Page |1 District II Advisory Board Minutes July 8, 2019 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at the Rockwell Branch Library, 5939 E 9th St N, Wichita, KS 67208. ATTENDANCE Members Present Staff Present David Babich Captain Tim Voss, Wichita Fire Department Nick Howell Officer Snyder, Wichita Police Department Sam Lindeman Savannah Ball, Wichita Public Library Mike Heldstab Cory Buchta, Community Services Representative Nazir Jesri Dee Nighswonger Guests Keith Lane Dennis Dye Junetta Everett Council Member Becky Tuttle Members Absent Alicia Sanchez Tracee Adams Joe Goetz ORDER OF BUSINESS Call to Order: The meeting was called to order by Becky Tuttle Approval of July 10, 2019 Agenda: Motion PASSED 7-0-0 Approval of Minutes from June 13, 2019: Motion PASSED 6-0-1 PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 1. Scheduled Items None 2. Off-agenda Items None Recommended Action: Receive and file BOARD AGENDA 3. Updates, Issues and Reports Fast facts of the results. About 1500 people took the simulator. Majority of folks were willing to have property tax increased if it meant an increase in services. Top increase was police. Followed by Streets and Transportation, Fire Service, and Support Services.1-40 listed on the report. You can check it out. Did anyone here do it? 1 Page |2 DAB: Yeah I did What did you think? DAB: My husband and I both did it. I thought it was easy and neat. STAFF REPORTS 4. Fire Department Report Captain Tim Voss reported:  Month of June 739 alarms, 6342 medical, 72 service alarms, 25 fire alarms. o Of 25 – 18 were fires, 13 house fires, 1 apartment fire, commercial building fire, 1 semi on fire o 10 accidental fire o 2 still under investigation o About 1million in damages from all of them. Q (DAB): Did anyone see the Horton Fire? A (DAB): I could smell it. A: Not sure. Q (DAB): Do you know the cause? A: Still under investigation Was another fire 45th and Rock. Storage facility. I don’t know how that one started. I also put some pamphlets out here about close before you doze. Q (DAB): How do you feel 4th of July went? A: The 3rd was pretty slow. I know they wrote quite a few tickets but I don’t know the totals. C (CM Tuttle): They said there were 6 hotspots. We should have a full report next month. 5. Community Police Report Officer Snyder for 46  Auto theft at Casey’s general store. Left keys inside and car running.  Burglary in last month. Suspect and victim knew each other. In apartment.  Parking issue. Ongoing litigation with Walmart. Not letting semi-trucks park in parking lot anymore. Having issues now.  City ordinance doesn’t allow parking in residential. They aren’t parking in residential and they aren’t staying long enough to tow.  Increase in larceny to auto. Most cars have been unlocked. In Willowbend. In North YMCA near pool area. People left valuables out in plain view. If you’re going places like that, lock and hide your stuff up.  Apartment complexes have been having break-ins in cars but they haven’t been reporting.  One at heart hospital. Took credit cards. Caught for other crimes.  Shoplifts along Rock Road. Most businesses getting hit shoe carnival, Kohl’s, Walmart, Home Depot. Reports made over phone.  Backyard specialists by Sam’s. Kids jumping fence and breaking things. Q (DAB): Willowbend is that cars or homes? A: Cars Q (DAB): Outcome for parking on Penstemon? Traffic engineers say that’s not residential. There is an apartment complex, but only residential area. We might have to talk to city about changing city ordinance to include no semi parking in certain areas. Semis parking in other places as well. Semis blocking view. Someone is going to get killed. Q (DAB): Playground you are mentioning is on north side of Sams? 2 Page |3 A: South side. It’s a business. They sell playground equipment. Kids breaking in and then breaking the equipment. . Q (Public): I live on Farmview. I never see a patrol car go by except when school is in session. A: I can’t speak for other beat officers. I’ve been down that area. Are you having issues in that area? C (Public): Not a high crime area, but people are speeding off of Woodlawn. No one has gotten hit but they are speeding. A: I can see about getting officers to run radar or lidar down there. Officer Meier: No shootings in the last month. 3 robberies all residential. 8 auto thefts. Larceny to auto almost 70 in district – 9 are firearms being taken. We have some special patrol plans to deal with that. Some are unlocked some are locked. The guns left in cars is the big thing. CM Tuttle: Officer Meier participated in shave a cop this year and I got to shave his head. What I heard the next day is your little guy wanted his head shaved. A: He did and we shaved his head. Q (DAB): Is there something to make the gun owner responsible for their guns to get stolen? A: There’s nothing on that. And we do know gang members are getting these guns. C (DAB): That’s just scary. 6. Park & Recreation Department Report  NONE 7. Wichita Public Library Report Savannah Ball, Branch Manager, reported:  Registration for Teen Hackathon will end on Friday – ages 14-18. Teens work in groups to use technology to solve health problems in community.  Teddy bear clinic with Wesley children’s hospital sending staff here on Wed July 12th for a checkup and surgery. For ages 3-8.  Mini book club Friday July 16 for Teens. Create a mini book craft, make mini book review, discuss favorite book.  Alford branch sat July 16 2:30 – 4:30 modern pop art experience. Known for making detailed and colorful collages. Leading afternoon art session for families/kids age 9-17.  Senior Wednesday presents songs to the moon. July 10th. Anniversary of July 20th moon landing. Will be NASA trivia. C (DAB): 58 guns stolen last year at this time. 78 this year just in cars. Still a big number. You have a card here for AccessWichita. Most cities spend millions of dollars outsourcing this service but we have expertise in house to handle this internally. It will help community members get answers quicker and easier. You can still talk to a person if you want. You can download it on your phone. I’m low tech and I downloaded it and it was easy. Pretty soon you can take pictures of a pothole and they will go take care of it. Wichita’s birthday is July 21st. Tomorrow we will vote on the Wichita East Bank Master plan. We will be talking about how do we most effectively and efficiently use that valuable land for our community. We were given a presentation last week from that group and there are a lot of exciting opportunities Q (DAB): Will this replace the current app? A: Yes, eventually. A: Community about our size spent $3.7 million dollars for this technology, and we did it with City Staff. 3 Page |4 Action Taken: Motion made by Junetta Everett to receive and file all Staff Reports. Seconded by Dee Nighswonger. Motion PASSED 7-0-0. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. STAFF REPORTS 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. 5. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. 6. Park & Recreation Department Report Park and Recreation Staff will provide updates for parks in District II and report on other activities taking place across the city. 7. Wichita Public Library Report Savannah Ball, Rockwell Branch Manager, will report on events and programs at the Rockwell Branch Library.
