Page |1 District II Advisory Board Minutes May 8, 2017 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20, 2255 S. Greenwich Rd, Wichita KS, 67207. Nine board members, Councilman Meitzner and seven staff were present. ATTENDANCE Members Present Staff Present David Babich Officer Ronald Sanders, WPD Dale Carter Capt. Scheduled Items: None 2. Off-Agenda Items: None Staff Reports 3. Community Police Report: Community Police Officer Ronald Sanders (39 Beat), reported.  Larcenies down – large trailer full of stolen items has been recovered  Burglary trend – multi-business strip centers being targeted. Suspect identified  City-wide crack down on inoperable vehicles occurring tomorrow, May 9, 2017  Traffic issues around Seltzer Elementary. Contact made with building staff and enforcement has occurred. Engineering is looking at options for improvement 4. Fire Department Report: Capt. Anthony Kowal, reported.  Eight total fires – Five accidental, two arson, one aggravated arson. $410,000 damage to structures and $68,000 damage to contents 5. Park and Recreation Department: Alan Taber, Edgemoor Center Supervisor, Park & Rec, reported.  Busiest time of year is fast approaching  Summer Activity Guide is available online. Hard copy will be out next week  Summer day care sign-ups are happening now. Many different types of program options  Boston Rec will host numerous 3-5 day specialty camps Page |2  Edgemoor Rec offers Summer of Discovery camp  May 13 – Sports Mania at Boston Rec. Barry the Bison will be there  Pickleball Tournament at Edgemoor Rec in June 6. Wichita Public Library Report: Helen Rigdon, Senior Librarian, sent the following through written report:  Rockwell hosted 428 students from Adams Elementary  May 17 – 12:30-1:00 – WPL live Facebook discussion on the book Unbroken  Gearing up for Summer reading program – Build a Better World is the theme  May 23 – Technology class at Rockwell on Microsoft Excel  June 3 – LEGOS fun from 3-4 p.m. at Rockwell  June 6 – Interactive storytime at 6:30 p.m. 7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.  E. Kellogg update  Redbud Trail extension – Request for Proposals for design – K96-159th St. – maintain as much tree canopy as possible  143rd from Kellogg to Central – bid opening in August  127th from 13th to 21st – bid opening in July  Harry and 127th traffic signal – bids were above engineer’s estimate. Will go out to bid again. Install by Fall 2017  Public Works is having monthly meetings with USD 259 to address traffic problems around schools New Business 8. Dave Clements, Principal Planner, MAPD, presented the request for City Conditional Use for a Major Utility in a SF-5 Single Family Residential District, generally located at the northeast corner of S. Brookhaven and E. Harry (15800 E. Harry St.). Also present to answer questions were Becky Lewis, Sewage Treatment Plant Supervisor, and Brian Lindebak, MKEC. DAB members inquired about the possible alternative uses for gray water but had no concerns for future expansion. Action Taken: Motion made by Mullen to APPROVE the application, with the following conditions: 1. A detailed site plan shall be submitted to the Wichita-Sedgwick County Metropolitan Area Planning Department for the future expansion area prior to any construction in that area. The site plan shall developed in accordance with the future expansion plan. 2. The future expansion area shall be screened and landscaped. The existing tree line on the west property line shall be maintained as required screening. In the event the tree line cannot be maintained, a six to eight foot screening wall shall be constructed. Fencing shall be provided on the north property line with 6-foot evergreens planted at an 8-foot spacing. 3. If the Zoning Administrator finds that there is a violation of any of the conditions of the Conditional Use, the Zoning Administrator, in addition to enforcing the other remedies set forth in Article VIII of the Unified Zoning Code, may, with the concurrence of the Planning Director, declare that the Conditional Use is null and void. Page |3 Seconded by Clark. MOTION PASSED 7-0 9. 2018 DAB II Meetings Meitzner wants to move DAB II meetings to Rockwell Branch Library beginning January 2018. Action Taken: Heldstab motioned to move DAB II meetings to the Rockwell Branch Library beginning January 8, 2018. Seconded by Howell. MOTION PASSED 7-0 10. Updates, Issues and Reports Meitzner  STAR Bonds approved for Stryker Complex improvements  Bike Share program launched – 100 bikes and 20 stations  Red Bud Trail – possible advisory committee needed  DAB II Board reappointments will be made at a June Council meeting Meeting adjourned at 7:37 p.m. Next Meeting: The next meeting for District Advisory Board II will be at 6:30 p.m. on Monday, June 12, 2017, at Fire Station #20, 2255 S. Greenwich Wichita, KS 67207 ORDER OF BUSINESS Call to Order Approval of Agenda for May 8, 2017 Approval of Minutes for April 10, 2017 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file. Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file 5. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. Recommended Action: Receive and file 6. Wichita Public Library Report Helen Rigdon, Senior Librarian, will report on events at the Comotara and Rockwell branches. Recommended Action: Receive and file 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file. New Business 8. CON2017-00015: Dave Clements, Principal Planner, MAPD, will present the request for City Conditional Use for a Major Utility in a SF-5 Single Family Residential District, generally located at the northeast corner of S. Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the Conditional Use be APPROVED, with the following conditions: 1. A detailed site plan shall be submitted to the Wichita-Sedgwick County Metropolitan Area Planning Department for the future expansion area prior to any construction in that area.
