Page |1 District II Advisory Board Minutes December 11, 2017 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Fire Station #20, 2255 S. Greenwich Rd, Wichita KS, 67207. Approved 6-0 Approval of Minutes from November 13, 2017: Approved 6-0 Public Agenda 1. Scheduled Items: None 2. Off-Agenda Items: None Staff Reports 3. Community Police Report: No report 4. Fire Department Report: Lt. Travis Stucky and Chief Tammy Snow reported.  $1.3 million in total loss city-wide from fires in November  Two major fires  21st & Woodlawn – Arson, $500,000 loss  E. Harry – Accidental, $300,000 loss  One fire in District II  Reminders: Don’t overload outlets, don’t piggyback extension cords, do keep live trees watered and do check your smoke detectors Page |2  Meitzner introduced newly appointed Chief Tammy Snow  Priority is to be involved and engaged with the neighborhoods we serve  Open door policy  Presenting a fireworks report to Council Dec. 19  Nextdoor survey indicated that 90% of respondents didn’t know they can tour a fire station. Come visit anytime! 5. Park and Recreation Department: Troy Houtman, Director, Park & Recreation reported.  Tons of winter classes being offered. New Activities Guide will be out next week  Illuminations at Botanica  Polar Express at Watson Park has been a huge hit and is sold out  Mayor’s Tree Lighting on Old Town  Night with Santa at century II  Harrison Park improvements  Forestry Department – tree trimming and planting of 5,000 trees in 2018  Howell praises Edgemour Park Superintendent, Alan Taber  Carter reports on his Pickleball experience 6. Wichita Public Library Report: Kristi McEachern, Customer Service Manager, Wichita public Library, reported.  Winter break programming Dec. 15 – Jan. 2: Crafts, puppets, winter carnivals  At Rockwell  Trimmings for teens  Winter Carnival  Family Movie Night  Move & Groove for toddlers  2018 Reading Challenge – Wichita Eagle reporter, Suzanne Tobias – more will be revealed on New Year’s Eve article in The eagle  Library Facebook page reached 10,000 fans  1,000 Books Before Kindergarten update  New senior librarian hired for Rockwell Branch, Savannah Ball 7. Public Works Report: Gary Janzen, City Engineer, reported.  Kellogg & Webb/Greenwich update  143rd – Kellogg to Central – Well under way – two way traffic for duration of project  127th – 13th to 21st – will bid Jan. 2018 and construction will begin in February. Open to northbound traffic only during construction  Outsourced Pavement Preservation Program (OP3)  2011 – 80 lane miles repaired  2017 – 800 lane mile repaired  Hyatt-funded projects – halfway through program. North of Central and east of Woodlawn to be done in 2018  Water treatment plant – upgrades to be completed by end of 2018  29th Street east of Greenwich to be paved  127th Street south of 29th Street to be paved  Greenwich from Pawnee to Harry to be widened to five lanes in 2018  Redbud Path – will present design at Council meeting on Dec. 12 Action Taken: Receive and file all Staff reports. APPROVED 6-0 Page |3 New Business 8. Styker Sports Complex Final Design Concept Gary Janzen, City Engineer, presented the final design concept for the improvements to the Stryker Sports complex. The project includes upgrading the existing natural grass fields to lighted, synthetic turf fields, adding amenities such as locker rooms to the existing championship field bleachers and construction of a separate indoor fieldhouse structure.  Background - December 6, 2016, the City Council approved an ordinance expanding the K-96 Greenwich Sales Tax and Revenue (STAR) Bond Project District to include Stryker Soccer Complex and the adjacent Northeast Sports complex to create a regional, multi-sport youth athletic complex  Requirements  Ten turf fields  Expand stadium seating  Indoor facility  Design will double capacity of stadium  Indoor facility to be built directly south of stadium field  Additional access point to complex will be added on the south side of complex  Troy Houtman  Want to compete with other markets for quality tournaments  Bring more visitors to Wichita  Lighting and turf fields is critical  South exit will only be used during big events  What’s Next?  City Council approval of design concept on January 9, 2018  Site grading and utility project begin construction January/February, 2018  Field construction and turf installation begin March/April, 2018  Indoor facility construction and stadium expansion begin construction April/May 2018  Fields open for play July/August, 2018  Indoor facility completed late 2018  DAB question: Will fields accommodate sports other than soccer Houtman answer: Yes. They are multi-sport fields  DAB question: What is the relationship with the Wichita Forum and will the new indoor facility compete with the Wichita Forum? Houtman answer: We are working on an operator’s agreement with Sports Forum for them to manage the complex. The new indoor facility will be used in a different capacity than the Wichita Forum’s facility Goseland motioned to APPROVE the Final Design Concept as presented. Howell seconded. MOTION PASSED 5-1. Page |4 9. CON2017-00038 Dave Yearout, Associate Planner, MAPD, presented the request by Daniel L. and Mary C. Whitney (Owners)/Russ Ewy, Baughman Company (Agent) for City Conditional Use to allow an accessory apartment in SF-5 Single Family Residential zoning district; generally located north of E. Central Avenue and west of N.159th Street East (15623 E. Majestic Street).  Russ Ewy, Baughman Company, agent for the applicant, in attendance  No citizens present to protest  Passed MAPC unanimously  For owner’s private use as a pool house  No concerns from DAB members Babich motioned to APPROVE the application with the following conditions: 1. The accessory apartment shall be completed and maintained in compliance with the provisions applicable to accessory apartments in the Unified Zoning Code, as found in Article III, Section III- D(6)(a), which states as follows: Accessory Apartments. Accessory Apartments shall be subject to the following standards. 1. Number of units. A maximum of one Accessory Apartment may be allowed on the same Lot as a Single-Family Dwelling Unit and may be within the Main Building, within an accessory Building or constructed as an accessory Building. 2. Appearance. The appearance of an Accessory Apartment shall be compatible with the main Dwelling Unit and with the character of the neighborhood. 3. Ownership. The Accessory Apartment shall remain accessory to and under the same ownership as the principal Single-Family Dwelling Unit, and the ownership shall not be divided or sold as a condominium. 4. Utility Service. The water and sewer service provided to the Accessory Structure shall not be provided as separate service from the main dwelling. Electric, gas, telephone and cable television utility service may be provided as separate utility services. 2. All permits and approvals shall be obtained, with copies placed on file with the Metropolitan Area Building and Codes Department. 3. If the Zoning Administrator finds there is a violation of any provision or condition of the Conditional Use, or any other provision of the Unified Zoning Code (UZC), the Zoning Administrator shall enforce all remedies of Section VIII of the UZC, and with the concurrence of the Planning Director, declare the Conditional Use null and void. Heldstab seconded. MOTION PASSED 6-0. Greenwich Wichita, KS 67207 ORDER OF BUSINESS Call to Order Approval of Agenda for December 11, 2017 Approval of Minutes for November 13, 2017 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items None 2. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file 5. Park and Recreation Department Park and Recreation Staff for parks in District II areas will report on specific concerns. Recommended Action: Receive and file 6. Wichita Public Library Report Kristi McEachern, Customer Service Manager, Wichita Public Library, will report on events at the Comotara and Rockwell branches. Recommended Action: Receive and file 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file. New Business 8.
