Page |1 District II Advisory Board Minutes January 9, 2017 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20, 2255 S. Greenwich Rd, Wichita KS, 67207. Eight board members, Councilman Meitzner and seven staff were present. Scheduled Items: None 2. Off-Agenda Items: None Staff Reports 3. Community Police Report: Community Police Officer David Hinners, reported.  Law Enforcement Community Parade scheduled for April 8. Parade entry applications now available  Residential Burglary and Business Robbery Prevention flyer  BB gun vandalism immediately after Christmas weekend. Suspect identified  Panhandling problem particularly at Kellogg and Armour. Provided a flyer produced by United Methodist Open Door on How to Address Panhandling. 4. Fire Department Report: Firefighter Leighton Fetters, reported.  2 structure fires in District II in December  19 City-wide fires - $1 million in damage, 13 accidental, one arson, five under investigation  Ice dangers - Stay off the ice! 5. Park and Recreation Department: Alan Taber, Supervisor, Park & Rec, reported. Page |2  New Winter 2017 Activities Guide available. Signups have begun  Commission for Accreditation of Park and Recreation Agencies (CAPRA) award to be presented to the Park and Rec Department at tomorrow’s Council meeting  Alan Taber won a national award for his innovative Pickleball program 6. Wichita Public Library Report: Helen Rigdon, Senior Librarian, reported.  January/February Library Activities calendar is available  Storytimes are resuming after month-long break  WPL Adult Winter Reading program – Read More. Live More.  1,000 Books Before Kindergarten preschool campaign  All branches will be cloded Monday, Jan. 16, in observance of Martin Luther King Day  Film Festival – Academy Awards Shorts screenings in February 7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.  Kellogg/Webb – No concerns. Numerous citations have been issued by WPD for prohibited left turns  Kellogg Greenwich – SB96 to WB Kellogg will be restricted and 127th will be closed to Kellogg beginning in February or March  143rd from Kellogg to Central – bid opening this spring  127th from 13th to 21st – bid opening this summer  Douglas and Linden bridge is now open  Harry and 143rd traffic signal is now operational  Redbud Trail – money for construction extension in 2019. Design to begin in 2017 New Business 8. Cost of Service Analysis for Stormwater Utility: Joe Hickle, Stormwater Engineer, presented the results of the Stormwater Utility’s Cost of Service Analysis, identifying revenue requirements, and resulting service levels. Staff will soon be presenting ordinance revisions to Council that will establish two things: 1) a base rate for all stormwater customers; and, 2) establish a new method for calculating residential stormwater bills. DAB member discussion centered on the need to fund improvements to the City’s aging infrastructure. All DAB members present were very supportive of the new fee structure. 9. Board Agenda Councilman Meitzner: Provided a handout to DAB members of the proposed City ordinance changes to Nuisance Lighting (Section 7.04.070) and Control of Animals (Sections 6.04.040 and 6.04.050). After review of the changes, DAB members voiced their support for the proposed changes. Meeting adjourned at 7:18 p.m. Next Meeting: The next meeting for District Advisory Board II will be at 6:30 p.m. on Monday, February 13, 2017, at Fire Station #20, 2255 S. Greenwich Wichita, KS 67207 ORDER OF BUSINESS Call to Order Approval of Agenda for January 9, 2017 Approval of Minutes for December 12, 2016 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file. Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file 5. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. Recommended Action: Receive and file 6. Wichita Public Library Report Helen Rigdon, Senior Librarian, will report on events at the Comotara and Rockwell branches. Recommended Action: Receive and file 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file. New Business 8.
