Jim Groff – My comment/question on behalf of the Equestrian Estates Homeowner Community at 127th
St. and Harry St. -East Wichita- District 2 is as follows:
After several inquiries about repair of streets in Equestrian Estates and 127th Street South of Kellogg
through Harry St to Pawnee St And 143rd Street South of Kellogg through Harry St intersection- Will the
newly passed infrastructure bill giving trillions of dollars to repair our streets and other infrastructure get
our roads repaired soon now-2022?!? Hopefully our District 2 funds won’t get diluted down to another
district.
Also the Crack Seal treatment now scheduled -2022-for our streets in Equestrian Estates needs re-
examined for proper fix and use of tax dollars. We have cracks wider and deeper than the City street
repair overview of processes points out for proper repairs. These streets need a minimum of the Scrub
Seal and perhaps followed by micro surface seal. Or- better yet short of resurfacing - Thermal Crack
Repair -cracks filled and Ultra-thin Bonded Asphalt Surface applied. Cracks are too large for just Hot
Rubberized sealant! This was done a few years ago and cracks just larger each year. I’m happy to meet
a street maintenance repair person at our address anytime to discuss further. And it would be nice to
know when our street maintenance is scheduled to be accomplished before we install speed bumps -
removable type for snow removable which we never get- at our expense to control constant speeders
coming out of Sierra Hills cutting through our neighborhood on Triple Crown St and Stampede St. We
never did get a Radar Speed checker sign out here as discussed before with District 1 Council to help
draw attention to the speeders. Sadly I know our Community Police are at a shortage of availability these
days!

Mike Crosby Battalion Chief
November – Mobile Home Park accidental fire between Waterman and Douglas east of Greenwich
East 21st Apartments and Cherry Creek Apartments 2 significant fire events. Total loss over $600,000.
One fatality.
Trend this year. Clean oven as well. 3 or 4 house fires from oven on Thanksgiving.
Extremely dry right now, with winds, wild fire danger.
Starting to find issues with abandoned structures.

A: We are fully staffed.
Q (DAB): DO you have the budget you need?
A: In my position, we have what we need. We have the same challenges everyone else has.
Q (DAB): Citizens Fire Academy, when is it next?
A: Spring into summer.
5. Wichita Police Department Report
Officer Shelton reported:
Past Saturday shop with a cop. 50 kids out at Target.
Christmas Crusade starts Wednesday Department wide.
Just finished coat drive. Will be delivering soon.
Crime tips: packages – porch pirates will be out.
Some delivery drivers will be in their own vehicles. In shopping centers, keep items in trunk.
C (DAB): I work from home so I see the delivery drivers all the time taking pictures.
Q (DAB): How’s your staffing?
A: I’m not in a position to answer that.
C (CM Tuttle): We can talk about that Bruce.
C (DAB): There was an unsettling incident with my 17 year old daughter. A party with people who had
guns. Gang members. I would like people to prevent this stuff.
A: Can’t be everywhere every minute. You just have to call 911. There are a lot of factors that contribute
that. We just have to tackle those as they come. And keep track of where kids are going. My best advice
right now.
Q (DAB): Are you over the Community Police?
A: Just a member.
Q (DAB): We hate to lose Officer Richwine. I wish they would stay around. Casey hasn’t been around that
long, but he’s great.
A: He’s been covering two beats. The one guy that’s coming is very good too. I’ll let Casey know.
C (DAB): I would encourage any of you to go to Citizen’s Police Academy. You get to do a ride along.
You earn a lot.
A: You’ll get some insight about what’s happening.
Q (DAB): Is Catalytic Converter stamping still happening? Will it happen again?
A: I’m not sure when it will be happening again. I don’t see it happening in the winter time. Maybe in the
spring. It’s a big deal. Probably still waiting to see how the first one went.
6. Wichita Park and Recreation Report

