Page |1 District II Advisory Board Minutes July 9, 2018 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Rockwell Branch Library, 5939 E. 9th St. Wichita, KS 67208. Seven board members, Councilman Meitzner and eight staff were present. Approved 10-0 Approval of Minutes from June 11, 2018: Approved 10-0 Public Agenda 1. Scheduled Items: None 2. Off-Agenda Items:  Denise Irwin: CityArts funding needs to be retained. It is a very small part of the overall budget and the effect it has on the entrepreneurial spirit of the arts community is huge. Staff Reports 3. Community Police Report: Community Police Officer Dustin Meier, 35 Beat Coordinator, reported.  Kellogg & Rock Road – Robbery at AT&T store. Suspect identified but not captured  Auto thefts – 17 in District II  Larceny to autos – 85 in District II. Do not leave valuables in cars and keep your cars locked  Homicide – 1200 S. Longfellow Page |2  Two shootings – 6600 E. Harry & 2000 S. Rock Rd.  New WPD Hotline – “See Something, Say Something” – 519-2282 – Citizens can call 24/7 4. Fire Department Report: No Report 5. Park and Recreation Department: Alan Taber, Park & Recreation, reported.  Busiest tim of year for Park & Rec  Summer of Discovery – Ages 6-13  Parks Foundation has provided $5,000 in scholarships  Many low income and foster kids in program  Recreation equals quality of life – We must continue to invest in quality of life  Park & rec is the cheapest game in town 6. Wichita Public Library Report: Savannah Ball, Rockwell/Comotara Branch Library, reported.  Advanced Learning Library – Grand opening June 16 – over 1,400 attended the Ceremonial Book Brigade  Comotarar Branch closes permanently July 13 due to loss of lease  Rockwell  Technology training – Windows 10 and Pinterest  July 12 – Bug Lady  July 27 – Aaron Fowler – musician  Summer Reading Program is in full swing 7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.  Kellogg/Greenwich  Lane closures for WB traffic so bridge girders at Zelta can be set  Traffic switch to new pavement in August  Kellogg/Webb – Bridge deck being poured  143rd Street – Nearing completion. Pursuing with KDOT about possible right turn lane for EB Kellogg traffic  127th Street – Northbound only traffic – working on box culverts and drainage improvements  Stryker Complex  Turf being installed  Building construction to begin soon  Greenwich, Pawnee to Harry – Construction to early 2019  Redbud Multi-use Path – Slated for 2019 Action Taken: Receive and file all Staff reports. APPROVED 10-0 New Business 8. CUP2018-00021 Dave Yearout, Principal Planner, MAPD, presented the request by Twenty-First Growth, LLC (Owner)/ Calamar, Inc., Jerry Hill (Contract Buyer)/Professional Engineering Consultants, Charles Brown and Rebecca Greif (Agents), for City Amendment to CUP DP-238 for changes in architectural and development for a senior housing development on property zoned LC Limited Commercial, generally located 890 feet north of the northeast corner of East 21st Street North and North 127th Street East.  Charlie Brown, PEC, agent for the applicant, in attendance  MAPC approved application with conditions  One driveway approach into apartments to line up with north church drive  Additional screening – plans submitted prior to permits Page |3  Signage limited to 300 square feet  More stone façade  Height limited to 35’  Pedestrian crossing  8.47% protest petitions (four total) filed from area of influence  132 one and two bedroom apartments  No zoning change needed  Amend the CUP for the following:  Removal of a masonry wall requirement along north and east propert lines  Removal of additional traffic lane on 127th  Reduction in the required off-street parking (senior housing requires less parking)  Allow access to Camden Chase  Increase the maximum gross floor area  Bill Martin, 2406 N. Peckham Ct.  Objects to the increase in gross floor area from 90,500 to 140,000  Encourage the Board to keep the original square footage limits  Larry Johnson, 2421 N. Peckham Ct.  If you increase the square footage for this parcel, where do you stop?  Could lead to increases on other parcels  Increase in traffic will be substantial to an area that has two private schools and a large church  Mike Kaufhold, 1418 N. Glen Wood  Concerned that it will not remain senior housing  Yearout  There is no law that can require it to remain a 55 & older community  It is currently zoned LC which allows apartments  Terri Moses, 2318 N. Lindsay  Increase in square footage is too much  There is no mandate on senior living  Increase in crime at apartment complexes  Don’t bring more crime to our neighborhood  Tim Buchanan, 1875 N. 159th  Developer  Calamar is not a “flipper” company – they hold onto their properties  In Kansas City rates start at $2500  Senior housing is a nice buffer between esidential and commercial  Property will accommodate a 90,000 sf footprint. They are dropping it down to a 40,000 sf footprint and move it further away from the residential  They will be adding addition screening  Lighting will be minimized Action taken: Motion made by Jesri to APPROVE application but ask staff to revisit the square footage allowance. No second was made. Action taken: Motion made by Howell to APPROVE application subject to the modifications being made to the General Provisions and restrictions to Parcel 1 as outlined in the attachment of Staff Recommendations, which have been modified to address the requested changes to the requirements concerning the removal of the masonry wall requirement along the north and east property lines; removal of the requirement to provide the additional traffic lane on 127th Street; make a reduction in the required off-street parking requirements; modify the architectural controls for this Parcel only; allow access to Page |4 Camden Chase; increase the maximum gross floor area; and increase the maximum building height. These are subject to the requirement the project develop as a senior housing project as proposed. If that does not occur, the original requirements will apply. Seconded by McDonald. Motion PASSED 10-0. 9. Updates, Issues and Reports Meitzner  Introduced Sam Lindeman who will be appointed to DAB II at tomorrow’s Council Meeting  At Council Meeting tomorrow, we will be looking at financing opportunities and Consulting Services for Northwest Water Treatment Facility. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items None 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file. Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. 5. Park and Recreation Department Park and Recreation Staff in District II areas will report on specific concerns. 6. Wichita Public Library Report Savannah Ball, Branch Manager, will report on events at the Comotara and Rockwell branches. 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file Staff Reports. New Business 8. Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the proposed CUP amendment be APPROVED, subject to the modifications being made to the General Provisions and restrictions to Parcel 1 as outlined in the attachment of Staff Recommendations, which have been modified to address the requested changes to the requirements concerning the removal of the masonry wall requirement along the north and east property lines; removal of the requirement to provide the additional traffic lane on 127th Street; make a reduction in the required off-street parking requirements; modify the architectural controls for this Parcel only; allow access to Camden Chase; increase the maximum gross floor area; and increase the maximum building height.
