Page |1 District II Advisory Board Minutes December 12, 2016 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20, 2255 S. Greenwich Rd, Wichita KS, 67207. Scheduled Items: None 2. Off-Agenda Items: None Staff Reports 3. Community Police Report: Community Police Officer Richard West, reported.  Auto Larcenies continue to be a problem all over town  4 Non-residential burglaries – Construction trailer, restaurant  3 Residential burglaries – 7000 E. Kellogg, 7600 E. 21st and 8000 E. Peachtree  ABC club checks in east Wichita resulted in one arrest for underage  Dog bites – 4 reports  New (blue) police uniforms being tested from different manufacturers 4. Fire Department Report: WFD Capt. Derek Pierce, reported.  12 Fire alarms City-wide including two chicken coops caused by heat lamps  349 EMS calls  132 Service alarms  Two fatal motorcycle fatalities Page |2 5. Park and Recreation Department: Alan Taber, Supervisor, Park & Rec, reported.  A Night with Santa – 2,100 attended. Gave away 18 Christmas trees to families  Winter activities sign-ups to begin soon  Rec Center rentals for family events 6. Wichita Public Library Report: Helen Rigdon, Senior Librarian, provided attached written report. 7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.  Kellogg/Webb  All left turns prohibited. Signal timings have been adjusted  KTA bridge removed – Kellogg reopened 36 hours ahead of schedule  All traffic switching has been completed  Kellogg Greenwich – SB96 to WB Kellogg will be restricted and 127th will be closed to Kellogg beginning in February or March  Douglas/Linden – nearly complete  SE High School traffic flow improvements  Harry/143rd – Pavement markings complete and signals have been installed. Should be operational within the next few days  Harry/127th – 4-way stop. Will bid in January for signalization with construction by April/May  Redbud Trail – money for construction extension in 2019. Design to begin in 2017  Webb/21st – concrete repair work New Business 8. Housing and Community Services 2017-2018 One Year Action Plan: Mark Stanberry, Manager, HOME/Neighborhood Improvement Services, presented the 2017-2018 One Year Action Plan regarding proposed Community Services Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) allocations. The Community Investments Division oversees activities that are funded through the U.S. Department of Housing and Urban Development (HUD). Programs funded with these resources are provided to persons who meet income guidelines. 9. Grants Review Committee (GRC) Nomination: HOME/ Neighborhood Improvement Services, the U.S. Department of Housing and Urban Development (HUD) requires that cities involve citizens in the allocation process for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City of Wichita accomplishes this through a series of public hearings before the City Council and through the appointment of a Grants Review Committee (GRC) which reviews proposals and applications. Carter motioned to nominate Dave Babich as the District II representative to the GRC. Tuttle seconded. MOTION PASSED 7-0. 10. CON2016-00052: Kathy Morgan, Senior Planner, MAPD, presented the request for City Conditional Use request for an ancillary parking area on property zoned MF-18 Multi-Family Residential, generally located north of 45th St. N. and east of Rock Rd. (4602 N. Ironwood Cir.). The DAB heard the request so that adjacent property owners and Wichita residents had an opportunity to express their concerns. No concerns were expressed. Page |3 After staff presentation by Kathy Morgan, Senior Planner, MAPD, agent for the applicant, Russ Ewy addressed the Board. He stated the applicant’s intention is to provide safe off-street parking for residents and their guests. Action Taken: Motion made by David Babich to APPROVE the application based on staff recommendations and subject to the following conditions: 1. Parking in the setback is being granted as part of this application to comply with Section V-I.2.l. 2. Parking lot shall be screened per the multi-family requirements of the Landscape Ordinance. 3. The site shall be developed and maintained in general conformance with the approved site plan, and in conformance with all applicable regulations, including but not limited to: licensing requirements, building, fire and utility regulations or codes. 4. If the Zoning Administrator finds that there is a violation of any of the conditions of the Conditional Use, the Zoning Administrator, in addition to enforcing the other remedies set forth in Article VII hereof, may, with the concurrence of the Planning Director, declare the Conditional Use null and void. Motion seconded by Nazir Jesri. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. 5. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. 6. Wichita Public Library Report Helen Rigdon, Senior Librarian, will report on events at the Comotara and Rockwell branches. 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file all staff reports. New Business 8.
