most current information on the project.  The City budget will be adopted at tomorrow’s Council meeting  The Field House star bond project will also be on tomorrow’s Council agenda Jennifer Baysinger announced an upcoming event – Living Proof Live on Sept 12 at Intrust Arena. Becky Tuttle announced the City of Wichita will be recognized by the Kansas Public Health Association.
