Page |1 District II Advisory Board Minutes September 10, 2018 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at Rockwell Branch Library, 5939 E. 9th St. Wichita, KS 67208. Seven board members, Councilman Meitzner and eight staff were present. Approved 8-0 Approval of Minutes from August 13, 2018: Approved 8-0 Public Agenda 1. Scheduled Items: None 2. Off-Agenda Items: None Staff Reports 3. Community Police Report: Community Police Officer Ron Sanders, 39 Beat Coordinator, reported.  Hot spots  Commercial burglaries – South of Kellogg and West of Webb. Making entry through rear of businesses  Larceny to autos – Keep vehicles locked and remove valuables  Open Streets ICT – Sept. 23  SWAT and Mounted Patrol will be making appearance at Aviate this weekend 4. Fire Department Report: Battalion Chief Andy Cole, reported.  18 Fire alarms  36 service alarms  407 medical alarms  461 total incidents  One major fires in District 2 – total loss around $45,000 Page |2 5. Park and Recreation Department: Alan Taber, Edgemoor Park Rec Center Manager, reported.  Open Streets ICT – Sept. 23 – multiple activities up and down Douglas  Fall rec classes begin next week  Wicked Island at Watson Park  Night with Santa 6. Wichita Public Library Report: Savannah Ball, Rockwell Branch Library, reported.  Big Read – Station Eleven by Emily St John Mandel  Shakespeare in the Modern World – Oct. 7 at Wichita Community Theater  Author Address – Nov. 15 at Friends University  Rockwell Activities  Outdoor courtyard programs – Bubbles and sidewalk chalk activities  Oct. 23 – Day of the Dead for teens  Sept. 18 – Bullet Journaling for adults  Technology Training – Downloading e-books 7. Public Works Report: Shawn Mellies, Special Projects Engineer, reported.  Kellogg and Webb Rd. – Traffic switch in late September  Kellogg and Greenwich  EB Kellogg over KTA complete  West half of Greenwich complete  143rd, Kellogg to Central, is complete  127th – NB only. Completion by end of 2018  Stryker Complex  Turf installation close to complete  Lighting being installed  Paving and sidewalk installation in progress  Steel set for building  OP3 program – numerous locations  Four Mile Creek expansion – Completion early 2019  Greenwich Rd., Harry to Pawnee  Construction to begin in next 60-90 days  Completion estimated at Fall 2019  Federal and County funding in addition to City of Wichita  Pawnee and 127th St. round-about to be designed  Redbud Multi-use Trail – ROW acquisitions beginning. Project start summer 2019  Action Taken: Receive and file all Staff reports. APPROVED 8-0 New Business 8. Improvements to Pawnee from Webb to Greenwich Shawn Mellies, Chief Design Engineer, presented proposed improvements to Pawnee Avenue between Webb Road and Greenwich Road.  Project will tie in to Greenwich Road improvements which will begin in next 60-90 days  Three-lane design concept  In the 2018-2027 CIP  Total project $5 million funded with GO bonds  Federal funding is anticipated through the TIP. Application has been submitted  Design cost of $93,000 Page |3  Construction in 2022 Action Taken: Lane motioned to APPROVE design concept presented by staff. Seconded by Lindeman. Motion PASSED 8-0. 9. ZON2018-00035 Kyle Kobe, Associate Planner, MAPD, presented the request by Amy Liebau, Ranch 21, for City Zone Change from SF-5 Single Family Residential to LC Limited Commercial with a Protective Overlay, located on the southwest corner of East 21st Street North and North 159th Street East.  Joey Deneke, MKEC, Agent for the applicant was present  Heard by MAPC on Sept. 6 and passed unanimously  Restricts access to 21st to two openings  No protests Action Taken: Babich motioned to APPROVE application subject to the provisions of PO #330 and the following condition: 1. The applicant shall record a PO certificate with the Register of Deeds indicating that this tract (referenced as PO #330 The Ranch Protective Overlay) has special conditions for development on the property. A copy of the recorded certificate shall be submitted to the Metropolitan Area Planning Department within 60 days of approval of the request or it shall be considered denied and closed Seconded by Goseland. Motion PASSED 8-0 Board Agenda 10. Updates Issues and Reports CM Meitzner:  Baseball updates  Target Spring of 2020 Lindeman: Aging neighborhoods  Run down properties bringing down value of other properties in neighborhoods  MABCD needs help with enforcement  Brochure needed – educating public on violations  Empower neighbors to get it fixed Max Weddle: Brochures do exist and codes need updated Meeting adjourned at 8:12 p.m. Next Meeting: The next meeting for District Advisory Board II will be at 6:30 p.m. on Monday, October 8, 2018, at Rockwell Branch Library, 5939 E. 9th St. Wichita, KS 67208.

DISTRICT II ADVISORY BOARD AGENDA September 10, 2018 Rockwell Branch Library 6:30 p.m. 5939 E. 9th Street Wichita, KS 67208 ORDER OF BUSINESS Call to Order Approval of Agenda for September 10, 2018 Approval of Minutes for August 13, 2018 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items NONE 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file. Staff Reports 3. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. 5. Park and Recreation Department Park and Recreation Staff in District II areas will report on specific concerns. 6. Wichita Public Library Report Savannah Ball, Branch Manager, will report on events at the Comotara and Rockwell branches. 7. Public Works Engineering Report Public Works Engineering will give an update on District II projects. Recommended Action: Receive and file Staff Reports. New Business 8. Improvements to Pawnee from Webb to Greenwich Shawn Mellies, Chief Design Engineer, will present proposed improvements to Pawnee Avenue between Webb Road and Greenwich Road. Recommended Action: It is recommended that the District Advisory Board recommend approval of the design concept presented by staff. 9. ZON2018-00035 Kyle Kobe, Associate Planner, MAPD, will present the request for City Zone Change from SF-5 Single Family Residential to LC Limited Commercial with a Protective Overlay, located on the southwest corner of East 21st Street North and North 159th Street East. Recommended Action: Based on the information available prior to the public hearing, MAPD staff recommends the application be APPROVED, subject to the attached provisions of PO #330 and the following condition: 1.
