Updates, Issues and Reports October DAB meeting will be first Monday, October 7th. November will be Tuesday, November 12th. 1 Page |2 STAFF REPORTS 4. Fire Department Report Captain Rick Bahr reported:  In D2 no fires in August. 18 fire alarms since first 69 service calls 446 medical calls. Beginning of year until July  Majority of Wichita fires, unattended cooking, discarded cigarettes, or electrical.  Nothing much going on with WFD. 5. Community Police Report Lt. Ronald Hunt reported:  29 res burglaries, 15 auto thefts, 1 robbery, 63 larceny from auto, 18 aggravated assaults/batteries.  Uptick of people breaking into or getting into unlocked vehicles. Please remove belongings.  Over weekend, someone left car unlocked, suspects used garage door opener to get into house and remove items.  151 vehicle accidents.  East side looking good.  Reminder: Open Streets ICT September, 22 Q (DAB): Fire from cigarettes. Do we write tickets for that? A: We could write a ticket for littering, but we try to do more education on that. C (DAB): Didn’t know if it’s something more than littering. C (DAB): Corner of Rock and Douglas. Left turn arrow and three cars continued to go through light. I’m seeing more and more of that. A: Amazing what people attempt to get away with if they don’t see a police car. Our traffic section has done a lot of special assignments when we have complaints and problems. I can refer them. Q (DAB): Did you have a group that came in that aren’t officers? A: The most we can do with them is have them sit at an intersection. They aren’t allowed to stop vehicles. C (CM Tuttle): We spoke with Chief Ramsay, there are a lot of special assignments that have happened and extra attention to the issue on Rock Road. Q (DAB): Do you have motorcycle unit in East division? A: Work out of downtown, but they go all over the city. Two or three weeks ago they did an assignment on K96 near Rock Road and issued a bunch of citations in a short amount of time. Spoke about Blue lights coming to Rock Road. C (DAB): Other big issue on Rock Road, especially on weekend, motorcycles going 70 – 80 mph, and doing wheelies. Someone is going to get killed. A: I agree, I saw someone pop a wheelie for 6 blocks. I got him stopped without a chase. It worked out and I issued a citation. 6. Park & Recreation Department Report  Reminder, Open Streets ICT Sept 22. 7. Wichita Public Library Report Savannah Ball, Branch Manager, reported: 2 Page |3  Next week is senior Wednesday at ALL, sept 11 1:30 to 2:30. KC 46 Tankers that arrived this year at M AFB  Small business panel with grow with google Thursday sept 12 at ALL 6-8 pm. 3 small business owners will serve as panelists.  Sensory exploration helps build neuro connections in brain. Explore and play sensory experience Friday the 14th.  Thursday Sept 26 budget tips.  Big read kickoff. This year’s book is Lab Girl. Q (DAB): Library board discussed background check on all Library presenters. Update on that? A: I know they talked about it, but I don’t believe they came to a final decision. 8. Public Works and Utilities Report Steve Degenhardt, Public Works and Utilities, reported:  Improvements on East Kellogg. o All turns restored at Webb Road by Thanksgiving. Still some work on Webb median. o Traffic on mainline freeway from Webb to K96 by end of 2019. Still reduced speed as they work on shoulders and landscaping.  Stryker – another phase bringing to council Sept 17 for approval to add 200 parking stalls. Held football game and parking was at capacity. C (CM Tuttle): We toured that facility and saw firsthand the need for more parking, so I was able to get that in the CIP.  Greenwich from Pawnee to Harry, opened to one lane before school started. Expecting two-way traffic to resume last part of 2019. Rain slowed the work down. Look to finish up in Spring.  Pavement Preservation – repairs begin this fall, asphalt overlay in 2020. o 13th from rock road to K96 o Webb 13th to 21st o Central from Webb east to beech o Greenwich to 127th  Crack seal in residential areas will begin in October/November  Preservative seal work completed this summer  Projects under design – roundabout concept 127th street. Staff met with SE high school. They expressed their support and agreed to provide education to students and parents.  Redbud Trail – looking to start construction in early 2020.  