Increase in vandalism. Train barn at Watson Park broken into. Decorations stolen or destroyed.
Pools vandalized. Splash pads vandalized. End of summer, Boston Splash Pad bathroom was
destroyed. If you see these things happening, please report them.
Q (DAB): Do you have security cameras in all of these locations?
A: No not all of them. We have requested in some places.
Q (DAB): Citizens Police Academy monitor cameras at old town. Could that grow to parks?
A: Police supervise our buildings. Alarms notify rec directors.
C (DAB): Just a suggestion.
A lot of illegal dumping has increased as well.
C (DAB): We all have cell phones. If you see something, just call. People coming and going all
the time. If you see something just call.
Q (DAB): That train is worth a couple thousand dollars. Is that building at Watson secure
enough? We need to beef up something.
A: Maybe something more than wood protecting it. Watson is expanding. Hopefully when the
new building is done they can think about that.
Started registration for next session. Hard copy of guides will be out soon. If you want to register
you can get online and look at PDF to see what we offer. Fall programs coming to an end this
week. Winter camps are coming up in multiple locations. Junior Chef, Science, Chocolate
Factory, Nerf sports, all kinds of fun things. Summer of Discovery locations. Daycare during
Christmas holidays.
New Year’s Resolutions – as a reminder we have stuff to offer in those areas. Not sure why our
community doesn’t take advantage as much as they should. Fitness centers – Lynwood,
Orchard, and Evergreen. Fitness classes offered as well. Several other cool classes like video
editing and how to become a bee keeper. Language classes as well. Music lessons. Art
lessons. Several martial arts classes. Four different types of camps as well.
In the summertime, we offer free lunch programs at select sites. Still underutilized.
7. Wichita Public Library Report
Savannah Ball reported:
Residents with a Wichita Public Library card can now stream movies, documentaries, foreign
films and TV series with Kanopy. Kanopy is a video streaming platform dedicated to thoughtful
and thought-provoking films. Each month, customers can check out seven films, access two
free courses from The Great Courses, and watch content on Kanopy Kids. Kanopy is available
on many devices, including Apple TV and Roku. Customers can also access Kanopy through
the mobile app and through the Kanopy website. Customers will register an account using their

library card number. If at any time customers have difficulty registering their account, they can
call the Advanced Learning Library, 316-261-8500, and ask for a technology trainer.
The Wichita Public Library received American Rescue Plan Act funding from the Federal
Communications Commission (FCC) to put 250 internet bundles into circulation for customers to
borrow. The internet bundles will feature a wireless hotspot and a Chromebook. Each bundle
comes with a Chromebook 3100, a T-Mobile hotspot, information about Library services, a copy
of the Library’s internet and acceptable use policy, and how-to guides for using these devices.
Customers can call (316) 261-8500 or visit catalog.wichitalibrary.org to place a hold on an
internet bundle. Customers must have a library card in good standing to use this service.
Bundles can be picked up at any Wichita Public Library location and will check out for 28 days.
The Library received $150,000 through this program.

New Business
8. FY2022-2023 Funding; CDBG, HOME, ESG
Logan Bradshaw, Housing and Community Services, presented the Consolidated Plan for the 2019
through 2023 program years. Staff is soliciting comment regarding funding priorities for the fiscal year
beginning July 1, 2021, and ending on June 30, 2022. HUD has not announced the City’s allocation
amounts for the upcoming program year. Preliminary plans will be based on estimated funding at current
levels and will be adjusted to reflect actual allocation amounts. The presentation for this item can be

Most CARES funding is already obligated, but I did want to mention it.
Timeline – fall and winter spent gathering data from public for action plan.
If allocation increases or decreases, what should be funded if the allocation increases or decreases?
C (DAB): With urban sprawl, there’s a lot of housing developed for people who are well to do. But for
others, you begin to need more affordable housing. There’s a lack in Wichita. We don’t have many
affordable single family homes. I would like to see funding for smaller single family homes. Smaller unit
apartment complexes that are affordable. More homeless prevention activities and more affordable
housing. Less towards the sprawl. Affordable and small single family homes for people to get into home
ownership. If you make $15/hour you can afford to buy a $150,000 home.
C (CM Tuttle): Can I also add multi-family? Duplexes and different options.
C (DAB): Just more affordable. Not everyone is the young professional that everyone talks about it. Rent
under $1,000 a month.
C (DAB): I would like to support our small business in City as a priority.

