District III Advisory Board Minutes for August 2, 2017 District III Advisory Board Minutes August 2, 2017 www.wichita.gov The District III Advisory Board meeting was held at 6:30 p.m. at the WATER Center, 101 E. Pawnee, Wichita, KS 67211; Councilman James Clendenin, ten District Advisory Board members, six City staff and three signed in members of the public were present. The agenda for the current meeting was approved. The minutes for May 3, 2017 were approved. STAFF REPORTS Fire Report No WFD-Per Councilman James Clendenin’s request. Police Report No WPD Report-Per Councilman James Clendenin’s request. PUBLIC AGENDA Scheduled Items: April Hazen- First File-Medical Files, provided an overview of First File-Medical Files. First File-Medical Files is an envelope that one can store a current photo as well as their medical history in. The folder can be placed on the refrigerator and in the event of an emergency the emergency crews can refer to the folder for medical history. The folders are also helpful during an Amber or Silver alert. Information to store in the Medical File: 1. Do not resuscitate information-no CPR 2. List of current medications 3. Any pertinent information that emergency crews wouldn’t know by visually looking at an unconscious patient Currently Anderson and McPherson County’s first responders/Police/Fire are being trained to check for First Files. Anderson County will be the first to roll out the project. The program is anticipated to go live in October. First File has one sponsor and is currently seeking additional sponsors. File of Life is similar to First File however; File of Life is a smaller envelope which makes it difficult to place information and medical forms in the file. The File of Life files may be difficult to locate. If one is using File of Life there is no requirement to change to File First. Each person can select the file that works best for them. QUESTIONS 1. Paul Davis (DAB) - What is the cost per unit? April Hazen-$2.00 2. Elena Ingle (DAB) - File of Life is small. April Hazen-File First gained input from first responders and together the decision was made to make the folders bigger. 3. Councilman James Clendenin- This is an added non-profit organization. First File is not replacing File of Life. This is just an additional product. 4. David Robbins (DAB)-Where can one purchase a File First envelope? April Hazen- Sandpiper Bay, Police and Fire Stations. In the future there will be office space for a First File Representative as well. 5. Paul Davis (DAB) - Is there a monthly charge or fee for the consumer? April Hazen- No, there is not a charge for the consumer. AARP-Magda Garrett MSW-Project Coordinator, provided a brief overview of the AARP program. Magda is stationed out of Atwart Neighborhood Resource Center. Currently recruiting volunteers to become a part of the focus group project. Volunteers do not have to be 50 years of age or older and they do not have to be an AARP member. The role would be to help finalize the groups or plans to find needs. Currently there is a need for roughly 8-10 volunteers. There will be a meeting held on August 17, 2017 from 1:30pm-2:30pm and 2:30pm to 3:30pm.The trainer will be an AARP representative from Washington. QUESTIONS NONE NEW BUSINESS Scheduled Items Greg Olmer- Recreation Superintendent, provided an overview of the Aquatics Design Plan. In 2011 there were several conversations at DAB’s regarding the Aquatics Design Plan. On Feb 21, 2017 information regarding closing of several pools was released. There is a CIP project that 2 District III Advisory Board Minutes for August 2, 2017 allocated 18 million. Provided DAB members with theme sheets to complete. The Design is estimated to be completed January of 2018. Brian Hill-Manager of O.J. Watson Park- The pools will be reduced to three City of Wichita pools. The closest two to District III are Aley and College Hill remain open. Aley will be renovated. Linwood and Boston will become Water Playgrounds. The Water Playgrounds are open longer throughout the year (May to Oct). The pools were only open three months out the year (May to Aug). The Water Play grounds will be interactive. The technology and capability are amazing. There is an application that can be added which allows individuals to take control of the equipment (5 mins). Concession stands will be added. Music will be played. Water Playgrounds are very popular across the Country. Citizens will be able to vote on the themes they would like for their area of town. Potential Themes: 1. Country 2. Wichita Flag-City design 3. Air Industries-Air Capitol 4. Sports 5. Shocker-Local Sports Teams Councilman James Clendenin- At this point O.J. Watson Park does not have a Water Playground or equipment. This is the beginning of the Aquatics Design Plan. The closing pools where lightly utilized and unsustainable. Please write your ideas foe the pools on the bottom of your theme rank sheet. Over the past few years there have been several conversation regarding the pools. Citizen input was requested on how the City of Wichita could make the pool sustainable. Questions 1. Bruce Gass (DAB) - Will Company’s sponsor the Water Playgrounds? Brian Hill-There is a sponsor as well as the City Manager. 2. Paul Davis (DAB)-The Water Playgrounds will cut back on staffing cost because there are no required Life Guards. Brain Hill- the Water Playgrounds will not require staffing. Public Works does go out and check on the Playgrounds twice a day. 3. David Robbins (DAB) - What is the attendance like at the pools? Brian Hill- Some of the attendance numbers are up and some of the attendance numbers are down. 8 pools will remain open through 2019. Harvest, Aley, and College Hills attendance numbers are up. Five pools close Sunday for the season. Mc Adams is the only pool that is closed and not reopening for next season. 