The District II Advisory Board meeting was held at 6:30 p.m. at Rockwell Branch Library, 5939 E. 9th
St. Wichita, KS 67208. Seven board members, Councilman Meitzner and eight staff were present.

Call to Order: The meeting was called to order by Becky Tuttle at 6:31 p.m.

Staff Reports
3. Community Police Report: Community Police Officer Sandy Mackey reported.
Larceny to autos – many cars being left unlocked with valuables in sight
Residential burglaries – record serial numbers on your electronics
Community crime mapping is now available - https://communitycrimemap.com/
New officers to graduate from Academy soon
Council approved funding to hire more officers
4. Fire Department Report: Lt. Casey Hauschild reported.
500 alarms in District II
Three fires in District II – nothing major
New fireworks ordinance passed City Council and takes effect this year
$250 fine
Increased enforcement funded by tent permit fee
22 patrol units staffed with one firefighter and one police officer

6. Wichita Public Library Report: Savannah Ball, Rockwell/Comotara Branch Library, reported.

Comotara Branch – Kroger is not renewing lease – no closing date yet
7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.
Kellogg/Greenwich – one through lane in each direction until December
Kellogg/Webb – Great progress with little problems – will be completed next year
143rd Street – East half is under construction. Estimated completion August 2018
127th Street – Construction has begun – one way northbound
Action Taken: Receive and file all Staff reports. APPROVED 8-0
New Business
8. Preliminary Budget Overview – 2019-2020: Elizabeth Goltry, Senior Budget Analyst, provided an
overview of the 2019-2020 Budget. Mark Manning, Budget Officer, was also in attendance to help
answer questions.
Revenue sources experiencing lower growth rate
Sales tax revenue down due to online shopping
Motor vehicle tax revenue down due to more efficient vehicles
Franchise fees down due to less landlines and less cable TV
“New normal” growth is 2-3% annually
Police and Fire continue to be top priority
Zero-based budgeting – each department has a list of untouchables
Decision Packages – presenting options to Council – no easy decisions
User Fee Study – Review cost recovery of City services
June 21 – Social media Town Hall
July 17 – Manager presents proposed budget to Council
August 14 – Council adopts budget
DAB Question – When was the last mill levy increase?
Answer – 24 years ago
Who decided the mill levy?
City council
Meitzner – There is proposed legislation for online sales tax to recover local sales tax revenue
DAB question – How much could that impact the budget?
Possibly $1.2-1.5 million

Animal Control fees
Switching to a 3-year license to coincide with rabies vaccines
Shelter – it costs more to board an animal at shelter than we currently collect – cost $25
per day we collect $10 per day
Gaming revenue possibilities
9. Updates, Issues and Reports

Chung report
Sobering message – we have momentum but not near enough
Easy to celebrate our successes but they don’t keep up with the rate of other cities
We don’t invest in ourselves
We are still in somewhat of a recession
Special tax to fund special projects – like new ball field
Railroad – Nothing new to report. BNSF working on providing costs of capital improvements
needed

Fire Department Staff for fire stations in District II will report on specific concerns.
5. Park and Recreation Department
Park and Recreation Staff in District II areas will report on specific concerns.
6. Wichita Public Library Report
Savannah Ball, Branch Manager, will report on events at the Comotara and Rockwell branches.
7. Public Works Engineering Report
Public Works Engineering will give an update on District II projects.
Recommended Action: Receive and file Staff Reports.
New Business

Recommended Action: Provide comments regarding the 2019-2020 Proposed Budget.
