District 2 Advisory Board Agenda www.wichita.gov Monday Rockwell Branch Library March 16, 2020 5939 E. 9th Street 6:30 p.m. Wichita, KS 67208 ORDER OF BUSINESS  Call to Order  Approval of Agenda for March 16, 2020  Approval of Minutes for February 10, 2020 PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker unless extended by the Board. 1. Scheduled Items Greg Boyajian, District 6 Advisory Board, will present comments on zoning case ZON2019-00059. 2. Off-agenda Items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file BOARD AGENDA 3. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. STAFF REPORTS 4. Fire Department Report Fire Department Staff for fire stations in District 2 will report on specific concerns. 5. Community Police Report Community Police Officers for beat areas in District 2 will report on specific concerns. 6. Park & Recreation Department Report Park and Recreation Staff will provide updates for parks in District 2 and report on other activities taking place across the city. 7. Wichita Public Library Report Savannah Ball, Rockwell Branch Manager, will report on events and programs at the Rockwell Branch Library. Recommended Action: Receive and file Staff Reports Agenda 2 NEW BUSINESS 8. Keepers on Parade Together Wichita will be presenting information on this upcoming city-wide art installation. W and the Wichita Regional Chamber of Commerce have partnered with Together Wichita to commemorate Wichita’s 150th birthday. Together Wichita will be donating 13 Keepers on Parade to be placed in city parks and other venues. Keepers on Parade is a public art project featuring 10-foot tall fiberglass replicas of the Keeper of the Plains that are painted, adorned, and magically transformed by local artists. The project is being coordinated through the City of Wichita Parks Board and City Council. Once completed, 12 keepers will be placed in 12 different parks across the city that are split across all six city districts and the remaining keeper will be placed at a location of the Mayor’s choosing. Selected parks include: District 1: Dr. Glen Dey Park and Fairmount Park District 2: Eastview Park and Stryker Sports Complex District 3: Planeview Park and Clapp Park District 4: West Douglas and Osage Park District 5: Buffalo Park and Pracht Wetlands Park District 6: Minisa Park and Orchard Park Each statue’s artwork will be representative of the district it is placed in and will be transformed by an individual artist or artists who live in or have a unique connection to that district. Artists will be attending DAB meetings to collect feedback and inspiration on how they should design their statue. Recommended Action: Provide related stories, anecdotes, and feedback to help the artists tailor their designs accordingly. 9. Food System Master Plan Cory Buchta, City of Wichita, will present an update on the City of Wichita/Sedgwick County Food System Master Plan. Throughout 2020, the Health & Wellness Coalition of Wichita, the City of Wichita, Sedgwick County and community partners will be creating a Food System Master Plan. Recommended Action: Provide feedback 10. CUP2020-00003 Dave Yearout, Metropolitan Area Planning Department, will present an application on behalf of Woodlawn 37, LLC (George E. Laham, II) owner/Venture Seven Partners, LCC (George E. Laham, II) owner/CH Partners, LLC (George E. Laham, II) owner/MKEC (Brian Lindebak) agent. The applicant is requesting to combine the previously established Dillon’s 13th and Greenwich Community Unit Plan (DP- 224) that covers the approximately 20 acres of land at the northeast corner of 13th Street North and Greenwich Road with the recently created Chapel Hill Community Unit Plan (DP-349) located north of East 13th Street North immediately west of K-96 Highway. The new Community Unit Plan is proposed to be named 13th and Greenwich Community Unit Plan and carry the same DP-224 designation. Besides the combination of the subject property into a single CUP, this action will create different parcel configurations and expand the uses for the new CUP. Recommended Action: Based upon information available at the time the staff report was prepared it is recommended that the request be APPROVED, subject to the following conditions: 1. The Development Guidelines shall be modified to read as recommended herein. Agenda 3 2. The site shall be developed in substantial conformance with the development guidelines and general provisions of the approved CUP. 3. The applicant shall submit four copies of the approved CUP within 60 days of final approval to the Metropolitan Area Planning Department or the amendment shall be deemed null and void.
