District III Advisory Board Minutes for June 6, 2017 District III Advisory Board Minutes June 6, 2017 www.wichita.gov The District III Advisory Board meeting was held at 6:30 p.m. at the WATER Center, 101 E. Pawnee, Wichita, KS 67211; Councilman James Clendenin, eleven District Advisory Board members, six City staff and one signed in members of the public were present. The agenda for the current meeting was approved. The minutes for May 3, 2017 were approved. STAFF REPORTS Fire Report Lieutenant Mike Avila: Reported that on May 8th there were two structure fires in District III. In the month of May there were four accidental, one unfounded, one arson at a house and one arson to a shed. Material on the Joyland property either caught fire or was set on fire. The materials were not extinguished the fire was continuously monitored by the Fire Department until it burned out. Councilman James Clendenin: The fire on the Joyland property burned out by itself. There was a 20 by 20 pile of junk that was burning. The Fire Department did a wonderful job by monitoring the fire. No Questions Police Report Officer David Inkelaar (beat 28): Stats for May were forty-three aggravated assaults, sixty-three auto larcenies, and one drive-by, and one homicide, forty-three larcenies to building, twenty-three non-residential burglaries and forty residential burglaries. In beat 27 there were reports of people breaking into vehicles at the YMCA. There was a fast food restaurant robbery. There is a person of interest. A special assignment was created to address the restaurant robberies. 1 District III Advisory Board Minutes for June 6, 2017 Councilman James Clendenin: Dillon’s and Wal-Mart thefts attribute to the larceny numbers. Officer Chris Robinson (beat 299: Communication has been established with stores near the 31st and Seneca area to help alleviate some larceny issues. South High students contributed to the increase in numbers for theft in that area. Emily “Emy” Winterhalter (DAB): Are most of the reports repeat offenders? Officer David Inkelaar: Usually it's a small number of people that usually go in groups to steal. Officer Chris Robinson (beat 299): The YMCA South branch has a late night program for kids from 8:30 p.m. till 11:30 p.m. each Saturday. There have been 175 to 450 children attend. Donation of non-perishable snacks would be greatly appreciated. The program keeps children off the streets and out of trouble. There is enough funding for three years to keep the program going. Roller City skating on 31st and Meridian's numbers are down by 50%. The first six weeks of the program there has not been one fight or disturbance. Bruce Gass (DAB): Is the late night program a pilot program? Are you anticipating expanding it to and become an ongoing event? Officer Chris Robinson: Yes, the goal is make this a continuous program. At this time funding is available for three years. Marco Alcocer (DAB): How would you like to receive the donations? Officer Chris Robinson: Contact Patrol South or take the donations to the South YMCA. Elena Ingle (DAB): What are the ages that can attend the late night event? Officer Chris Robinson: Ages are six to eighteen. Children from the Wichita Children’s Home and all over the City attend. A few children from the North side of town have attended. In the six weeks that the program has been active only one time a child required a ride home. Bruce Gass (DAB): How many staff are present? Officer Chris Robinson: There are four volunteer, four YMCA staff, and two WPD officers. One officer in uniform and one in street clothes. David Robbins (DAB): How are the children getting to the YMCA? Officer Chris Robinson: The children are walking or getting dropped off. David Robbins (DAB): How is this program funded? Are CDBG funds used? Councilman James Clendenin: FOP and the YMCA are funding the program. Cindy Miles (DAB): What kinds of snacks? Officer Chris Robinson: Healthy eating is encouraged (fruit/granola bars). Lonnie Wright (Public): Are the uniformed officers that work inside Dillions paid by WPD or Dillions? Officer Chris Robinson: Unaware Lonnie Wright (Public): What is the new law regarding smoking marijuana. 2 District III Advisory Board Minutes for June 6, 2017 Councilman James Clendenin: A ticket will be issued and a court appearance will be required. The new ordinance decreased the penalty $1000 from $2000. Paul Davis (DAB): Has the City updated their website? Councilman James Clendenin: Yes Officer Nick Long: Has been working at the Riverfest. Police beats 35 & 36 have vacancies. Interviews are being conducted next week to fill ten positions. Villa Boxing Club is now open and operating in Planeview. The PACK Camp started at Colvin Neighborhood Recreation Center. A special task force was created to address motel crimes/issues (auto larceny/arson). There have been sixty arrest. Emily “Emy” Winterhalter (DAB): How is Riverfest going? Officer David Inkelaar: The fence around the events has helped decrease issues. There have been seven arrest. Councilman James Clendenin: Four years ago there were three hundred arrest. The Riverfest is an extremely safe place to take your family for fun things to do. Gerald Henry (DAB): Will there be additional officers on bicycles patrolling? Officer Nick Long: Two officers are hired they are currently in training in Ohio. Along the Broadway corridor there will be an additional officer on a bicycle. Captain Mears purchased three new bicycles. Two are at the Riverfest and one is on Broadway. PUBLIC AGENDA Scheduled Items: NONE NEW BUSINESS Scheduled Items ZON2017-00022- Kathy Morgan, Principal Planner; Discussed a request for a City re-zoning request from MF-18 Multi-Family Residential to SF-5 Single-Family Residential. The location is generally located one-third mile north of East 63rd Street South on the west side of South Clifton ave. The 3.44 un-platted acres are owned by Cross Way Church. The applicant proposes to build a mix of duplex, triplex and four-plex residential units, subject to final platting. The Planning Staff is supporting the zone change. This re-zone falls within the Community Investment Plan. The adopted Wichita-Sedgwick County Comprehensive Plan, the Community Investments Plan, identifies the site as Wichita Urban Growth Area. The Plan encourages expansion and extension of municipal services and infrastructure. Determination of growth is based on municipal political considerations, anticipate population growth, and efficient patterns of growth. 3 District III Advisory Board Minutes for June 6, 2017 The site has access to a paved arterial street with 60-foot right-of-way with traffic in both directions. Six-inch water and sewer lines serve the property as required under the River Wood Addition preliminary plat. RECOMMENDATION: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED. Questions Councilman James Clendenin: Do they plan on building a church? Kathy Morgan: Two of the acres will be for the church campus, a multi-family congregation development daycare as well as a church education facility. Paul Davis (DAB): Will there be off street parking? Kathy Morgan: Unsure Elena Ingle (DAB): Will the smell from the sewer plant be an issue? Can the people be notified? Kathy Morgan: The Church owns the property so they are well aware of the odor from the sewer plant. Councilman James Clendenin: Up-grades are being performed at the sewer plant. The plan is to decrease the smell. Bruce Bass Motioned to approve the recommendations. David Robbins second. Motion carried 10-0 (Cindy Miles sustained from voting) PUBLIC AGENDA Off-agenda items None Updates/Issues/Reports Councilman James Clendenin: There are a few plans for the use of the Hyatt money. At this time I am not ready to release all the details but it is being tailored to help address all the neighborhood issue. Councilman James Clendenin: Encouraged everyone to attend the Riverfest.