C (DAB): I’ve been on a board for about 8 years. Been trying to make a priority for the way to work
program. I see there is funding going towards working with the homeless. There are a lot of groups
working on homeless program. I understand the hotel has been converted to homeless apartments. I’m
baffled at all we are doing and yet I see so many homeless people downtown.
A: I don’t know I have the answer for why those people are there. I will say the only team that does street
outreach is HOT team. They are fabulous but they are a small team. But I would say we could use more
street outreach.
C (CM Tuttle): We just allocated money for additional services for homeless shelters in the colder months.
It’s a problem people are talking more and more about this now.
Q (DAB): Is mental illness and substance abuse included in any of those programs/
A: In the past they have been and we currently provide some money to some of those programs.
A: All of those issues are compounded if you don’t have a safe space.
C (DAB): I’ve been trying to help unwed single mom. A lot of these folks can’t afford a vehicle. I would like
to see an effort made to bring businesses into the areas where these people live. And child care. I don’t
know how that would work out, but I would like to suggest it.
Action Taken: Provide comment regarding community needs and funding priorities for the 2022-23
Fourth Year Annual Action Plan.
9. Nomination of Grants Review Committee Representative – District 2
The Grants Review Committee includes representation from all District Advisory Boards, Wichita
Independent Neighborhood Association, the United Way, Sedgwick County, USD #259, Wichita State
University, as well as large and small businesses. The 14 GRC members are appointed annually by the
City Council. Housing and Community Services Department staff meets with GRC members throughout
the proposal evaluation period. After review of the applications and proposals and public comments, the
GRC makes recommendations to the City Council for HOME, ESG and CDBG funding for the next
program year.
Action Taken: Nominated Faith Martin to be the District 2 representative to the Grants Review
Committee.
10. ZON2021-00049
Bill Longnecker, Metropolitan Area Planning Department, presented an application on behalf of
Sandlian-Sheets 3 LLC, c/o Morrie Sheets (owner/applicant) Baughman Company, PA, c/o Philip Meyer.
The applicants are requesting GO General Office zoning for office use on the 4.33-acre SF-5 Single-
Family Residential zoned Reserve J, Willowbend 1st Addition. The subject site is located in the City, one
block north of East 37th Street North on the northeast corner of North Rock Road and East Thorn Drive.

Vacation case was approved and this case was approved at Dec MAPC meeting. We’ve had no calls
about wither case. Protest period will end this Thursday. We had some dialogue at the planning
commission meeting to the satisfaction of that individual, I believe. Can’t speak for that person.

Q (DAB): Is there anything in here that assures us this will be a good looking building?
A: We did not do a protective overlay for materials and design. The only restriction is simply office and not
retail of any kind.
Q (DAB): I’m on HOA board of Willowbend. I do believe it is appropriate if we can get any use on this
ground. It is challenging. I will speak for HOA. We think it would be prudent to retain the access control on
rock road. WE would like to see some form of visual buffer between parking and street. 5,000 square foot
building and 20 parking spaces. Not sure that many parking spaces is necessary. Otherwise I would say
good luck. This is a challenging piece of ground. Sewer line right in the middle of the parking lot. We
would be anxious to access control on Rock Road. There will be more development north of Willowbend
in the future. That could create some issues in the future for drive time.
A: For landscaping, do you want something beyond landscape code?
C (DAB): I haven’t looked at the landscape. Just more about the parking lot than anything else. The only
real complaint I’ve heard from neighbors is the visual.
A: Landscaping ordinance requires mixture of deciduous trees and bushes along that. You could ask for
1.5 times minimum.
C (DAB): The regulation as it stands may be more than sufficient.
Q (DAB): Is this in a flood zone?
A: No.
C (DAB): So you could ask for berms.
C (DAB): There’s not enough space. What we’re looking for is exactly what you described.
Q (DAB): Could they put in a wall like what you have at Willowbend?
A: I don’t think so. It’s a tight spot. And we don’t want to prohibit development.
Q (DAB): One story or two?
A: Can’t be more than two stories. Its two stories.
Q (DAB): Do they have a lease?
Q (CM Tuttle): MAPC didn’t make additional recommendations, correct?
A: No, they did not. They are referencing the Vacation case.
Phil Meyer – Agent for the Applicant. They recently purchased this. Early 21. Been vacant for years. They
would like to put an office building on it. Gas line along Thorn is building setback. We have to face Rock
Road. We might apply for an opening to Rock Road, but until we know we need it. We did not ask for it
now. A condition was drainage study showing no negative impact. We can develop this site with some
office and parking lot. We cannot fill the lake. We can develop and we do have approval of drainage
engineer. We won’t be doing anything with the lake. Landscape ordinance at least 3 foot high to buffer
from Rock Road. 1 tree for every 40 linear feet. Somewhere between property line and face of building.
Expecting 1 building. Could be 2 smaller buildings. Image is just a concept.
Bob Kaplan – I contacted Via Christi and they had no objections.
Maury was at Planning Commission. Neighbor brought up questions. He was called to ease his concerns.

