District III Advisory Board Minutes for November 2, 2016 District III Advisory Board Minutes November 2, 2016 www.wichita.gov The District III Advisory Board meeting was held at 6:30 p.m. at the WATER Center, 101 E. Pawnee, Wichita, KS 67211; Councilman James Clendenin, eleven District Advisory Board members, One City staff and five signed in members of the public were present. Minutes from the October 5, 2016 meeting were approved. The agenda for the current meeting was approved. STAFF REPORTS Fire Report None the next fire report will be December 7, 2016 Police Report None the next fire report will be December 7, 2016 PUBLIC AGENDA Scheduled Items None Off-agenda items Councilman James Clendenin, Last month time did not permit for all of the off-agenda items to be heard prior to hearing the new business items. For the next meeting we will move the off-agenda items to be heard after new business items. Paul Davis (DAB), Inquired about an update on the volunteer sign crew. Stated that the volunteers received an email stating that they were to discontinue picking up signs until further notice. 1 District III Advisory Board Minutes for November 2, 2016 Councilman James Clendenin, Stated that the state of Kansas took away certain rights which allowed City’s to enforce or regulate sign placement or pick up. Lonnie Wright (Public), Stated that he does not wish to have the off-agenda items moved to the end of the agenda. Often citizens wish to say what they have to say at the beginning of the meeting. Some may want to leave. Councilman James Clendenin, Stated that this would just be the off- agenda items. People can contact Teia Wair to get on the scheduled items. Lonnie Wright (Public), Please allow for the off-agenda to be limited to the five minutes like all the other DABS. NEW BUSINESS Scheduled Items Adam Barlow-Thompson, President of SoCe Life, provided an overview of SoCe’s vision. SoCe was established a few years ago in the South Central neighborhood. The name SoCe was conventionally composed by taking the first two letters of South as well as the first two letters of Central. Adam is a pastor by trade but due to his passion to become a better neighbor, he, his wife, Catherine Johnson and her spouse moved to the South Central neighborhood to execute their vision. South Central was known for the South Broadway corridor, yet that is not all that existed. By reaching out to neighbors the organization was able to highlight many skilled individuals. Speaking with neighbors many thought they had no skills or assets. SoCe Life members were able to build on individuals weaknesses, which allowed many to convey their individual skill or trade. Mary was one of the first neighbors to speak with a Soce Life member. Mary was asked what she enjoyed doing. Mary stated she use to have hobbies but now all she does is drugs. The SoCe team had her push beyond her need and look for the abundance in her. She then began to recall that she enjoys creating macramé plant hangers and she has attended Alcoholics Anonymous for 25 years. Soce invited Mary to conduct a craft day as well as educate a group of interns on the 12 step program. Soce Life cultivated a program called the Abundant Community Network. Block Connectors are recruited, trained and supported by Soce Life Staff. The block connectors will get to know every neighbor on their assigned block. This will allow all neighbors to be in the know as to what is going on in the neighborhood. On December 1, 2016 a meeting will be held for interested south block connectors. Later they will expand to 100 blocks. There are plans to work with the city. Adam encouraged everyone to spread the word about SoCe Life to churches and other organizations. Public Jodi Guillemette: Requested that Adam provide pamphlets for the Guadalupe Clinic to distribute to their clients. Public Lonnie Wright: How does your program tie into WIN? Adam Barlow-Thompson: Stated that both organizations refer individuals to each other’s organization. Councilman James Clendenin: How many blocks are currently participating? Adam Barlow- Thompson: Twenty-One blocks on the north side of Lincoln to Kellogg, the river to Washington. 2 District III Advisory Board Minutes for November 2, 2016 Councilman James Clendenin: This is a very affective program and organization. Based off the information received it sounds as though citizens are wanting to stay in the South Central neighborhood. DAB Dave Robbins: Do the block connectors receive training? Adam Barlow-Thompson: Yes, training is provided as well as a Resource Booklet is provided. The block connectors also receive training to identify abuse/neglect and to file reports with the appropriate agency. DAB Daisy Olivar: Are background checks preformed on everyone? Adam Barlow-Thompson: Yes, everyone is required to undergo a background check. DAB Daisy Olivar: Does Planeview qualify for this program? Adam Barlow-Thompson: Eventually the idea is to branch this across the city but for now just South Central will participate. DAB Cindy Miles as well as Emily “Emy” Winterhalter Suggested a few grants for the organization to apply for. Jodi Guillemette Director of Development of Guadalupe Clinic, The clinic was established back in 1985 by 6 nurses of Saint Francis. Guadalupe clinic has three locations. The locations on Hillside and Gilbert operate full-time, while the one on Market operates part-time. In the future there will be another location on North Broadway. The clinic has 319 medical volunteers that donate 77 hundred hours. The clinic is not a safety net clinic therefore they do not take insurance. They operate solely based of citizen’s generosity and fundraising. Midwest Wine Fest is one of their biggest fund raising events. There are 20 operational staff and 15 outreach projects. Students from K.U. Med, Newman and JDOT are required to rotate through the clinics. Guadalupe Clinic see patients for a donation of five dollars. The clinic preforms well women checks, OB, Cardiac, physical therapy and mental health services. The doctors are volunteering their time so they are able to spend as much time necessary with patients. The clinic has an onsite DCF worker that is available to those that need assistance with Project Access or additional resources. Encouraged everyone to spread the word that the clinic is available to those without insurance as well as to doctors, nurses and the community about the volunteer opportunity. Councilman James Clendenin: There is plenty of food to eat at Wine Fest. If you do not drink you can attend to eat. DAB Dave Robbins: What level of care does the clinic offer? Jodi Guillemette: Early Detection Works and Project Access is available to those that need it. Free lab work and pharmacy services are available. Councilman James Clendenin: Stated that he would set up a tour for DAB members to tour the Guadalupe facility. Jodi Guillemette: The facility does have meeting space, if DAB III wanted to host a meeting there. DAB Emily “Emy” Winterhalter: Does the clinic see a lot of children? Jodi Guillemette: No, the clinic only sees patients 18 years or older. Most children have the option of getting a medical card. 3 District III Advisory Board Minutes for November 2, 2016 Updates/Issues/Reports Councilman James Clendenin, Stated that the Hyatt was sold. Two Tuesdays ago there was a conversation about the proceeds of the Hyatt. 10 million will go to neighborhood streets. DAB Paul Davis: Can you discuss the Lawrence-Dumont project? Councilman James Clendenin: Expansion of the Star bond district to encompass the Lawrence-Dumont Stadium which is the second oldest stadium in the United States. It is difficult to get citizens to attend games. Sales Tax Star Bond is Revenue (STAR) Bonds provide Kansas municipalities the opportunity to issue bonds to finance the development of major commercial, entertainment and tourism areas and to use the sales tax revenue generated by the development to pay off the bonds. Expansion of the star bond district to the Lawrence-Dumont Stadium will increase the chances of including a traveling baseball exhibit hall of fame. Pro teams would be attracted to come play. District III is closer to the action than any other part of town. Rebuilding downtown will improve the quality of life in district III. DAB Dave Robbins: Is the church included in the Star Bond district? Councilman James Clendenin: Yes, the church would likely be sold. The congregation is small and they want to sell.
