The District III Advisory Board meeting was held at 6:30 p.m. at the Wichita WATER Center, 101
E. Pawnee, Wichita, KS 67211; Vice Mayor James Clendenin, eight District Advisory Board
members, five City staff and twenty-three signed in members of the public were present.

ORDER OF BUSINESS
At 6:30 p.m. Vice Mayor James Clendenin called the meeting to order. Minutes from the September
2, 2015 meeting was approved. The agenda for the current meeting was approved.
STAFF REPORTS
Bryan Scott, Wichita Fire Department, reported on District III. There were three fires reported. Two which
were arsons to four vehicles. One residential fire to a duplex the fire was caused from a candle. The call volume
for 2015 has increased to 737, in 2014 the volume was 532. The reason for this spike in calls is associated with
the amount of EMS calls. This week is Fire Prevention week (hear the beep). Encouraged citizens to switch
the batteries in smoke detectors and to get furnaces/chimneys inspected and cleaned.
No questions
Officer Whyte, Wichita Police 32 beat, reported that there were a total of 4,564 cases made pertaining to
murder, rape, robbery, residential & nonresidential burglaries, larceny, and auto larceny across the City. Beat
32 had 405, beat 33 had 449, beat 34 had 429, and beat 35 had 503. George Theoharis put together a community
meeting which was held on September 29, 2015 at Southeast High school. The meeting addressed some of the
topics listed above. There will be a series of meetings which will allow for brainstorming of ways to prevent
or overcome these crimes in beat 32, 33, 34, and 35. Encouraged the citizens to call and report suspicious
activity. Reminded citizens that the majority of auto larceny occurs during the holiday season. Keep items out
of sight (in trunk) as well as lock your vehicle doors. In 35 beat there were reports of burglaries, a few suspects
have been captured. One was captured due to tracking from a tablet, two others were tracked down from
debit/credit cards. Details in these cases are being worked out and charges are to come.

DAB? What other ways is WPD working to educate the public about auto larceny during the holiday season.
Mention of in previous years vehicles received a flyer on their windshield. Concerns that this made those
vehicles targets. A: Billboard signs will be posted, special assignments will be conducted, utilize extra patrol,
and undercover officers in the higher populated areas (malls).
DAB? What are the staff percentages for WPD? A. There are currently approximately 40 vacant positions.
There is a training class of 20 currently going on. The WPD loses about 4 officers a month. It can take roughly
4 to 5 years to fill all the vacancy. Right now WPD is utilizing community police in the under staffed areas.
The department is seeking ways to hire additional officers.
Public? Question regarding the bar located on Harry & Glendale. What steps are in place to alleviate any
further issues that may arise from this night club? A. Officer Dautrich is working on this case. Will have
officer Dautrich contact citizen that asked this question to answer specific questions.
Officer Kern, Wichita Police Patrol South, reported that that residential burglaries are on a rise. Criminals
are gaining access to residence through the alley ways. They are stealing items such as electronics or money.
Juveniles were arrested 2 weeks ago. There has been an increase in auto thefts as well. In the beginning of
September there were two auto arsons which there are no leads to date. The department is seeking ways to
decrease these crimes need citizens help, neighbors be on the watch, call 911 if anything looks suspicious.
If 911 is not called WPD has no idea a crime has occurred and is unable to catch the criminals. By call 911
police are able to gain data which helps determine where crimes are occurring. They then can increase patrol
or enact a plan to assist in resolving the criminal activity.

Questions/Complaints regarding graffiti, inoperable vehicles, Trash/Bulky waste or other nuisances
in neighborhoods. Reports that there is an issues with the website, the complaints are not being
answered.
James Clendenin stated that the website and app to report complaints is having technical difficulties.
At this time the system is not operating correctly. To report complaints contact Teia Wair at 316 303-
8030. Sedgwick County is offering free Bulky Waste Coupons. The 2016 budget will allow for the
City to pick up bulky waste like in previous years.