C (DAB): He’s not here, and he knows about this. He’s probably in a pretty decent place. I encouraged
him to do all that.
Q (DAB): Who will be in here?
A: We don’t know yet.
C (CM Tuttle): We don’t consider that. The only thing we think about is appropriate use of the land.
Q (DAB): When did they buy this from the HOA?
A: They didn’t. HOA didn’t own it.
Q (DAB): How did the vacate process work where it said the HOA owned and maintained it if that was
never true?
A: That got violated. No way to sugar coat it. Now we have someone coming in willing to own it,
redevelop it, and maintain it.
Q (DAB): That’s being struck through the vacation process?
A: Yes. Along with the right to do an office building and the associated parking requirement.
There is sanitary sewer that runs through the middle of this parking lot. To the north of that is the driving
range for the Willowbend Golf Course. There was question if we would try to develop the property to the
east. We don’t own the property to the east.
Q (DAB): The new owner is restricted to not mess with the drainage pond?
A: Correct.
C (DAB): Sounds like the only concern is the Rock Road entrance and they can’t do that without a public
hearing. I don’t have any problem with this.
Q (DAB): Does vacation process come to DAB typically?
A: No.
Q (DAB): The MAPC?
A: They are subdivision activities. But because you are making adjustments to subdivisions, that requires
a public hearing.
Q (DAB): So what’s the notification?
A: Vacation cases notification isn’t a set radius like a zoning case. Depends on type and where it’s
located. For this, you would be notifying most properties abutting this. 330 feet for this.
Q (DAB): So a prudent builder could get the zoning fixed and then do a vacation case that doesn’t get as
much notification?
A: No, it’s got to have a different kind of notification. You would have to notify across Rock Road. Also,
you’re going to have to notify the properties to the north and the south.
C (DAB): Which is a vacant lot.
A: But they have property owners, which is who would get the notification. We’re only required to notify
the property owners whether they’re developed or not. We used the zoning list to notify for this. We over
notified.
C (DAB): I don’t like zoning changes, but if the neighborhood is ok with it, then I am.
C (DAB): This was under maintained. It was a blight. To see it developed strengthens our property
values. Might be completely different if it was retail or entertainment. This is an appropriate use for this
piece of ground and our HOA says yes.

Q (DAB): I just still don’t understand the vacate process for the access to Rock Road. Who would they
come back to?
A: Subdivision committee first and then planning commission. Staff would prepare a report that planning
commission would review.
Q (DAB): Would public get a chance to hear that?
A: Yes.
Q (DAB): At…?
A: Subdivision planning committee and MAPC.
C (DAB): But not here.
A: It wouldn’t come to DAB, no.
A: Your council person would be notified of that activity, and all vacation cases go to city council for final
action. It would be on the agenda.
A: It wouldn’t be consent. We don’t even know if it’s going to go in that direction.
I doubt it’s going to go in that direction, but I can’t speak for that.

Recommendation: Provide comment regarding community needs and funding priorities for the 2022-23
Fourth Year Annual Action Plan.
Background: The U.S. Department of Housing and Urban Development (HUD) considers the City of
Wichita to be an entitlement city and as such, Wichita receives annual allocations of Community
Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions
Grant (ESG) funds. In order to receive these funds the City is required to prepare a Consolidated Plan
every five years. In addition, the City is required to submit an Annual Action Plan which addresses the
priorities identified in the Consolidated Plan.
Analysis: The City submitted a Consolidated Plan for the 2019 through 2023 program years, and staff is
soliciting comment regarding funding priorities for the fiscal year beginning July 1, 2022, and ending on
June 30, 2023. HUD has not announced the City’s allocation amounts for the upcoming program year.
Preliminary plans will be based on estimated funding at current levels and will be adjusted to reflect
actual allocation amounts.
A presentation regarding programs funded during the last program year is attached. District Advisory
Boards and the general public are being asked to provide comment regarding changes that should be made
if the actual funding allocations are increased or reduced, and to provide comment regarding urgent needs
that may not be addressed under the current funding plan. Public comments will be used by staff to
finalize the annual plan after HUD has provided final funding amounts.
Financial Considerations: The 2022-23 funding is proposed at current levels for discussion purposes:
CDBG: $2,968,676; HOME: $1,519,843; ESG: $250,208. There is no impact on the General Fund.
Legal Considerations: The comments provided by DAB members, citizens, and various community
groups will be used to identify community needs and develop the City’s annual spending plan when
actual allocation amounts are determined, as required by HUD for CDBG, HOME and ESG funds.
Recommendations/Actions: It is recommended that the District Advisory Board provide comment
regarding community needs and funding priorities for the 2022-23 Fourth Year Annual Action Plan.

