District III Advisory Board Minutes for November 5, 2014 District III Advisory Board Minutes November 5, 2014 www.wichita.gov The District III Advisory Board meeting was held at 6:30 p.m. at the Wichita WATER Center, 101 E. Pawnee, Wichita, KS 67211; Council Member Clendenin, eight District Advisory Board members; four City staff and five signed in members of the public were present. Avila, Wichita Fire Connie White Gerald Henry Guests Council Member James Clendenin Listed on last page Members Absent Marjorie Griffith Wendy Ratliff ORDER OF BUSINESS At 6:30 p.m. Council Member Clendenin called the meeting to order. Minutes from the October 1, 2014, meeting were approved. The agenda for the current meeting was approved. STAFF REPORTS Officer Long, Wichita Police Department, reported on Beat 34. Fairfax Neighborhood Association has had several high profile instances lately and WPD is actively working in that area. The Theft Reduction Team has been focusing on burglaries and thefts. They look utilize statistics to look for patterns in those cries and do a lot of plain clothes work. There was an accident at George Washington Boulevard and Pawnee; the suspect is currently in critical condition and the child that was involved is also in critical condition. The next recruitment class graduates in December and then will do three months of field training. DAB? Are there a lot of officers currently overseas on military duty? A: There are not a lot right now and the City Council approved an extra recruitment class for 2015. Council Member Clendenin: There was also an IMPACT meeting and a neighborhood meeting to discuss the Fairfax issues. Lt. Avila, Wichita Fire Department, reported on District III and Wichita. In October there were 20 fires city-wide, but only one in District III. The cause of that fire is undetermined and one citizen was injured while trying to put the fire out. Safety reminder: be mindful of floor heaters/furnaces as they can cause fires easily. PUBLIC AGENDA Scheduled Items Lisa Blume and Tracey Glover, Stand Together Coalition, spoke on the subject of the effect of marijuana on youth’s developing brains. Council Member Clendenin: The city is currently working with the pro-marijuana group to make sure that the ballot language meets legal standards. Off-agenda items None NEW BUSINESS Scheduled Items Nominations for the District III DAB representative for the Grant Review Committee Mary K. Vaughn, Director of Housing and Community Services, presented on the Grants Review Committee. The U.S. Department of Housing and Urban Development (HUD) requires that cities involve citizens in the allocation process for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City of Wichita accomplishes this through a series of public hearings before the City Council and through the appointment of a Grants Review Committee (GRC) which reviews proposals and applications. The Grants Review Committee includes representation from all District Advisory Boards, Wichita Independent Neighborhood Association, the United Way, Sedgwick County, USD #259, Wichita State University, and large and small businesses. The 14 GRC members are appointed annually by the City Council, and Housing and Community Services Department staff meet with them as they review applications from agencies who apply for HOME funds and proposals for ESG and CDBG Public Services programs. After review of the applications and proposals and public comments, the GRC makes recommendations to the City Council for HOME, ESG and CDBG funding for the next program year. Motion: That the District Advisory Board nominate Eric Bell as the District III representative to the Grants Review Committee. Result: Motion passed 8-0. Nominations for the District III DAB representative for the Grant Review Committee Mary K. Vaughn, Director of Housing and Community Services, presented on CDBG, HOME, and ESG funding allocations. The U.S. Department of Housing and Urban Development (HUD) considers the City of Wichita to be an entitlement city and as such Wichita receives annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. In order to receive these funds the City is required to prepare a Five Year Consolidated Plan. Then each year the City is required to submit an annual spending plan which addresses the priorities identified in the five year plan. 2 District III Advisory Board Minutes for November 5, 2014 DAB: The feedback from the District Advisory Board regarding funding of CDBG was that if more money were received the City should fund more mental health services and if less money were received current programs should be cut based on their efficacy. The feedback for funding allocations for HOME and ESG were unanimous in that if there was a decrease or increase in funding that all programs lose or receive funding as a percentage of current funding allocations. BOARD AGENDA Council Member Clendenin: Reminder that there is a federal ruling on zoning cases which says the City Council must use only the information provided and cannot go and gather information on their own. Due to this, the Council Member at the DAB meeting cannot ask questions or be involved in the advisory process. Council Member Clendenin: As a result of the sales tax not passing the City is still committed to increasing street funding, transit is still in trouble and would need a 25% budget cut to stay viable, water will still be addressed by the City (possibly through water rates). It is recommended that citizens look at the budget which is available on the City of Wichita website. The budget is currently funded through fees for services at roughly 66% and property taxes at roughly 33%. Meeting was adjourned. Recommended Action: Housing and Community Services staff recommends that the District Advisory Board provide recommendations for funding priorities and contingency spending plans for fiscal year 2015-2016 and comment on affordable housing strategies in the housing policy.
