4. Wichita Fire Department Report
Justin Camfield, Wichita Fire Department, reported:
August 2020 – 395 incidents – 333 medical alarms – 48 service alarms – 14 fire alarms
National Fire Prevention Week. Tomorrow is national home fire drill day. We are doing a lot of virtual stuff
this year and putting out videos. House fires pick up this time of year due to heaters. Change smoke
detector batteries with time change. Last shift, October 9th, had 2 rescues in 2 house fires.
Q (DAB): You mentioned there were 333 medical alarms for August. Is that high?
A: That’s pretty normal.
5. Wichita Police Department Report
CM Tuttle – Had a meeting with Chief Ramsay today. Things in the community are pretty calm right now.
They are doing well and getting back to normal.

Savannah Ball, Rockwell Branch Library, reported:
Several virtual programs in October. Third Tuesday Book Discussion discussing Where the Crawdads
Sing. Business planning for nonprofits virtual program on Saturday, October 24. Tuesday Topics program
on Confederate monuments support and protest. We have voting and election resource information on

our website. Celebrating Kansas Reads to Preschoolers this month. The title is Groovy Joe Ice Cream
and Dinosaurs.

Kellogg and Webb Interchange
o Scope
Improvements will construct 6-lane freeway with two-lane, one-way frontage roads
o Current Activities
Landscaping work in progress

All traffic is on the main highway, three lanes in each direction at 60 mph
All left turns open and both u-turns open at Webb, lane closures as necessary on
Webb
o Schedule
Construction began in August 2015
Substantial completion was late 2019
Landscaping completion is October
Kellogg and Greenwich Interchange
o Scope
Improvements will construct 6-lane freeway with two-lane, one-way frontage roads

Freeway shoulder work in progress
WB Kellogg bridge over KTA in progress. Bridge deck complete.

o Traffic Impact
All traffic is on the main highway, two lanes in each direction at 40 mph
Greenwich is two lanes in each direction, left turns and both u-turns are open
EB K-96 to WB Kellogg is closed for the duration of the project
South frontage road access from Zelta to 127th Street is open to eastbound traffic
only
Westbound traffic from 127th Street to KTA open
Zelta is open under Kellogg
Westbound traffic from 127th Street to Zelta anticipated to be mid-October

Construction began in September 2016
Estimated completion is 4th Qtr 2021
Streetlights on south frontage road are complete. Street lights along Greenwich
will be complete in late 2020.
Redbud Multi-use Path, K-96 to 159th Street
o Scope
Improvements include construction of a 14’ multi-use path with concrete and rock
surfaces for multiple users. New drainage structures and site amenities will be
constructed. The project also includes sanitary sewer and water line
improvements west of 127th Street.

North Junction
KDOT Cost-Share Funding ($35 million) will build first phase of Gold project –
northbound to westbound flyover – with expected construction start spring 2021
North Junction awarded BUILD Grant for $21 million ($25 million request) – Gold
phase fully funded less $4 million
Staff recommended to WAMPO TAC that left-over funds be directed to
NJ project for the $4 million shortfall

Q (DAB): Will there be a crosswalk on the Redbud Trail between Rock and 124th?
A: Don’t know for sure what it will look like, but there will be a safe way to get across there.
C (DAB): I just wanted to give kudos to everyone that’s worked on the Kellogg Project. The decorative
metal and the LED lights. It’s really cool and nice to see.
Q (DAB): Why is it illegal to left on Broadway and Douglass going northbound?
A: I’ve been discussing this with my staff lately. We are evaluating our streets downtown. We will be
making recommendations to council soon. Looking at all streets in the core area. In the future, we will
look at making changes like that.

9. ZON2020-00035
Scott Wadle, Metropolitan Area Planning Department, presented an application on behalf of Lonnie H.
Bosley, LLC (Owner); Sanders Investments, LLC. – Dennis Sanders (Buyer); Jim Albertson – Albertson
Associates (Agent). The applicant is requesting the rezoning of the 1.869 acre subject property from LC
Limited Commercial (LC) to GC General Commercial (GC), which is located on the south side of East
Kellogg Drive and east of South Cypress Drive, in order establish a vehicle sales facility. The subject
property is the former Bosley Tire facility and has been reduced in size due to acquisition of land for the
improvements to Kellogg and the interchange area with the Kansas Turnpike. It is no longer used for the
tire business and the buyer is wanting to use the property for a vehicle sales lot.
C (CM Tuttle): I haven’t heard any concerns from the community.
Q (DAB): How big is the notification area?
A: Notification area is 200 feet.
C (DAB): Looks like 200 feet is just that one other company, in general.
A: I would say so, yes.
Action Taken: Motion to APPROVE the application as presented made by Tracee Adams. Seconded by
Faith Martin. MOTION PASSED 10-0-0
