Brian Richey, Wichita Fire Department, reported: May numbers – 13 Fire alarms, 31 service alarms, 327 medical alarms FIE report from June – 9175 E. 35th Street North – furniture warehouse building. Electrical fire. Loss of $6 million. 5. Wichita Police Department Report Officer Chad Burnett, Wichita Police Department, reported: 1st homicide in District 2 this year – 13th and Oliver- June 30th. Shooting at NE corner 21st/Woodlawn Auto larcenies and auto break-ins up in district and all around the city. Ring doorbell video helping quite a bit in these cases. Gun theft from vehicles spiking. CM Tuttle reminded about the Save-A-Casing program. 6. Wichita Public Library Report Cory Buchta reported on behalf of Savannah Ball of the Rockwell Branch Library: Select in-person programs return to the Wichita Public Library in July. The complete schedule of programs, including registration information, can be found at wichitalibrary.org/events. Safety protocols will be in place to keep customers and staff healthy, including social distancing guidelines and wearing face masks. There are no July programs scheduled at the Rockwell Branch. Because shelves are currently closed to browsing, Library staff have created two new ways customers can request materials. To help you find your next great read when you just aren’t sure what you want, we are offering an online recommended reading service. More information can be found at wichitalibrary.org/readingrecs. There’s still time to sign up for the Summer Reading Program, which ends July 23.Ages 0-2 can participate in the Baby Bookworms program to complete 15 early literacy activities, and ages 3-17 are challenged to read 1,000 minutes. More information can be found at wichitalibrary.org/summerreading. If you need one-on-one technology help, call 261-8500 and schedule a Book-A-Librarian appointment with a technology trainer at the Advanced Learning Library. Customers can use the online catalog, catalog.wichitalibrary.org, to request materials for pick up either in person or through curbside service at any Wichita Public Library location. 7. Public Works & Utilities Report James Wagner, Public Works & Utilities, reported: Projects Under Construction  Kellogg & Webb o Shoulder work in progress, median work and landscaping work needs to be tied up. o Next week lane fully open with 60mph travel o Full completion date around September  Kellogg and Greenwich o KTA ramps, access, and bridge all bring worked on. Traffic 40mph. Not expected to open for a while. o Westbound traffic from 127th to KTA now open. o 60day closure of Zelta started after 4th of July o Westbound traffic from 147th to Zelta to be complete by Labor Day o Est. completion end of 2021 C (CM Tuttle): Over a year ahead of schedule. The lights look really cool out there as well. Not just a road, it’s really art.  Redbud Path o Two bridges out of three complete. o Three out of five box culverts complete. o Finishing sanitary and water line. o Est. completion end of this year.  Park Improvements o Boston Park Splash pads, start in August, completed next year o Harrison Park basketball court. DAB 2 • July 13, 2020 • Minutes • Page 4 A: Should be starting construction this summer. Some will take 5-6 months, rough guess. Q (DAB): Can you say more about the work on Pawnee from Webb to Greenwich? A: Currently mostly 2-lane. Changing to a three lane – 1 lane each direction with a center turn lane. Most will be open turn lane and no median. Does have a 6-foot sidewalk on south side and a 1- foot multi use path on north side. Whole project will have curb and gutter and new storm sewer? Q (DAB): Will that connect to the multi-use path already out there? A: Crossing Webb there is a 10 foot walk over at Webb. I don’t know how far it goes over there. Then it does connect over at Greenwich. All of the stuff going north. Q (DAB): Wid3ening of Woodlawn north of 37th, can you confirm Wichita is not doing anything with that? A: That’s all Bel Aire. Selected from WAMPO. Don’t think Wichita is contributing to that at all. CM Tuttle explained she has been in touch with Bel Aire Mayor regarding this project. CM Tuttle explained what WAMPO is and does. Q (DAB): How big of a circle does WAMPO have? A: Not far outside of Sedgwick County. All of Sedgwick County and a little into Butler. CM Tuttle mentioned the two new Keeper of the Plains statues going to Stryker and Harrison Park. CON2020-00021 Scott Wadle, Metropolitan Area Planning Department, presented an application on behalf of Stephen and Heather Montgomery. The applicant is requesting a Conditional Use to build a new accessory apartment with an area of approximately 378 square feet located north of the existing primary residence. The site is currently developed with a single-family home and an accessory shed. Property zoned SF5. Recommended for approval with conditions: (1) The accessory apartment shall remain accessory to and under the same ownership as the principal single-family residence and the ownership shall not be divided or sold as a condominium. (2) The water and sewer provided to the accessory apartment shall not be provided as separate services from the main dwelling. Electric, gas, telephone and cable television utility service may be provided as separate utility services. (3) The applicant shall obtain all applicable permits including, but not limited to: building, health and zoning. This will include turning in plans for review and approval by the MABCD for the accessory apartment. (4) Development and maintenance of the site shall be in conformance with the approved site plan. (5) If the accessory apartment is not in place within 12 months after final approval, or if the Zoning DAB 2 • July 13, 2020 • Minutes • Page 5 Administrator finds that there is a violation of any of the conditions of the Conditional Use, the Zoning Administrator, in addition to enforcing the other remedies set forth in Article VIII of the Unified Zoning Code, may, with the concurrence of the Planning Director, declare that the Conditional Use is null and void. C (CM Tuttle): There was no feedback from the community on this. Q (DAB): Is there a height restriction for this? A: Same for SF5. Q (DAB): The outside of the accessory structure has to look like the main structure? A: Zoning code says appearance of accessory structure has to be compatible and comparable to the neighborhood. Q (DAB): What are the downsides of allowing this? What complaints would you expect to hear? A (CM Tuttle): I can’t think of any. I visited the site. Doesn’t seem to be anything controversial. Q (DAB): It’s just one unit, right? Like for a mother-in-law? A: Yes, that’s right. Action Taken: Motion made by Nazir Jesri and seconded by Sam Lindeman to APPROVE the application per staff’s recommendation. Motion to APPROVE PASSED 10-0-0. C: Passed MAPC on the 9th with unanimous consent. A: Dependent on the census. Happens every 10 years. Q (DAB): Does City Council have any bearing on USD259 on how school will go? A: No but we’ve been in talks with them and looking at applying for funding to help with technology. Wichita Public Library Report Savannah Ball, Rockwell Branch Manager, will report on events and programs at the Rockwell Branch Library. 8. Public Works and Utilities Report Public Works and Utilities Staff will report on projects taking place in District 2 and across the city. (2) The water and sewer provided to the accessory apartment shall not be provided as separate services from the main dwelling.
