Page |1 District II Advisory Board Minutes September 12, 2016 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20, 2255 S. Greenwich Rd, Wichita KS, 67207. Six board members and six staff were present. ATTENDANCE Members Present Staff Present David Babich Officer Nick Long, WPD Dale Carter Capt. Scheduled Items: None 2. Off-Agenda Items: Staff Reports 3. Community Police Report: Community Police Officer Nick Long, reported.  New uniforms coming soon  Increase in auto larcenies. Arrest has been made. Keep cars locked and remove valuables. Don’t leave garage door opener in car when parking in driveway. Lots of firearms have been stolen from cars  Officer West replaces Officer Lloyd as Beat Coordinator  New Southeast high School. No major traffic issues. Not any different from other areas schools except this area isn’t used to traffic  Officers are working to get involved in schools and build relationships with kids  Parking citations increasing 4. Fire Department Report: Capt. Chad Duerksen, reported.  19 Fire alarms (7 structural) City-wide  327 EMS and rescue Page |2  164 Service calls  Finishing up hydrant inspections  Firefighters Brian Konecny and Damon Sublett reported on the recent flooding rescues. 35 emmersions. Two were level 2 (driver in distress). At Harry and Rock a car was pushed into a creek nose down. Two individuals were rescued through trunk. Don’t drive throughwater that is half-way up tire. 5. Park and Recreation Department: Alan Taber, Recreation Supervisor, Edgemoor Rec Center, reported.  450+ at WPD BBQ at Edgemoor Park – Bomb unit, mounted patrol, car show and inflatables  Fall session begins next week (Sept. 19)  Hula Hoop workshop – Wednesday evenings at 5:50  Pickleball Tournament – this Saturday put on by Jack Oxler  Watson Park Play Day – Saturday, Sept. 17 from 11AM – 2PM. 3,000-5,000 people expected  Smash Sand Volleyball Tournament at Watson Park on Sept. 24  Hallow in the Park – October 28 from 6-9PM. 3,000 – 5,000 expected. Wesley Hospital is main sponsor and coordinator 6. Wichita Public Library Report: Hellen Rigdon, Senior Librarian, Rockwell and Comotara, reported.  September/October Calendars given to all DAB members  Fall hours began last Sunday. Most branches now open on Sundays  Storytimes start back up this week  Drive-In movie night Oct. 4 at Rockwell  Tech Training at Rockwell will be on training on Instagram on Sept. 22  Public Library Book Sale at Main library on Sept. 22-24  Big Read – Oct.1 through Nov. 15 – Fahrenheit 451. Kickoff party on Saturday, Oct. 1 at Wichita Art Museum beginning at 2PM  All library locations will be closed on Monday, Oct. 10, for staff in-service 7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.  Kellogg/Webb – lots of paving has been completed on access roads. Live camera is up and working  143rd and 127th improvements are in design stage  Douglas/Linden – should be complete next month  Southeast High School  traffic counts collected last week. Results should be known in next two weeks  On-going visual monitoring since first day of school  More students utilizing 31st  Students cutting through neighborhoods to avoid Pawnee/Greenwich intersection  Data from USD 259: 180 staff/50 buses/150 student permits  Opening bids for traffic signal at Harry and 143rd on Sept. 30  Harry and 127th might meet warrants New Business 8. ZON2016-00034: Kathy Morgan, Senior Planner, MAPD, presented the request for City zone change from LI Limited Industrial to SF-5 Single Family Residential (approx. 38.5 acres) and MF-18 Multi Family Residential (approx. 41.1 acres), generally located south of 29th St. N., approximately 1/4 mile west of 127th St. E. Page |3  No protest petitions filed  No impacted property owners in attendance at DAB II meeting  New platting has been approved by WFD and Stormwater Department  Phil Meyer, agent for the applicant, presented and responded to questions  DAB : How many total living units? Answer: 168 lots if all single family  Zoning some multi-family for flexibility  Only opposition was from property owner to the north of parcel. Concerned about the increase in traffic. He is not present tonight and has not filed a protest.  DAB: Will there be Impact Fees? How will it impact utilities (water/sewer)? Answer: City of Wichita does not impose impact fees. The impact is paid through tap fees based on meter size. Applicant must pay for any laterals that will need to be placed. Action Taken: Motion made by Howell to APPROVE the application based on staff recommendations set forth in the staff report. Seconded by Tuttle. MOTION PASSED 8-0 Old Business Zoning case, CON2016-00039, that was presented at the last month’s meeting by Bill Longnecker, Senior Planner, MAPD, and was deferred to the September 12, 2016 District II Advisory Board meeting, has been deferred indefinitely. Board Agenda Councilman Meitzner:  Styker Complex – Star Bond expansion to include only youth sports. No retail or commercial development  Hyatt sale closes soon. What does the City do with the $20 million?  Transit?  Street & roads?  Shift to pay off debt or library?  Give each District $1 million to spend  Send me your suggestions Becky Tuttle:  Walk/run at the Airport – Benefit held by the Health and Wellness Coalition  Vote Like a Mother Facebook campaign – funded by the Knight Foundation Meeting adjourned at 7:50 p.m. Next Meeting: The next meeting for District Advisory Board II will be at 6:30 p.m. on Monday, October 10, 2016, at Fire Station #20, 2255 S. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. Recommended Action: Receive and file 6. Wichita Public Library Report Helen Rigdon, Senior Librarian, will report on events at the Comotara and Rockwell branches. Recommended Action: Receive and file 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file. New Business 8.