Recommendation: Nominate a District II representative to the Grants Review Committee.
Background: The U.S. Department of Housing and Urban Development (HUD) requires that cities
involve citizens in the allocation process for Community Development Block Grant (CDBG), HOME
Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City of Wichita
accomplishes this through a series of public hearings before the City Council and through the
appointment of a Grants Review Committee (GRC) which reviews proposals and applications.
Analysis: The Grants Review Committee includes representation from all District Advisory Boards,
Wichita Independent Neighborhood Association, the United Way, Sedgwick County, USD #259, Wichita
State University, as well as large and small businesses. The 14 GRC members are appointed annually by
the City Council. Housing and Community Services Department staff meets with GRC members
throughout the proposal evaluation period. After review of the applications and proposals and public
comments, the GRC makes recommendations to the City Council for HOME, ESG and CDBG funding
for the next program year.
The 2021-22 GRC representative from District II was Nancy Loosle.
Attached is a tentative schedule of meetings along with the nomination form; please note that all meetings
will be held electronically this year, out of an abundance of caution for COVID-19. Additionally, all
applications will be submitted through, reviewed by, and ranked by the GRC though a new online
platform this year called ZoomGrants. ZoomGrants training will be provided to the GRC.
Financial Considerations: City staff is projecting the same level of funding for 2022-2023 as the
current fiscal year. CDBG: $2,968,676; HOME: $1,519,843; ESG: $250,208. There is no impact to the
General Fund.
Legal Considerations: HUD requires citizen participation in the development of spending plans for
CDBG, HOME and ESG funds.
Recommendations/Actions: It is recommended that the District Advisory Board nominate a District II
representative to the Grants Review Committee.

BACKGROUND: The applicants are requesting GO General Office zoning for office use on the 4.33-acre SF-5
Single-Family Residential zoned Reserve J, Willowbend 1st Addition. The subject site is located in the City, one
block north of East 37th Street North on the northeast corner of North Rock Road and East Thorn Drive.
The platter’s text of the Willowbend 1st Addition confines uses in the SF-5 zoned Reserve J to the ‘construction and
maintenance of public utilities, drainage and open spaces and shall be owned and maintained by the (HOA)
Homeowners Association.’ The proposed office use is not permitted in Reserve J nor by the site’s SF-5 zoning,
thus the request for the zone change to GO and an associated vacation request. The HOA sold the site to the
applicant.
VAC2021-00045 is a request to vacate the plattor’s text to allow office use in Reserve J. VAC2021-00045 was
considered at the November 24, 2021, Subdivision Committee meeting and will be considered at today’s Planning
Commission meeting. At the time of this mail out the recommendation of the Subdivision Committee was not
known, however Planning is recommending approval with considerations. Subdivision’s recommendation will be
made at today’s Planning Commission meeting. Reserve J is currently developed as landscaped open space with
public sewer, storm water equipment and a pond, located on it. Public water is located in the North Rock Road –
East Thorn Drive right-of-ways.
The SF-5 zoned Willowbend Country Club’s golf course abuts the north side of the site. A LI Limited Industrial
zoned multi-story office building abuts the east side of the site. Undeveloped LI zoned property is located south of
the site, across East Thorn Drive. A Quick Trip Convenience store and a small Southwestern Bell facility are also
located south of the site. SF-5 zoned single-family residential development is located west of the site across North
Rock Road. Undeveloped SF-5 zoned property and LC Limited Commercial zoned land are located southwest of
the site, across North Rock Road. The LC zoned properties are partially developed with a bank and small
commercial buildings.
CASE HISTORY: The Willowbend 1st Addition was recorded with the Sedgwick County Register of Deeds May
30, 1986.
ADJACENT ZONING AND LAND USE:
NORTH: SF-5 Golf course/country club
SOUTH: LI Undeveloped land, Quick Trip convenience store
EAST: LI, SF-5 Office, single-family residences
WEST: SF-5. LC Single-family residences, bank, commercial buildings, undeveloped land
PUBLIC SERVICES: The subject site has street frontage and direct access onto East Thorn Drive a two-lane
paved, local street. The subject site also has North Rock Road street frontage but has no direct access onto North
Rock Road, per access control on the Willowbend 1st Addition. This section of North Rock Road is a two-lane
arterial with 100 feet of right-of-way. A sidewalk is located on the east side of this section of North Rock Road
and ends on the south side of East Thorn Drive. All municipal services are available to the subject site.
CONFORMANCE TO PLANS/POLICIES: The purpose of the GO zoning district is to accommodate office
development, as requested, and other complementary land uses. GO zoning is generally compatible with the "Local
Commercial” or “Regional Commercial" designation of the Wichita-Sedgwick County Comprehensive Plan. It is
intended for application within the City of Wichita, although it may be appropriate for application in areas of
unincorporated Sedgwick County that have been designated as "Wichita 2030 Urban Growth Area." The proposed
GO zoning (from the current SF-5 zoning) will allow office development upon approval of VAC2021-00045, as
this will be the only additional use allowed by the vacation of the plattor’s text for Reserve J, Willowbend 1st
Addition.
The Community Investment Plan (the Wichita-Sedgwick County Comprehensive Plan) recommends the subject
site as appropriate for “Residential and Employment mix.” This encompasses areas of land that likely will be
developed or redeveloped by 2035 with uses predominately of a mixed nature. Due to the proximity of residential

