Nine board members, Councilman Meitzner and seven staff were present. Community Police Report: Officer David Inkelaar, 36 Beat Coordinator, reported statistics for District II from Jan. 1 through Feb. 11.  4 Robberies  20 Agg. Assaults  45 Burglaries (Two people in custody)  322 Larcenies  32 Auto thefts (three people in custody)  30 Forgeries  11 Weapons violations  Building partnerships with community is key to reducing crime 4. Fire Department Report: No report. 5. Park and Recreation Department: Alan Taber, Park & Recreation reported. Public Works Report: Gary Janzen, City Engineer, reported.  Kellogg & Webb/Greenwich update – Walls being installed, Zelta bridge construction in progress  143rd – Kellogg to Central – Stormsewer work in progress  127th – 13th to 21st – Bids opened. Construction to begin in march.. Open to northbound traffic only during construction  Stryker Complex mass grading begins next week  29th/127th – Bids opened last week  Redbud Path update  Pavement preservation continues Action Taken: Receive and file all Staff reports. APPROVED 8-0 New Business 8. CUP2017-00050 Dave Yearout, Principal Planner, MAPD, presented the request by Sam Coryell (applicant), K.E. Miller Engineering, P.A., Kirk Miller (Agent), for City Amendment to CUP (DP-62) to allow multi-family residences on parcels 11 and 12 and to increase maximum building height on property zoned MF-18, generally located west of Rock Road and south of 21st Street North (2023 North Broadmoor).  Passed MAPC with conditions including:  Must have full traffic study done on 21st/Broadmoor and Rock Rd/Rockhill  Must make improvements dictated by traffic study  Improvements must be made prior to permits being issued  DAB ?: Who pays for traffic study? Answer: Developer pays for study  DAB ?: Will improvements be made prior to permits being issued? Answer (Paul Gunzelman): Yes, if it is determined to be warranted. The traffic study will project future use after development  Patrick Cantwell, 2021 N. Answer (Gunzelman): the street is 41’ wide. Parked cars slows traffic down. If parked cars were eliminated, speeds would increase  Bill Landman, 7114 E. Answer: They can’t move forward with development until the study is done DAB ?: Who chooses the traffic study company? Answer: The applicant  Babich: Would support the applicant if apartment height is limited to two-story buildings Jesri motioned to APPROVE the proposed amendment to the CUP subject to the following conditions. A. Parcel 12a provisions shall include the statement: Parcel 12a may allow up to 80 apartments. Prior to the issuance of a building permit for Parcel 12a, the applicant shall complete a traffic study of the impact of the apartments on vehicular, bicycle, pedestrian, and transit transportation in the area and shall guarantee the improvements made necessary by the proposed apartments as approved by the City Traffic Engineer. B. The DP-62 drawing and the site plan drawing for Parcel 12a shall address and provide details regarding fencing requirements to protect the access easement in the northwest corner of Parcel 12a, both with respect to type and type of fencing to be installed. C. The site plan prepared and submitted by design group shall be finalized and appropriately detailed with dimensions and labeling to denote the development in greater detail. Said site plan shall be approved by the Director of Planning prior to the issuance of a building permit. D. New building concept, design, and height drawing shall be placed on file and approved by the Director of Planning prior to the issuance of a building permit. E. All other General Provisions of Community Unit Plan DP-62 shall remain in full force and effect. Four copies of the approved CUP shall be submitted to the Metropolitan Area Planning Department within 60 days after approval of this case by the MAPC or Governing Body, as applicable, or the request shall be considered denied and closed. We are specifically requesting the CUP drawing for DP-62 be redrawn to reflect the most recent approvals. The current version is difficult to decipher and consistent with past policies and practices, the latest amendment is to result in “clean” versions being presented. Page |4 Seconded by Goseland. Four mayors and five governors were invited  DAB appointments – terms expire March 31  Clark – Envision expansion - The BVI Workforce Innovation Center is an initiative we are launching with our sister agency LC Industries in Durham N.C. to train people who are blind or visually impaired, place them into professional, white-collar positions and provide accessibility inclusion expertise to businesses around the United States so they are equipped to hire this new workforce. Wichita Public Library Report Helen Rigdon, Senior Librarian, will report on events at the Comotara and Rockwell branches. Recommended Action: Receive and file 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file. New Business 8. CUP2017-00050 Dave Yearout, Principal Planner, MAPD, will present the request by FTF Holdings, Inc. c/o Chuck Grier/K.E. Miller Engineering, P.A., Kirk Miller, for City Amendment to CUP (DP-62) to allow multi-family residences on parcels 11 and 12 and to increase maximum building height on property zoned MF-18, generally located west of Rock Road and south of 21st Street North (2023 North Broadmoor). Recommended Action: This application completes the requirements for the approval of the improvements for Parcel 11 last summer by creating a second access to Broadmoor Avenue. It also adds another 80 dwelling units to the neighborhood. Based upon information available prior to the public hearings, planning staff recommends that the proposed CUP amendment be APPROVED, subject to the following conditions: A. Parcel 12a provisions shall include the statement: Parcel 12a may allow up to 80 apartments.
