The District III Advisory Board meeting was held at 6:30 p.m. at the Wichita WATER Center, 101
E. Pawnee, Wichita, KS 67211; nine District Advisory Board members; four City staff and six signed
in members of the public were present.

ORDER OF BUSINESS
At 6:30 p.m. Council Member James Clendenin called the meeting to order. Minutes from the
March 4, 2015 meeting were approved. The agenda for the current meeting was approved.
STAFF REPORTS
Officer Tiede, Wichita Police, reported on 33 Beat. There have been a lot of auto larcenies so the
police have been handing out flyers through the neighborhoods on how to not be a victim. If you need
to call the police to make a report but do not need an officer to come out, call (316) 268-4221 for
WPD Case Desk. There have been some tire slashings in Planeivew, a Crime Stoppers notification
was handed out at Jardine Middle School and they stopped.
Lt. Avila, Wichita Fire, reported on District III. Fires in the district caused around $30,000 in
damage. Some fires have been arson and some accidental that could have been prevented. Cooking is
the number one cause of house fires in the US. The fires here were both unattended. They recommend
not leaving anything on the the stove or near it such as cooking books or cloths. If there is a
microwave, oven fire, or dryer fire close the door and turn off the power by unplugging or the breaker.
If there is a grease fire, put the lid on it. If you use lawn mowers or generators you should let them
totally cool off before storing them again. You should also clean your vent out every six months. The
fire prevention phone number is (316) 268-4441.
DAB? What causes most brush fires? A: This is a bad time of year. It could be arson, cigarettes, lawn
mower blade hitting a rock or even chains on a trailer going down the road.

NEW BUSINESS

Brian Hill and Troy Houtman, Park and Recreation, reported on the continued work for the
Aquatic Master Plan. Troy Houtman introduced himself as the Director of Park and Recreation.
He came from San Antonio, Texas where he was the Assistant Director in charge of downtown
projects. Suggested that anyone who wishes to contact him with questions contact City Hall or contact
Case Bell. Brian Hill reported on the Aquatic Master Plan. The feedback from the previous
discussions were good. Linwood pool attendance was up this year by 1,000 and the cost recovery
went from 21% to 33% even though the price of swim lessons was lower. Asked that the DAB please
fill out questionnaires with how they would like the $13 million in CIP money spent including options
for a central indoor pool at a cost of $12 million, repair/upgrade of the local pool at $2 million, replace
the local pool at $5 million, add a splash pad for $300,000, or close the local pool at $50,000.
DAB? How will indoor pool affect swim clubs? A: if there was an indoor pool programming would
be key. Try and get as many groups in there as possible.
DAB? Where would the central pool be built? A: Unknown at this time, studies will have to be
done.
DAB? Will Goodsports have a swimming facility? A: No, the field house will not.
DAB? What is the maintenance on splash pads? A: there will be maintenance but less than a pool
due to lower water costs, chemicals, and newer construction.
DAB? Any pools are risk at this time for being closed? A: Two pools are in danger due to low
attendance. Sometimes the City loses pools to unforeseen issues.
DAB? Where does Linwood rank compared to the other pools in attendance? A: It ranked 5th out of
9.
DAB? Will Boston pool be reopened? A: Yes, it will be ready for this season.
DAB? What kind of promotion do you use? A: USD 259, social media, catalogues, and the website.
DAB? Where will the money come from? A: CIP funds.
DAB? Are expanding hours an option? A: The master plan talks about looking at usage to
determine better hours.
DAB: Concerned about where the central pool will be located. If it will truly be central.
Public: Suggested going to the high schools for swim teams.

BOARD AGENDA
Council Member Clendenin spoke regarding the Capital Improvement Program (CIP), which is in
the process of being released. There are a few things that they have done this year. This Council is
heavy on keeping control of debt limits. The CIP looks at funding street repairs, infrastructure, and
other things that the tax payers pay for. The South Broadway Bridge is an example of CIP funds
being used. There is more information coming. If there was a major disaster, they need to make sure
they have the debt capacity to handle it. They are also concerned about the credit rating as a bad
credit rating causes borrowing to be more expensive.
Public? What happened to the Pawnee Bridge? Council Member Clendenin: It came in way over
budget and is currently being redesigned and resent for bids.
DAB? What is happening with the John Mack Bridge? A: There are some problems that
engineering is looking at, but it is not in danger of collapsing.