Derrick Slocum, Metropolitan Area Planning Department, reported a request to for a city zone change for
LC Limited Commercial (“LC”) located at the southeast corner of the intersection of South Oliver Avenue and
East Harry Street (4805 E. Harry St. and 1641 S. Glendale Ave.). The application area is located at the southeast
corner of the intersection of South Oliver Avenue and East Harry Street (4805 E. Harry St. and 1641 S.
Glendale Ave.) The subject property is 1.14 acres of unplatted landed currently owned by the City of Wichita,
.062 acres described as the north 30 feet of lot 2, McGovney Addition and .58 acres of lot 1, in Replat of lots
3 and 4 and part of lot 2, McGovney Addition, Wichita, Sedgwick County, Kansas. The unplatted portion of

the subject site is zoned TF-3 Two-family Residential, the north 30 feet of lot 2 is zoned MF-29 Multi-family
Residential and the Replat of lots 3 and 4 is zoned B Multi-family Residential. The applicant is seeking LC
Limited Commercial (“LC”) zoning for the property. The majority of the property is currently undeveloped,
while .58 acres of the property currently zoned B is developed with a garden apartment complex. It is proposed
that this site will be redeveloped into a new convenience store.
James Clendenin reported that the traffic study that was conducted on Glendale, did not include the
weekend. There were 400 vehicles per day at an average speed of 35.5 mph. Funston had 1300 vehicles a day
average speed of 32.7 mph east of Glendale west of Glendale 32.4 mph. Derrick Slocum reported that traffic
on Harry is 37,000 vehicle per day and traffic on Oliver is 26,500 vehicles.
DAB? What are the buildings to the SE of the location? A. Apartments rezone requires for them to be torn
down. Property owners are notified, that the complex will be purchased.
Public? Why was the weekend not included in the Glendale traffic study? A. Reorder traffic study so it includes
weekend days.
Public? Will Glendale be widen? A. No, the street is wide enough for vehicles to park on the street as well as
drive in both directions.
Public? What will be done to correct drainage issues? When there is heavy rain the water rises high. A. (Mike
Wooten QT) Installation of a drainage system will allow the water to continually flow through the creek. The
dry creek will be paved over and become the parking lot.
Public? Why is there no public exit onto Harry? A. They will utilize existing commercial drive ways. Add
access onto Oliver and two on Glendale. The city engineers stated that there cannot be an entrance exit on
Harry because of standards. It is not safe for vehicles to turn into QT off Harry.
Public? Will there be a traffic control light at Glendale & Harry? People run stop signs. A. The new traffic
study will help determine what if any extra signage is required.
Public? Will there be improvements made to the quality of the street? Pot holes, cracks sealed? A. The traffic
engineers will examine the streets, patch pot holes & make improvements that are needed.
Public? Can the first entrance on Glendale be removed or make one large entrance exit drive way. Center the
drive way. A. Will check to see if the drive way can be moved down.
Public? Why is this corner being looked at to add the QT? Why are you not adding it at Mt. Vernon? A. This
is a great corner prime location for Generation III store.
Public? Can there be extra privacy added on Glendale. Fence or Trees? A.Yes they will look at adding extra
privacy on Glendale.
Public? Can Buffalo Grass be used because it only grows 6inches? A. (Mike Wooten QT) Will look into
using Buffalo grass.
Public? Main concern is the possibility of t increased traffic on Glendale? A. Compared to QT on Oliver and
Central also Seneca & 31st both stores have no issues with traffic flow
DAB? Aside from the concerns with increase traffic on Glendale does the public not want QT.? No they don’t
want QT. This is a prime location thousands traffic corner. (Mike Wooten QT) Response QT is based in Tulsa
OK. They have 780 QT and they are the best maintained convenience stores/gas stations around.
Motion: That the District Advisory Board recommend approval of the proposed Zone change with a
one year plat and added privacy/sound barricade on Glendale.
Result: Motion passed 6-1.

Derrick Slocum, Metropolitan Area Planning Department, will present a city zone change
