Page |1 District II Advisory Board Minutes July 11, 2016 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20, 2255 S. Greenwich Rd, Wichita KS, 67207. Scheduled Items: None 2. Off-Agenda Items: None Staff Reports 3. Community Police Report: Community Police Officer, Nick Long, reported.  Street racing along Greenwich between 21st and 29th is being addressed  Starting Saturday, July 16, a “Summer of Mercy” abortion protest will take place. Over 100 officers have been assigned  Many changes in Patrol East  Sgt. Dan Binkley has replaced Sgt. Bolan who retired last week. He will manage Community Police for East Bureau  Officer Sandy Mackey is the new 300 Beat coordinator  Officer Richard West has moved to 39 Beat 4. Fire Department Report: Lt. Chad Duerksen reported.  Two structure fires  344 EMS and rescue  146 Service calls Page |2  Talked about the recent water rescues and recoveries and the importance of staying out of flood water. Always wear life jackets. 5. Park and Recreation Department: No report 6. Wichita Public Library Report: Helen Rigdon, Senior Librarian, reported on events at the Comotara and Rockwell branches  Groundbreaking held July 6 for the new Advanced Learning Library  Summer reading program huge success  Nearly all summer programs have met or exceeded capacity  July 15 – Mad Science: Rube Goldberg Show  July 19 – BIG Games for teens. Super-sized games! Giant Jenga®, Huge Scrabble®, and oversized chess. For ages 12-17  July 22 - Matt Sandbank's Shadow Factory: A Wild Goose Chase (Puppet Show)  July 25 – Take Home Craft at Comotara: Olympic Torch  July 26 – Walk-in Tech help  July 29 – Last day of summer reading program and pizza party for volunteers  Book a Librarian program  All locations are closed on Sundays through Labor Day 7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.  Douglas & Linden Bridge – traffic has been moved to the north side of the roadway. The contractor was working on the south side of the box this morning as I drove through.  E. Kellogg – some paving of the south frontage road was completed last week just east of Webb. Don’t get overly excited – it really wasn’t that much, however it looks like they have quite a bit set up ready to go.  SE High – The contractor has been working on 127th Street – rain has slowed them some, however, they are still on track to be finish early August.  Kellogg & Greenwich – KTA to open bids August 5  143rd & Harry – Signalization plans have been received and it does meet warrants New Business Troy Tillotson, Budget Analyst, presented an overview of the 2017-18 proposed budget:  Getting more public feedback on the front-end instead of on the back-end  Budget is balanced  Mill levy remains flat  More money for police and fire  Social media town hall on June 14 very successful  194,000 views  1,200 reactions  Over 650 comments  More money for police and streets  Improve traffic signal timing  Street sweeping – quality & new app  Animal Control – mostly experience-based  Transit is a major concern  Library  Park improvements Page |3  General fund - $231M – mostly from property tax  Police/Fire/Public Works – 72% of budget  Reserves total $28M or 12.1% of expenditures  Zero-base department to better align expenditure and revenue growth trends  Review license fees  Levy Downtown Improvement Tax for downtown district only  Golf Fund – operationally sustainable  Transit Fund – Draining reserves  Property Tax Lid - $900,000 hit to general fund beginning in 2018  Questions & Answers:  DAB: Are you still taking online comments and questions? A: Yes  DAB: How long does the grant funding for new police last? A: Three years then the City is responsible  DAB: How will you announce community meetings? A: We will look at the communication plan in September. We will invite ourselves to public meetings CON2016-00013: Jess McNeely, Senior Planner, Metropolitan Area Planning Department, presented the request by Mountaingate Brittany LLC, Spring Street LLC, Union Street LLC (owner); Kaw Valley Engineering c/o Tim Austin (agent), for City CUP amendment to DP-67 Parcel 2 to permit additional LC Limited Commercial uses and Warehouse, Self-Storage within the CUPs definition of shopping center, generally located at the southeast corner of 21st N & N Woodlawn (2120 N. Woodlawn). There were no protests from adjacent property owners. Recommended Action: Based upon the information available prior to the public hearings, planning staff recommends that the request for an amendment to DP-67 Parcel 2 to allow self- storage warehouse use be APPROVED, with the following conditions: (1) Proposed Uses for Parcel 2 shall be amended to state: “shopping center shall mean all uses permitted by right in the Limited Commercial LC zoning district except for group residences and correctional placement residences; along with warehousing, self-storage, inside of an existing climate controlled building only, and subject to the supplemental use regulations of Section III-D.6.y of the Unified Zoning Code, except that a resident manager shall not be required.” (2) The applicant shall submit four revised copies of the CUP to the Metropolitan Area Planning Department within 60 days of approval or the request shall be considered denied and closed. (3) If the Zoning Administrator finds that there is a violation of any of the conditions of the CUP amendment, the Zoning Administrator, in addition to enforcing the other remedies set forth in the Unified Zoning Code, may, with the concurrence of the Planning Director, declare the CUP amendment null and void. Recommended Action: Jesri motioned to APPROVE staff recommendation. Tuttle seconded. Motion PASSED 7-0. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items Percy Turner, Project Assistant, KanCare Ombudsman Volunteer Project: The KanCare Ombudsman Volunteer Program is designed to help serve KanCare members in resolving problems regarding their services, coverage, access and rights. The program is training volunteers in Wichita. 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file. Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns.
