Page |1 District II Advisory Board Minutes August 13, 2018 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Rockwell Branch Library, 5939 E. 9th St. Wichita, KS 67208. Seven board members, Councilman Meitzner and eight staff were present. Approved 11-0 Approval of Minutes from June 11, 2018: Approved 11-0 Public Agenda 1. Scheduled Items: Harold Schlechtweg, Advocacy Coordinator, International Rescue Committee - Wichita: We are a refugee resettlement agency and since our opening in 2012 we have resettled more than 1,600 refugees in the Wichita metro area. As a resettlement agency we provide vocationally-oriented ESL classes, cultural orientation, help refugees find housing and jobs, and navigate the various government agencies they must deal with.  District 2 has the largest number of refugees  635 actively receiving services, 186 in District 2  All refugees are fully vetted before they come to the US  Considered permanent residents  Can become citizens after five years  Employment services end after five years  In most cases, they are successfully sufficient within 60-90 days  Refugees pay for their own flights Page |2  Organization relies heavily on volunteers  Employment services focus on construction, hospitality and manufacturing industries 2. Off-Agenda Items:  Dr. Barbara Coats, Bike Walk Wichita: Walkability Audits  How safe is it to walk in Wichita?  What prevents people from walking?  Need community input in the Walkability Audit – can be done through paper audit or through electronic audit Recommended Action: Motion made to receive and file. Motion PASSED 11-0. Staff Reports 3. Community Police Report: Community Police Officer David Inkelaar, 36 Beat Coordinator, reported.  31 burglaries  371 larcenies  3 rapes – known suspects  7 robberies  23 forgeries  99 fraud  31 narcotics  21 DUI  1 arson  76 vandalism  163 traffic accidents  6 car thieves caught  Say YES program – some apartment complexes paid for juvenile residents. Resulted in a noticeable decrease in juvenile crime  Neighborhood Night Out is tomorrow 4. Fire Department Report: Battalion Chief Andy Cole, reported.  11 Fire alarms  46 service alarms  404 medical alarms  461 total incidents  5 major fires in District 2 – total loss around $500,000 5. Park and Recreation Department: Edgemoor Rec Center class scheduled provided to DAB members and guests. 6. Wichita Public Library Report: Savannah Ball, Rockwell Branch Library, reported.  Online registration for Business Google class  Stories & More has added evening and weekend class  Beautiful Bubbles event in outdoor courtyard  Bullet journaling class  Rockwell Branch has been busier with the closing of the Comotara Branch 7. Public Works Report: Paul Gunzelman, Assistant City Engineer, reported.  127th Street – Drainage structures installed  143rd Street  Final lift of asphalt has been laid Page |3  KDOT looking at extending EB turn lanes  Greenwich (Harry to Pawnee) – will bid later this year with construction to begin early next year. Will be five lanes and signal at Harry St.  Kellogg construction  Webb Rd. – partially poured deck and walls  Greenwich Rd. – traffic switched to new pavement. Adjustments being made to signal queue. Walls under construction at Zelta Action Taken: Receive and file all Staff reports. APPROVED 11-0 New Business 8. ZON2018-00022 Dave Yearout, Principal Planner, presented the request by John and Helen Grant (Owners); Southeast Developers, LLC – Gene Vitarelli (Agent); Garver USA – Will Clevenger (Agent), for City Zone Change from SF-20 Single-Family Residential to TF-3 Two-Family residential on 14.18 acres of a 77 acre parcel proposed to annexed and platted; generally located one-half mile west of Greenwich Road on the north side of Pawnee Road.  In the process it will be annexed into the City of Wichita  Rezoning to allow for duplexes  Agent for the applicant, Will Clevenger, is present to answer questions  DAB Question – What is the status of the FEMA flood zone  Yearout: It must be mitigated through the drainage system and all pads must be raised above flood levels  Clevenger: It is in Zone X of the FEMA Flood Plain Maps – it is outside of the 500-year plan  DAB Question – Were there signs posted on site  Yearout: Yes. We took pictures to prove it  DAB Question: How many protests have been filed?  Yearout: None yet. But we are still in the protest period. Most citizens didn’t want connectivity to Kinkaid. There were also some drainage concerns  Vickie & Lance Hayden, 2314 S. Cranbrook  Want the tree line that runs north-south along Cranbrook to remain untouched  Does not want connectivity at Kinkaid due to cut-through traffic  More transient renters. They aren’t vested in the community  Could run down property values  13 people have signed petitions  Frank Shaffer, 2233 S. Cranbrook  Too many lots with only one access point to Pawnee  Cranbrook has a lot less lots with two access points Action Taken: Motion made by Howell to APPROVE the request as submitted. Seconded by Lavender. Motion PASSED 11-0. Page |4 9. ZON2018-00025 Dave Yearout, Principal Planner, presented the request by Journey Owner)/ CMC New Homes (Contract Buyer)/K.E. Miller Engineering, P.A., Kirk Miller (Agent), for City Zone Change from SF-5 Single Family Residential and TF-3 Two Family Residential to MF-18 Multiple Family Residential on multiple contiguous parcels generally located on the south side of East Harry Street and east of South Webb Road (9999 East Harry Street).  Four-plexes and duplexes  Restricted to two stories along eastside of development  No direct cost to the City for improvements  Passed MAPC 10-1  Agent for the applicant, Kirk Miller, is present to answer any questions  Rich Wood, 1724 S. Stoney Brook  Don’t want two-bedroom houses looking into his backyard  Last five houses all drain to that field  There was supposed to be a lake for drainage  Where will all of the water go  Notice of public meeting sent out wrong address  Yearout: New notices with correct DAB meeting info were mailed  Ruth Ryan, 1723 S. Red Oaks  We were not given any voice  When we bought our home we were told it would be SF5  DAB Question: Has it been platted earlier with a retention pond?  Yearout: No, it has never been platted. It is a requirement of platting that they receive stormwater approval  Kirk Miller  All property drains to the SE where there will be a retention pond  60 total units  They will be a maximum of two stories  DAB Question: Why not keep it SF5?  Yearout: Cost to install infrastructure on small parcel would be too high  DAB Question: Why not move the street to the edge of the property?  Yearout: Street has already been dedicated Action Taken: Motion made by Howell to APPROVE request as presented Seconded by Everett. Motion FAILED 5-6. No further motions were made. 10. ZON2018-00028 Dave Yearout, Principal Planner, presented the request by Bahman Raisdana (Owner) / Kaw Valley Engineering – Levi Bond (Agent), for City Zone Change from SF-5 Single Family Residential to GO General Office, generally located on the south side of East Central Avenue and approximately 1,100 feet west of North 127th Street East (12421 East Central Avenue).  GO zoning does not allow retail  Probably will demolish existing house and build office  No protests received  Agent for the applicant, Levi Bond, is present to answer any questions Action Taken: Motion made by Jesri to APPROVE the request as presented. Each presentation is limited to five minutes unless extended by the Board. 1. Wichita Public Library Report Savannah Ball, Branch Manager, will report on events at the Comotara and Rockwell branches. 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file Staff Reports. New Business 8.