uses, employment uses likely will have limited negative impacts associated with noise, hazardous emissions, visual
blight, and odor. The requested GO zoning allows office development with platted restrictions tied to the subject
site, Reserve J, Willowbend 1st Addition. If approved VAC2021-00045 will vacate the plattor’s text to allow office
use in Reserve J, while retaining its uses for the “construction and maintenance of public utilities, drainage and
open spaces.” The proposed office use will have a minimum impact on the adjacent single-family residential
development. The GO zoning request and the proposed office use are consistent with the Residential and
Employment mix recommendation and is in conformance with adopted plans and policies.
RECOMMENDATION: Based upon the information available at the time the staff report was completed, staff
recommends the request APPROVAL of the GO zoning request for office development as restricted by the revised
plattor’s text per vacation case VAC2021-00045.
1. The zoning, uses and character of the neighborhood: The SF-5 zoned Willowbend Country Club’s golf
course abuts the north side of the site. A LI Limited Industrial zoned multi-story office building abuts the
east side of the site. Undeveloped LI zoned property is adjacent, across East Thorn Drive, to the south side
of the site as well a Quick Trip Convenience store and a Southwestern Bell facility. SF-5 zoned single-
family residential development is located west of the site across North Rock Road. LC Limited Commercial
zoned land is located southwest of the site, across North Rock Road and is partially developed with a bank
and small commercial retail.
2. The suitability of the subject property for the uses to which it has been restricted: The SF-5 zoned site
is Reserve J of the Willowbend 1st Addition. Currently Reserve J is limited to the construction and
maintenance of public utilities, drainage and open spaces and shall be owned and maintained by the
Homeowners Association. The site could continue to be used as platted and currently zoned.
3. Extent to which removal of the restrictions will detrimentally affect nearby property: The requested
GO zoning with its uses restricted by VAC2021-00045 to office use, the construction and maintenance of
public utilities, drainage and open spaces will not have a detrimental impact on nearby properties.
4. Length of time the property has been vacant as currently zoned: The property, a platted reserve, is
developed as a landscaped open space with a pond, public utilities, and drainage located on it.
5. Conformance of the requested change to the adopted or recognized Comprehensive Plan and policies:
It is staff’s opinion that the proposed GO zoning with development limited to office, construction and
maintenance of public utilities, drainage and open spaces is in conformance with adopted plans and policies.
6. Impact of the proposed development on community facilities: Community facilities would not be
noticeably impacted by this approval. All municipal services are available to the site.
