Page |1 District II Advisory Board Minutes April 9, 2018 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Rockwell Branch Library, 5939 E. 9th St. Wichita, KS 67208. Eight board members, Councilman Meitzner and eight staff were present. ATTENDANCE Members Present Staff Present Dave Babich Officer AJ Villegas, WPD Junetta Everett Capt. Approved 8-0 Approval of Minutes from December 11, 2017: Approved 8-0 Public Agenda 1. Scheduled Items Don Sherman, Westar Energy: Streetlight updates in Wichita  Street light upgrade to LED  Started in downtown Wichita by arena for NCAA tournament  Will continue in NE Wichita and work clockwise around the City of Wichita  Six months to complete  Energy efficient and longer life  Sturgeon is the contractor  Street light repair/replacement of burnt out bulbs is on hold until all have been rel=placed with LED – unless public safety risk is high  4,000 kelvin – as bright as the moon – industry standard  5,000 kelvin in Old Town  800-383-1183 – Customer Service  Westarenergy.com\streetlights Page |2 Merger update with Kansas Power & Light  June 5 – should know if approved by KCC  Still shooting to merge by June 30  1.6 million customers after merger 2. Off-Agenda Items: None Staff Reports 3. Community Police Report: Community Police Officer AJ Villegas reported  Hot Spots  9700 & 9900 E. Chamberlain – burglaries – use your porch lights  Town East – larceny to autos – hide your stuff & lock your cars  City-wide trend – copper theft on the rise  Rock Road businesses being vandalized  Commercial robberies down due to surveillance video and pics being posted on social media  Agg. Assaults up a little due to warmer weather  Auto theft down but auto larceny is up  Safe Streets – opiod problems in City 4. Fire Department Report: Capt. Warren Koehn reported. 5. Park and Recreation Department: Alan Taber, Park & Recreation reported.  New Rec superintendent hired – Reggie Donaldson from Texas will begin in mid-May  Bunny Blast at OJ Watson – 2,000 participants  Riverside Tennis got hit by copper thieves  Summer of Discovery – ages 6-13  Activity Camps  Lunches provided by BOE  New flooring at Edgemoor – Installation nearly complete including a new cushioned gym floor 6. Wichita Public Library Report: Savannah Ball, Rockwell/Comotara Branch Library, reported.  May 17 – Summer Reading Program begins  Teen volunteer positions open – 8th through 12th grade  Explore & Play Sensory class at Rockwell  Tech training – Evernote, Cloud, Windows10 and Computers for Beginners  Central Library at least open through the end of April  Preparing to move into the Advanced Learning Center – Date to be determined  Spring Gardening Series – huge success – partnership with Sedgwick County Extension Service 7. Updates, Issues and Reports  Council Member Meitzner  Project Wichita  Passenger Rail update  March Madness success  Tuttle  Bike Share update – One year anniversary – 9,600 rides so far this year which is second highest in the nation  BC/BS will invest in another 100 new bikes  Let’s Move Outside – July 21 – Big celebration planned for the celebration of Wichita’s 148th Meeting adjourned at 7:20 p.m. Next Meeting: The next meeting for District Advisory Board II will be at 6:30 p.m. on Monday, May 14, 2018, at Rockwell Branch Library, 5939 E. 9th St. Wichita, KS 67208.

Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items Don Sherman, Westar Energy: Streetlight updates in Wichita 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file. Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. Recommended Action: Receive and file 5. Park and Recreation Department Park and Recreation Staff in District II areas will report on specific concerns. Recommended Action: Receive and file 6. Wichita Public Library Report Savannah Ball, Branch Manager, will report on events at the Comotara and Rockwell branches. Recommended Action: Receive and file 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file. New Business NONE Board Agenda 9.
