The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20, 2255 S. Greenwich Rd,
Wichita KS, 67207. Nine board members, Councilman Meitzner and seven staff were present.

3. Community Police Report: Officer Dustin Meier, reported.
New Community Police Officer to Patrol East – 35 Beat
Larceny to auto on the rise city-wide
Increase in auto theft
Warrant sweep on Aug. 29 resulted in 30 arrests (9 felony arrests), two stolen autos recovered
including one that was stolen during an armed robbery
Community Policing Cookout on Sept. 16 at Edgemoor Park

6. Wichita Public Library Report: Laura Rainwater, Community Services Representative, on behalf
of Helen Rigdon, Senior Librarian, reported.
9/23 - Big Read Wichita starts with the Kick-off party being held at the Wichita Art Museum. The
dates for the Big Read this year is Oct 1 – Nov 15. The book is The Latehomecomer: A Hmong
Family Memoir by Kao Kalia Yang.
10/12 – Ms. Yang will also be here for an event at Newman University.
Check out www.bigreadwichita.org for many more events centered on this book. (I’ve read it and
give it two thumbs up!)
9/13 – Technology training – Android tablets and smartphones (Rockwell) @ 4:00 p.m.
9/16 – Take home craft at Comotara.
9/21 – The always popular Toddler Dance Party @ 11:00 (Rockwell)
9/21 – Family Movie Night @ 6:30 (Rockwell)
9/26 – Bookmarking Sensation class (Rockwell) – using simple materials, attendees will make
customized bookmarks.
Sept 20-23 – Friends of the Library’s Fall Used Book Sale held at the Central Library.
Be sure to always check out the Learning Circle classes. Upcoming classes are Cooking Healthy
Meals, Javascript Basics, and Social Media: What No One Has Told You About Privacy. They are
free!

I have tendered my resignation effective Sept. 29th. I have been selected to be the Library Director at
the Sioux City Public Library. I have appreciated getting to know everyone and it has been my
pleasure working for the City of Wichita. Thank you.

Kellogg & Webb/Greenwich update: Showed video produced by KTA
143rd – Kellogg to Central – Public Information meeting towards the end of September
127th – 13th to 21st – bids open September 29
Harry & 127th signalization – complete
Rail bed Trail – Bridge evaluations and environmental review complete with no major issues
Action Taken: Receive and file all Staff reports. APPROVED 8-0
New Business
8. ZON2017-00034 and CUP2017-00039: Dale Miller, Director, MAPD, presented the request by
Country Hollow Investments, LLC (Kevin Mullen) / MKEC (Brian Lindebak), for City zone change
from Single Family SF-5 to General Commercial GC and Multi Family MF-18 subject to CUP DP-338
Country Hollow North for residential and commercial uses on 35.88 acres, generally located at the
southeast corner of 127th Street East and East Kellogg.

No access to Gilbert Street from GO Parcel – separate access off of 127th
Masonry wall with landscape screening constructed along south property line of GO parcel
Not in flood zone
Maximum number of units on MF-18 parcel is 6.5 units per acre (approx. 20)

Ritchie has developed almost 9,000 land parcels in City of Wichita

64% of residents live on quiet cul-de-sacs in a quiet neighborhood

Loss of property value. When we purchased our homes we were told it was all single-family
Ritchie is in direct conflict because they control the HOA
100% protest from County Hollow property owners
Miller responded they have 14 days after MAPC hearing to file official protests

We’ve been beat up on the north of of our development and this will harm it more

The pool was supposed to be at the center of the neighborhood, with houses all around. It
won’t be safe being next to GC

We don’t want to lose our lake. It will be behind the wall and on the commercial side. It is
enjoyed every day by property owners

Entering the neighborhood and having to drive by an ugly wall everyday

Just because it isn’t going as planned for the developer, he shouldn’t be allowed to change it
in the middle of development and negatively impact the current property owners
DAB Member questions to Lindebak
Pond was originally part of SF-5?
Yes. The proposed wall along Gilbert provides more security. We thought it would
be more cohesive to leave the pond on the commercial side
Can pool and playground be moved?
No. Wall would go to the north of pool and playground. Pool is already built and
can’t be moved
Would you consider leaving the MF-18 parcel at SF-5 zoning
No. It wouldn’t be marketable

What is your vision for MF-18 parcel?
Assisted living or duplexes. Maximum of 20 units
Are there currently any business interests for either parcels
We don’t have anyone on the hook. Nothing will be done until after Kellogg is
complete in 2021

Understands about the pond. It belongs to the residents and will remain on the residential
side
Ritchie takes great pride in our developments
We have always been very responsive
The HOA is being turned over to the residents Jan. 1, 2018
City, KTA and Westar have all taken land for highway improvements
We want to continue to have a nice, quality neighborhood after Kellogg is complete
We change it now to allow future property owners that purchase adjacent lots to the parcels to
know the zoning
Dale Carter – Can you delay the MAPC hearing to allow the developer time to meet with property
owners to work out a compromise?
Mullen – Yes. I am willing to delay the MAPC and have an evening meeting with 3-4
representatives from the neighborhood
Action Taken: Tuttle motioned to defer decision to October 9 DAB meeting. Seconded by Jesri.
Motion PASSED 8-0.

Public Works Engineering will give an update on District II projects.

New Business
8. ZON2017-00034 and CUP2017-00039: Dale Miller, Director, MAPD, will present the request by Country
Hollow Investments, LLC (Kevin Mullen) / MKEC (Brian Lindebak), for City zone change from Single Family
SF-5 to General Commercial GC and Multi Family MF-18 subject to CUP DP-338 Country Hollow North for
residential and commercial uses on 35.88 acres, generally located at the southeast corner of 127th Street East and
East Kellogg.
Recommended Action: Based upon the information available at the time the staff report was prepared it is
recommended that the request be APPROVED subject to replatting, gaining access to South 127th Street East,
and the following conditions:
1. The site shall be developed in substantial conformance with the development guidelines and general
provisions of the approved CUP.
2. General Provision 11.D dealing with building signs shall be amended to prohibit any lighted building sign
from facing south.
3. Submission of four copies of the approved CUP within 60 days of final approval (if necessary) or the
amendment shall be deemed null and void