Sewer extension near central and Webb road will start construction in November. Action Taken: Motion made by Junetta Everett to receive and file all Staff Reports. Seconded by Dee Nighswonger. Motion PASSED 8-0-0. NEW BUSINESS 9. CUP19-00028 Kathy Morgan, Metropolitan Area Planning Department, presented an application on behalf of TMC Eastgate, LLC (Owner)/Klover Architects - Henry Klover (Agent). Eastgate is bringing in new business and renovating so they need to do an adjustment to CUP to make the monument signs larger. Why we are doing an amendment to CUP. Case was heard at planning commission meeting on Sept. 5th. They took the recommendation of staff to allow increase in signage. Also added a condition that added signage could only be internally lit and no LED signs added to the CUP. Approved application by 10-0 vote with that condition. Will go about installing signs by starting Kellogg and Rock then farther west, then sign south of Kellogg on Rock Road. 3 Page |4 Q (DAB): Why wasn’t this an issue with board zoning appeals? A: The CUP addresses this type of thing where project is six acres or more. Only thing you can do with CUP is adjust it. Almost doubling sign, in CUP language, says if you do certain things it’s either an amendment or an adjustment and not something else. Q (DAB): Do they think extra signage will bring more business? A: I can’t speak for them, but yes. C (DAB): 60 foot high sign seems awfully high for me. I don’t like that. A: Its size and height. Set back from Kellogg. Frontage road. Multi-tenant sign. Now there are spaces for five tenants and they want to have room for ten tenants on that sign, so that’s why the height increase. C (DAB): I would rather see more signs that are smaller. Q (DAB): Will tenants see any additional rent due to larger signs? A: That will be up to the owner of the properties. Owner of Eastgate is the active applicant on this. What they build into agreement is up to them. C (DAB): Sounds like changing character because more smaller tenants instead of bigger ones. C (DAB): With Kellogg expansion, the signs are farther away than when they started. C (DAB): Looks like there’s a precedence for that. Action Taken: Motion to APPROVE the application with conditions as presented made by Nick Howell. Seconded by Mike Heldstab. Off-agenda Items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file BOARD AGENDA 3. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District.  The November DAB meeting will take place on Tuesday, November 12 at 6:30 p.m. at Rockwell Branch Library STAFF REPORTS 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. 5. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. 6. Park & Recreation Department Report Park and Recreation Staff will provide updates for parks in District II and report on other activities taking place across the city. 7. Wichita Public Library Report Savannah Ball, Rockwell Branch Manager, will report on events and programs at the Rockwell Branch Library. 8. Public Works and Utilities Public Works and Utilities Staff will provide updates for projects in District II. Agenda 2 Recommended Action: Receive and file Staff Reports NEW BUSINESS 9. CUP2019-00028 Kathy Morgan, Metropolitan Area Planning Department, will present an application on behalf of TMC Eastgate, LLC (Owner)/ Klover Architects – Henry Klover (Agent). The applicant is requesting amendment #4 to the Eastgate Shopping Center Community Unit Plan (CUP) DP-22. This amendment requests to modify the monument signs along the Kellogg Drive frontage (north property line) and on the Rock Road frontage (west property line). The Eastgate Shopping Center is located on the east side of South Rock Road and south of East Kellogg Drive. The current version of Eastgate Shopping Center dates back to the 1980s when the current version of the CUP was approved. Previous adjustments have been approved addressing other sign issues. The information provided with the applicant includes proposed new language for the CUP addressing the new signage, as follows: Monument Signage: Kellogg Drive is permitted two (2) monument signs located herein, and permitted a maximum of 60’ high and 15’ wide with 500 sf of signage area per face for up to 10 tenants. No tenant shall be permitted more than one sign (two sided) per street frontage. Rock Road shall be permitted one sign as located and 16’ high with 70 sf of available signage area per face. Recommended Action: Based upon the information available at the time the staff report was prepared it is recommended that the request be APPROVED, subject to the following conditions” 1. The site shall be developed in substantial conformance with the development guidelines and general provisions of the approved CUP and in compliance with all provisions of Unified Zoning Code. 2. The applicant shall submit four copies of the approved CUP within 60 days of final approval to the Metropolitan Area Planning Department or the amendment shall be deemed null and void.
