District II Advisory Board Minutes October 12, 2015 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20 located at 2255 S. Greenwich Road Wichita KS, 67207. The Council Member, seven board members, six staff and four members of the public were present. Approval of minutes from September 14, 2015: Approved 7-0. Approval of Agenda: Approved 7-0. Public Agenda Scheduled Items: Salvation Army, Karen Lippoldt, was here to inform DAB II members that the Salvation Army handles foster care cases and they are in desperate need of foster homes/families for children. Foster care information sheets were left for board members and guests in attendance. Off-Agenda Items: None Staff Reports Community Police Report: Officer Carl Lemons, reported the following crime statistics for District II between the time period of Aug. 13th and September 13th:  Larceny - 106  Burglary - 7  Non-residential burglary - 9  Robbery -3 Agg. Assult cases:  627 E. Calhoun, DV, related, in which son stabbed father. Mental health issues with son.  9400 block of Longlake - involved discharge of firearm possible intruder at wrong address. Officer Lemons also reported an increase in issues with party busses loitering in business parking lots. Fire Department Report: Lt. Ryan Hall, reported statistics from August.  15 Fire (12 structures)  427 EMS and Rescue Alarms  158 Service Alarms Lt. Hall reported they are seeing an increase in the number of garage fires due to unattended cooking/BBQing. Public Works Report: Paul Gunzelman, Public Works Engineering, reported utility work is underway at Kellogg and Webb and sometimes Webb is down to 1 lane each direction. Douglas and Linden Street bridge repair will begin soon. Wildcat Construction is low bidder. Completion expected by 7/31/16. Armour Bike Paths nearing completion. Preliminary plans are being worked to improve traffic flow along 127th and Pawnee for the new Southeast High School. City engineers are working with Sedgwick County and USD 259 to determine needs. Park and Recreation Department Report: Alan Taber, Recreation Supervisor, Park and Recreation  Wichita Play Day at Watson Park was a huge success. Over 5,000 people attended  Pickleball at Edgemoor Park is a big hit. Since January over 900 have participated. Six tennis courts are being transformed into pickleball courts.  Zumba Ballpark Party will be Saturday, Oct. 24, from 10:30 – 11:30 at Lawrence Dumont Stadium  Halloween party at Edgemoor Park from 6-9pm on October 23. Everything is free and the event will draw 3,000-5,000 people. New Business ZON2015-00044 - LC Limited Commercial: William Longnecker, Metropolitan Area Planning Department, presented the request.for a zone change from GO General Office (GO) to LC Limited Commercial on the 50-foot (x) 278.8-foot subject site located approximately 510 feet south of Harry Street on the west side of Webb Road; the north 30 feet of Lot 3, Caliendo 11th Addition. The undeveloped subject site will be added to the undeveloped, north, abutting LC zoned property (ZON2015- 00017) to create a larger site. The DAB Members were provided the public notice and MAPD staff comments for review. The DAB Members expressed concern for any opposition to zone change, for which none was presented. There were no citizens at the meeting to voice opposition. DAB members inquired about any easements on property. They were assured that if any easements exists, applicant can’t build over unless applicant asks for a vacation of the easement. Action Taken: Receive and file/provide feedback. Board Agenda Council Member Meitzner and DAB Members briefly discussed some of the highlights of the Popular Financial Report: Fiscal Year Ended December 31, 2014.  Unemployment down  Population up[  Transit is our biggest challenge  Where our revenue comes from and how it’s spent DAB Member, Chris Mullen, shared that a new playground has recently been constructed and completed in Willow Creek. Greenwich Wichita, KS 67207 ORDER OF BUSINESS Call to Order Approval of Minutes for September 14, 2015 Approval of Agenda for October 12, 2015 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items Salvation Army, Karen Lippoldt and Jennifer Schierlman, will provide information on opportunities and resources available through the Salvation Army. Recommended Action: Receive and file. 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file. Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file 5. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. Recommended Action: Receive and file 6. Public Works Engineering Report Public Works Engineering will give an update on District II projects. New Business 7. ZON2015-00044 - LC Limited Commercial William Longnecker, Metropolitan Area Planning Department, will present the request. Jeff and Melinda Bannon, the applicants, are requesting a zone change from GO General Office (GO) to LC Limited Commercial on the 50-foot (x) 278.8-foot subject site located approximately 510 feet south of Harry Street on the west side of Webb Road; the north 30 feet of Lot 3, Caliendo 11th Addition. The undeveloped subject site will be added to the undeveloped, north, abutting LC zoned property (ZON2015-00017) to create a larger site. Recommended Action: Planning staff recommends that the request for CBD zoning be APPROVED, with the dedication of 10 feet of Webb Road right-of-way. Board Agenda 8.
