Page |1 District II Advisory Board Minutes August 14, 2017 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20, 2255 S. Greenwich Rd, Wichita KS, 67207. Community Police Report: Officer Dave Inkelaar, reported.  New to Patrol East – 15 years on force, SCAT Officer, will be the new 36 Beat Coordinator  27 burglaries  28 Agg. Assaults  324 larcenies  44 auto theft  33 counterfeiting  74 vandalisms  10 robberies  6 rapes 4. Fire Department Report: Capt. Duerksen and Firefighter Josh Pruitt, reported.  11 fires – three were structures  355 medical alarms  147 service alarms  513 total incidents with 740 resources used  Burn regulation report and handout (attached to Minutes) 5. Park and Recreation Department: Alan Taber, Edgemoor Park Supervisor, Park & Rec, reported.  Fall session registration began today  Fall 2017 Activities Guide available online  Edgemoor Rec mourning the loss of their beginning pickleball instructor to cancer  Edgemoor Rec to offer two new first-time courses in Fencing and Swing Dance 6. Wichita Public Library Report: Helen Rigdon, Senior Librarian, report attached to end of Minutes. 7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.  Kellogg & Webb update  Kellogg & Greenwich – traffic will be moved to frontage roads in November  Zelta St – South of Kellogg is complete  143rd – Kellogg to Central – awarded – should start within the next month  127th – 13th to 21st – bids open in September  Harry & 127th signalization – awaiting pole delivery  Monthly meeting with USD259 continue  Stryker complex – Nine proposals submitted – narrowed down to three  Rail bed at 127th where Redbud trail crosses – possible median with pedestrian signal crossing Page |3 Action Taken: Receive and file all Staff reports. Aquatics Master Plan improvements to Boston Park: Brian Hill, Park & Recreation, reported.  Reduce number of public pools to four instead of three – Aley, College Hill, Harvest and new east- side location to be determined  Replace closed pools with water playgrounds  Build two additional water playgrounds  Why splashpads?  Reduce operating costs  Extend season  Unique designs  Interactive  Fun for all ages  What amenities?  Natural  Interactive  Concessions  Lights  Music  Themes  Wichita  Sports  Country/farm  Aviation industry  Shockers  other Action Taken: Provide feedback. 9. 2017-00025: Dave Clements, Principal Planner, MAPD, presented the request for City zone change from General Office to Neighborhood Retail to allow personal improvement service and coffee shop; generally located at the southwest corner of E. Harry and S. Beech Street (9323 E. Harry).  Applicant was present  DAB members had no questions or concerns Action taken: Motion made by Tuttle to APPROVE application based on Staff recommendations. Seconded by Jesri. Motion PASSED 7-0. 10. ZON2017-00029: Dave Clements, Principal Planner, MAPD, will present the request for City zone change from IP Industrial Park to TF-3 Two-Family Residential on property generally located on the south side of 33rd Street South approximately 700 feet east of Rock Road.  Agent for the applicant, Phil Meyer, present  MAPC approved  Applicant has met with McConnell Air Force Base Staff and they approved Action taken: Motion made by Jesri to APPROVE application based on Staff recommendations. Seconded by Howell. Motion PASSED 7-0. Page |4 11. Updates, Issues and Reports CM Meitzner – Hyatt funds  $4 million to Transit  $10 million to road improvements  $6 million divided equally between six Council Districts  $900,000 to be given to help build a hanger for Doc  $100,000 to pave parking lot at Harrison Park so Together Wichita will build a $200,000 dog park  Tuttle – 10:30 a.m., Sept.8 – City Council candidate forum at the Chamber. Page |5 Page |6 DAB II Report Rockwell/Comotara Libraries August 2017  Summer Reading finished end of July and staff are now playing catch up with projects  The Library is participating in the Say Yes program. 8 young people have completed the Library portion and received their back-to-school packs.  August 14 – The last part of “Race: The Power of an Illusion” will be shown at 6:00 p.m. Rockwell  August 24 – Tech training - Windows 10 @ 1:00-2:30 p.m. Registration required. Rockwell  September 6 – Buying a Home: Savings and Financing @ 6:30 @ Rockwell. Attendees will learn about government programs to help you qualify and other ways to make your first home affordable.  September 13 – Android Tablets and Smartphones @ 4:00 @ Rockwell  This year’s Big Read title is The Latehomecomer by Kao Kalia Yang. o Kickoff will be Sept 23 o Visit www.bigreadwichita.org for the complete list of events  The Learning Circles are off to a great start with classes filling up. New subjects are starting in Sept and Oct - Music Technology Foundations, JavaScript Basics, Cooking Healthy Meals and Social Media: What No One Has Told You About Privacy  The 2nd Annual Local Author Day is being held at the Central Library on Saturday, 9/9 @ 1-3 p.m. Come meet local authors and see their books.  Next Friends of the Library book sale is slated for September 21-23 at the Central Library  For more information on these and all the other programs and events at WPL, please visit our website: www.wichitalibrary.org

Greenwich Wichita, KS 67207 ORDER OF BUSINESS Call to Order Approval of Agenda for August 14, 2017 Approval of Minutes for July 10, 2017 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items Tim Richards, Customer & Community Relations Consultant, Westar Energy: Project Grassroots 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file. Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. 5. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. 6. Wichita Public Library Report Helen Rigdon, Senior Librarian, will report on events at the Comotara and Rockwell branches. 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file all Staff Reports. New Business 8. ZON2017-00025: Dave Clements, Principal Planner, MAPD, will present the request for City zone change from General Office to Neighborhood Retail to allow personal improvement service and coffee shop; generally located at the southwest corner of E. Harry and S. Beech Street (9323 E. Harry). Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED. 10. ZON2017-00029: Dave Clements, Principal Planner, MAPD, will present the request for City zone change from IP Industrial Park to TF-3 Two-Family Residential on property generally located on the south side of 33rd Street South approximately 700 feet east of Rock Road. Recommended Action: Based upon the information available at the time the staff report was prepared, it is recommended the application be APPROVED. Board Agenda 11.
