Page |1 District II Advisory Board Minutes June 13, 2016 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20, 2255 S. Greenwich Rd, Wichita KS, 67207. The Council Member, four board members, seven staff were present. ATTENDANCE Members Present Staff Present David Babich Officer, Nick Long, WPD Nick Howell Lt. Scheduled Items: None 2. Off-Agenda Items: None Staff Reports 3. Community Police Report: Community Police Officer, Nick Long, reported.  Graffiti along Kellogg and Lincoln and Woodlawn area. Suspect has been identified and warrants have been issued. It is not gang related.  Many changes in Patrol East  New Captain - Kevin Mears  New Lieutenant – Paul Duff  Sgt. Bolan is retiring in July. Sgt. Dan Binkley will replace  Three new CP Officers – Villegas, Sanders & Thorton  New recruit class graduating next Friday – Seven recruits  Burglaries are way down – no hot spots  New police chief has brought moral way up and is very engaged at all levels Page |2 4. Fire Department Report: Lt. Chad Duerksen reported.  Three structure fires  362 EMS and rescue  141 Service calls  Hydrant and building inspections will take place over the summer months 5. Park and Recreation Department: Alan Taber, reported.  Kid Power Café – breakfast and lunch being served at Edgemoor every day. Program will stop if public schools aren’t funded by the state legislature  Yoga in The Park – July 16 at Riverside Park  4th of July – Red White & Boom – Live music, food trucks and fireworks at Century II  Slide the City – moved to 37th & Tyler – August 20 6. Wichita Public Library Report: Helen Rigdon, Senior Librarian, reported on events at the Comotara and Rockwell branches  Overwhelming attendance at Puppet Show  Ninja Program – Ages 3-6 – over 60+ kids attended  Summer reading program is a huge success  Wednesday afternoon, June 15 – “Drive-In Movie” time  June 20 – Jump Jive An’ Wail  June 23 – Zentagles program – easy to learn and fun way to create tangled images by drawing structured patterns  June 27 - Mystery Book Club for adults  June 28 – Take home craft day at Comotara  June 21 - Technology Training – Windows 10  June 29 – Sedgwick County Zoo is coming to Rockwell  All locations closed July 4  All locations are closed on Sundays through Labor Day 7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.  Kellogg & Webb – South bound Webb will be down to one lane  Kellogg & Greenwich – final plans submitted to KTA – bid opening pushed back to August  Douglas & Linden Street Bridge – North side almost complete – will be switching traffic so work can begin on south side  Pawnee & 127th – Pawnee improvements nearly complete; awaiting final lift of asphalt. Then work will begin on 127th.  Pawnee turn lanes for new Southeast High School – bids opened last week New Business 8. Mark Manning, Budget Manager, presented a draft CIP document that has been prepared by staff. The City of Wichita CIP outlines infrastructure improvements forecasted for the community over the next decade. It provides broad policy direction on priorities for improvements, and the amount of debt that should be incurred. Page |3 9. CON2016-00013: Jess McNeely, Senior Planner, Metropolitan Area Planning Department, presented the request by Steven Enterprises, LLC c/o Brandon Steven (owner); Baughman Co., PA c/o Russ Ewy, for City Conditional Use for Outdoor Vehicle Sales in LC Limited Commercial zoning, generally located southeast of Eastern and Kellogg. There have been no protests filed and it has been approved by MAPC. Therefore, the MAPC decision is final and it does not go before Council. Recommended Action: No action taken due to lack of quorum. Old Business None Board Agenda CM Meitzner  Will appoint 2016-2016 DAB II members at tomorrow’s Council meeting. Swearing in will occur at next month’s DAB meeting. If you must miss the July DAB meeting, you will need to go to City Hall, 13th floor, and be sworn in by the City Clerk Meeting adjourned at 7:43 p.m. Next Meeting: The next meeting for District Advisory Board II will be at 6:30 p.m. on Monday, July 11, 2016, at Fire Station #20, 2255 S. Greenwich Wichita, KS 67207 ORDER OF BUSINESS Call to Order Approval of Minutes for May 9, 2016 Approval of Agenda for June 13, 2016 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items No Scheduled Items 2. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file 5. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. Recommended Action: Receive and file 6. Wichita Public Library Report Helen Rigdon, Senior Librarian, will report on events at the Comotara and Rockwell branches. Recommended Action: Receive and file 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file. New Business 8. 2016-2025 Proposed Capital Improvement Program (CIP) Budget Shawn Henning, Finance Director, will present a draft CIP document that has been prepared by staff. The City of Wichita CIP outlines infrastructure improvements forecasted for the community over the next decade. It provides broad policy direction on priorities for improvements, and the amount of debt that should be incurred. Recommended Action: Receive and file. 9. Recommended Action: The site is consistent with the Comprehensive Plan and UZC, with the exception that a billboard already exists on the site. Based on the information available prior to the public hearing, MAPD staff recommends the application be APPROVED, with the following conditions: 1. The Conditional Use shall be developed and maintained in conformance with the approved site plan. 2. The Conditional Use shall conform to the Unified Zoning Code, Section III-D.6.x supplementary use conditions, except that one previously approved off-site sign shall be permitted on the site. 3. The site shall be developed in conformance with an approved landscape plan consistent with the Landscape Code. 4. The site shall be developed and operated in compliance with all federal, state, and local rules and regulations. 5. If the Zoning Administrator finds that there is a violation of any of the conditions of the Conditional Use, the Zoning Administrator, in addition to enforcing the other remedies set forth in Article VIII of the Unified Zoning Code, may, with the concurrence of the Planning Director, declare that the Conditional Use is null and void.
