District II Advisory Board Minutes September 14, 2015 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S. Greenwich Road Wichita KS, 67207. The Council Member, eight board members, five staff and four members of the public were present. Approval of minutes from August 10, 2015: Approved 8-0. Approval of Agenda: Approved 8-0. Public Agenda Scheduled Items: None Off-Agenda Items: None Staff Reports Community Police Report: Officer Dave Hinners, reported the following crime statistics for District II between the time period of Aug. 13 through September 13:  12 Aggravated Assaults  10 Auto Thefts  1 Homicide  60 Larceny to auto  10 Non-residential burglaries  20 Residential burglaries  6 Robberies Officer Hinners also reported a tagger who had been active in the District II area had been identified and arrested. The suspect is 37 years old. A DAB member commented that she had noticed an increase in the number of homeless people in the area of Rock and Central and they appeared to be spending a lot of time near schools. Officer Hinners encouraged her to call police when she sees this type of activity. Fire Department Report: Lt. Travis Stucky reported statistics from June – nothing available yet for July or August. Public Works Report: Paul Gunzelman, Public Works Engineering, reported utility work is underway at Kellogg and Webb. Westar is working on the north side and a water line is being addressed on the south side. He said the intent is to keep two lanes open both directions at all times. The Kansas Turnpike Authority is still in the process of acquiring right of way for the Greenwich Road project and the bids for the Douglas bridge at Linden open on Friday. A DAB member asked if the 37th Street project had been delayed; Gunzelman said the construction hadn’t been delayed but there were some changes in the funding process. Park and Recreation Department Report: No report Action Taken: Receive and file. New Business Transit Steve Spade, Director of Transit, presented the proposed route and fare changes and encouraged participating in the scheduled public input meetings. He said they have two primary goals. In the short term to: recommend to City Council potential service reductions in order to balance the 2016 budget and in the long term, to provide a foundation for future transit system growth. Spade provided information on a number related issues including: the demographic and market study that was conducted; how Wichita Transit compares to similar cities; recent additions of van pools; decision making process related to purchasing buses; use of advertising on buses and the differences between communities that have choice riders and those who basically only serve the rider dependent population. Action Taken: Receive and file/provide feedback. Board Agenda Council Member Meitzner introduced Laura Rainwater who will be the new Community Services Representative serving District II beginning Sept. 28th. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file 5. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. Recommended Action: Receive and file 6. Public Works Engineering Report Public Works Engineering will give an update on District II projects. New Business 7. Transit Staff from Transit, will provide information on the service changes that will be recommended to City Council. Recommended action: Provide feedback. Board Agenda 8.