4. Elena Ingle (DAB) - Do you think some of the numbers are down due to citizens thinking the pools had already closed? Brain Hill- Yes, this could be the reason for lower attendance numbers at some pools. 5. David Robbins (DAB) - There are 289 licensed pools in the City of Wichita (YMCA, HOA, Apartments, Hotels and Rock Wood). HOA’s are on a rise. Paul Davis (DAB) - Are these pools open to the public? Brain Hill-No, many require a membership. Memberships are on a rise. 6. David Robbins (DAB) - Are the private pools inspected by the City of Wichita? Brian Hill- The County (SG Health Department) does inspect the pools. 3 District III Advisory Board Minutes for August 2, 2017 7. W.A. Stofer (Public)-Does the water quality at the Water Playgrounds have to meet the same regulations as the City pools? Brain Hill- Yes, the Water Playgrounds have to have the very same water quality. 8. W.A. Stofer (Public)-How will you determine if the Water Playgrounds are a success? Brian Hill-Some of the Water Playgrounds have a sensor which tracks the amount of people utilizing the Playgrounds. Buffalo and Osage Water Playgrounds are extremely busy. 9. Councilman James Clendenin- Several have mentioned that the Water Playgrounds do not teach children to swim. The City of Wichita has created a voucher program that allows children to attend the 6 YMCA Branches as well as the 8 public pools. The program has been operational for 2 weeks and citizens are utilizing the vouchers. 10. Ron Tracy (DAB) - How many vouchers where provided? Brian Hill-1000. Cindy Miles (DAB)-How many of the vouchers have been collected to date? Brain Hill-The numbers are not available to date. 11. David Robbins (DAB)-What will the hours of operation be (10am to dark)? Brain Hill- Buffalo Park is open until dark. With the new Playgrounds lights will be added for later play time. 12. Ron Tracy (DAB) - Who oversees the children playing at the Water Playgrounds? Kids tend to run while playing and have a risk of falling down and getting hurt. Brian Hill- No one other than their parents or an adult that brought them to the playground. There are signs posted with the rules. 13. Marco Alcocer (DAB)-Will City Staff be present at the Water Playgrounds? Brain Hill-No City Staff will be present on the playground. 14. Emily “Emy” Winterhalter (Youth DAB Member)-The cement gets very hot. Will trees be planted or shading be added to help keep the cement cool? Brian Hill-The new designs will be focused on safety as well as fun. Comments 1. Bruce Gass (DAB)-Loves the Water Playgrounds. The play grounds have a zero drowning risk. 2. Richard Hill (Public)-The pools closed to early and the Water Playgrounds are always open. The Water Playgrounds are a lot of fun. 3. Councilman James Clendenin-Planeview is scheduled to get a Water Playground. This will be a big help because many of the homes do not have air conditioners. Adults will utilized the Water Playgrounds too. Please go by Osage if you have not seen or been to a Water Playground. Osage is also very busy with children as well as adults. RECOMMENDATION: Provide comments/take appropriate action. PUBLIC AGENDA Off-agenda items Brain Hill Watson Park Manager-The number of attendees at Watson Park are great. The O.J. Master Plan is flowing well. The new A.D.A fishing docks opened, the yellow brick road is getting repaired and the trash carts have been added. The bigger projects include an indoor shelter, Kayaking, Wicked Island and in September 200 trees will be planted along the fence line. Questions 4 District III Advisory Board Minutes for August 2, 2017 1. Ron Tracy (DAB)-are there plans for Lawrence Road to be repaired? Brian Hill-There are no plans to repair the road as of yet. There is a new entrance off Osage. Councilman James Clendenin-Did a ride along with WPD (Beat 23) Washington to Broadway and Kellogg to Pawnee a few weeks ago. Observed a drug traffic stop. The K-9 unit and Chief Ramsay showed up to help the on scene officers. There were areas that were very dark. Working with Westar to get lighting added. Anyone can do a ride along with the WPD. During the ride along it was observed that Old Town does consume additional resources as well as the 6 WPD on the Broadway Corridor. There were several false alarm calls on residential as well as businesses. There is a false alarm ordinance which states the first false alarm is free and everyone after a fee is charged for the Officers time. District III Hyatt Funds-Projects/Program 1. Neighborhood Grant Program-No ongoing projects-Application process-Neighborhood Association-Individual for Neighborhood-$500,000 2. Villa Boxing in Planeview-Volunteers time to teach children to box-Ensures education is a “C” or above-Tutors-Sent a child to college with a scholarship- $10,000 3. Blight Project-New Proactive Inspector-Warrant Officer-1 year contract-Address Blight one block at a time-$150,000 4. Remaining funds will be saved Questions 1. W.A. Stofer (Public)-Is the grant program open outside neighborhoods? Councilman James Clendenin-Yes, as long as they live in District III. The grant program cannot be used for individual home improvement projects. Other Districts Hyatt Funds-Project/Programs 1. District II-Building a Hanger for DOC 2. District V-Nothing decided to date 3. District IV-Pawnee Perry Park 4. District I-Dunbar Theater-Urban League-Repayable Grant/Loan 5.
