Page |1 District II Advisory Board Minutes November 12, 2019 www.wichita.gov The District II Advisory Board meeting was held at 6:30 p.m. at the Rockwell Branch Library, 5939 E 9th St N, Wichita, KS 67208. ATTENDANCE Members Present Staff Present David Babich Capt. There is a five minute time limit for each speaker. 1. Scheduled Items None 2. Off-agenda Items Tom Flemming 3929 N Rushwood Teal Cove addition – impacted by PUD north of 37th. On agenda for next month. Did receive letters. Someone said it may come up tonight. Thank you for your service to the district. Go visit the area before next month. Unofficial wildlife preserve, a wetlands. Feel it’s an extension of Chisolm Creek Park. Concerned about development and zoning. Give it attention before it comes up. You are invited out to see the area. It’s a nice quiet area. I hope you’ll listen with an open mind to the concerns that many of the neighbors have for that area. Zoned single family now Q (DAB): Can you tell me exactly where? A: Almost exactly halfway between Rock Road and Woodlawn. Q (DAB): This is the second time we’ve had an event that gets switched around. I was wondering do you feel confident neighbors have been properly notified? A: I hate to speak for others, we have received 3 notifications in the mail. The first letter was not received very far in advance of the original meeting date. There was a sign up on 37th. 1 Page |2 C (CM Tuttle): We have been following this. Everything has been happening as it should. I think neighbors might be confused because only people within 200ft get a letter. C (DAB): They were confused on the date. A: That was a neighborhood issue. It wasn’t anything from the City. Q (DAB): How much time did you have when you got the letter? A: I don’t have any problem with the time. Recommended Action: Receive and file BOARD AGENDA 3. Updates, Issues and Reports District breakfast Nov 16, Roger McClellan will talk about East Kellogg project. STAFF REPORTS 4. Fire Department Report Captain Ast reported:  1 major fire on East Douglass 4100 block. Detached garage fire. Cigarettes discarded from adjacent apartment building. We want everyone to be careful with cigarettes  Draining hydrants that don’t drain all the way, getting water out of hydrants so they don’t freeze and break. C (CM Tuttle): And don’t plug space heaters into surge protectors. Be careful with holiday decorations. Change batteries in carbon monoxide detectors. 5. Community Police Report Officer Snyder reported:  Increase in larceny to autos. Investigating Willowbend now.  Institute a cooperative agreement with Ring camera system. Link that goes directly to us. We can view that video. Not sure how it gets sent to us, but every time there’s a crime.  Upping enforcement in larceny at major retailers. Trying to get more crime stopper tips. We are able to stop some theft rings now. 2 or 3 in the process of being shut down right now. Worked with other agencies.  Larceny awareness project. Public information service. Had officer dress as suspicious character pretended to look in cars. If citizen called it in they got a prize from Home Depot.  Also been dealing with parking issue on Penstemon. I think we are getting that resolved. Traffic engineering working to resolve it. Should help businesses being affected. C (DAB): Last month reported 30 guns being taken from cars in our district. A: Providing people with proper info, informing them not to leave guns in cars. Significant reason why they are being stolen. Q (DAB): How many of those get recovered? A: Not sure, would have to look at the numbers. We had one recovered last week. Save a casing is a way for us to help track guns. If you have one, fire it at a range and save that casing. If it does get stolen, bring us the casing and we can track that a little better if the stolen gun gets used in a crime. It’s like a fingerprint for a gun. C (DAB): Scary thought of 30 guns going from good guys to bad guys. A: You run into a lot more of that with open carry and concealed carry. 2 Page |3 6. Park & Recreation Department Report Jon Sidwell reported:  Halloween get-togethers in October. Edgemore finished October 25th with 500 kids at event. Face painting photo booths, tattoos, arts and crafts. Happened at 4 or 5 rec centers.  At Boston, there’s no playground there right now because we are putting in a new playground. Maybe go to Harrison right now.  Splash pad at Boston should be here by the summer.  Night with Santa next month at Century 2. We expect a few thousand people.  Raffle fully decorated tree and auction off a few bicycles.  Watson Park – Watson Express – you can sit read a book have hot chocolate go on a train ride with holiday activities and games. Sign up quickly. C (CM Tuttle): Harrison Dog Park is amazing. If you haven’t gone, you need to go! Q (DAB): Is Harrison Park going to get a splash park? A: I don’t think so, but you can always come to Boston. 7. Wichita Public Library Report Cory Buchta reported on behalf of Savannah Ball:  Reminder: All Wichita Public Library locations will close at 5 p.m. Wednesday, November 27 and will be closed all day Thursday, November 28 and Friday, November 29.  The NEA Big Read: Wichita is in full swing through November 15. This year, we’re encouraging the community to read “Lab Girl” by Hope Jahren and participate in community programs. Learn more at www.bigreadwichita.org.  “Coding Without Computers: Lego Mazes” will teach the basics of coding logic to children ages 8-11 using LEGOs. Create a maze and write an algorithm to help your mini figure navigate to the exit. Call 688-9361 or click here to register.  November is “Kansas Reads to Preschoolers” month. This is a statewide initiative with the goal of creating young readers and promoting library usage. This year, thousands of preschoolers in Wichita will read I Like Myself! By Karen Beaumont. Visit www.wichitalibrary.org/events for upcoming programs related to this book. Action Taken: Motion made by Junetta Everett to receive and file all Staff Reports. Seconded by Dee Nighswonger. Motion PASSED 8-0-0. NEW BUSINESS 8. FY 2020-2021 Funding; CDBG, HOME, ESG Brad Snapp, Assistant Director of Housing Services, presented on the budget funding sources from the Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), and Emergency Solutions Grant (ESG). 2nd program year action plan and 5 year consolidated housing plan. City received funds from federal gov. Use to create strength in community. Do infrastructure projects. We have Community Development Block Grant. HOME program. Emergency Solutions Grant address homeless issues. We just finished 5 year consolidated plan and 1st year action plan. Starting 2nd year action plan. We also want you to submit someone for the Grant Review Committee. CDBG has to meet national objectives to serve low income people. We use CDBG for infrastructure. For example e are using some of that money on Mt Vernon to seal road and put in bike lane. We don’t park improvements and home repair program. We demolish derelict houses. CHDO has certain requirements. Non-profit has to have members from community. Have to demonstrate experience to get funded. District 2 doesn’t get any CDBG dollars, but we still want your opinions at the table. Do you see any needs not being met in Wichita community? 3 Page |4 Q (DAB): Do we have any input into how those are allocated? I’d like to see more in ESG and less in HOME. Bigger multiplier with ESG providing services for domestic violence victims. We don’t do anything with DV. Some around country establishing programs where they try to rehabilitate. I’d like to see more go into ESG. A: We can’t change the number from what HUD tells us. We can change priorities, but we do fund a lot of homeless and emergency shelters with CDBG dollars. Listed several programs that received CDBG dollars that helped with domestic violence victims. Several received dollars from ESG as well. Homeless prevention and homeless assistance. Q (CM Tuttle): Is this all on the website? A: I don’t think it’s on the website. I can get the list to you. Q (DAB): Homeless assistance cap, is that a combination of all assistance sources? A: The cap goes to catholic charities, harbor house, and several others. Listed several totaling $135,628. Q (DAB): With 60% cap how do they get the additional 40%? A: Listed where the additional 40% goes. Q (DAB): Of homelessness assistance. So that means 60% of $238,000 allocation? A: Yes. C (CM Tuttle): We have one person who has asked to be nominated. Dee has volunteered. Next meeting is Monday December 9th. This Saturday is the breakfast at the regent. Wildcat Construction will present. C (DAB): I just want to say congratulations to Becky for winning the election. It is well deserved. Off-agenda Items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file BOARD AGENDA 3. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District.  The next District II Breakfast will take place on Saturday, November 16 at 8:30 a.m. at The Regent STAFF REPORTS 4. Fire Department Report Fire Department Staff for fire stations in District II will report on specific concerns. 5. Community Police Report Community Police Officers for beat areas in District II will report on specific concerns. 6. Park & Recreation Department Report Park and Recreation Staff will provide updates for parks in District II and report on other activities taking place across the city. 7. Wichita Public Library Report Savannah Ball, Rockwell Branch Manager, will report on events and programs at the Rockwell Branch Library. Recommended Action: Receive and file Staff Reports Agenda 2 NEW BUSINESS 8. FY 2020-2021 Funding; CDBG, HOME, ESG Brad Snapp, Assistant Director of Housing Services, will present budget funding sources from the Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), and Emergency Solutions Grant (ESG). The U.S. Department of Housing and Urban Development (HUD) considers the City of Wichita to be an entitlement city and as such, Wichita receives annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. In order to receive these funds the City is required to prepare a Consolidated Plan every five years. In addition, the City is required to submit an Annual Action Plan which addresses the priorities identified in the Consolidated Plan. Recommended Action: Provide comment regarding community needs and funding priorities for the 2020-21 Second Year Annual Action Plan. 9. Nomination of Grants Review Committee Representative for District II Brad Snapp, Assistant Director of Housing Services, will present a request for a DAB II member to be nominated for this committee to serve during the 2020 time period. Recommended Action: Nominate a District II representative to the Grants Review Committee.
