The District 3 Advisory Board meeting was held at 6:30 p.m. via the virtual platform Zoom and live-
streamed on the District 3 Facebook page. Council Member James Clendenin and seven DAB members
were present (note: there are two vacancies on the board). There were also eight City staff, two
presenters, and 14 members of the public in attendance. The current agenda and minutes from
September 2, 2020 were approved.

Acting Battalion Chief Michael Crosby shared monthly District 3 fire statistics and briefed the group on
significant fire incidents in the city. He reminded everyone to change or check their smoke alarm batteries
when they change their clocks next month.
2. Wichita Police Department
Officer Seth Creighton provided information about community policing and gave monthly updates on
District 3 crime trends and statistics for WPD’s South Bureau. He shared WPD continues to work on
special traffic assignments and recently conducted two at the intersections of Pawnee & Seneca and 47th
Street & Broadway. He shared that officers focused on providing education rather than writing tickets
during these traffic assignments and said the feedback was positive.
Officer Alli Larison talked about the importance of reporting crimes and told the group about WPD’s
Trunk or Treat event scheduled for October 30 at Clapp Park. She also responded to a DAB request for
information about a recent drive-by shooting that occurred at the QuikTrip at Harry and Oliver.

5. Clapp Park Master Plan
Park & Recreation Director Troy Houtman and PJ Novick and Hank Moyers with Confluence
presented information on the Clapp Park Master Plan. They gave an overview of the master planning
process, shared the proposed design, and answered questions and collected feedback from the DAB and
public.
Houtman informed the group that the plan will soon be presented to the Bicycle and Pedestrian Advisory
Board and the Board of Park Commissioners. City Council will vote to adopt the final plan in early 2021.
DAB and members of the public were mostly supportive of the proposed plan and satisfied with
community engagement efforts. The questions and comments related to the topics of most interest are
summarized below:

Flooding/drainage improvements
o There was a consensus from the group that the plan should incorporate measures to
improve flooding/drainage issues impacting the surrounding neighborhoods
o There was a request for a map of the park with flooding/drainage overlays (e.g. FEMA
flood zones)
Parking
o Some felt as though parking considerations were sufficient, others felt there needs to be
more parking, others felt there was too much concrete in the plan (no clear consensus)
o Numerous residents expressed a desire to see the City partner with USD 259 to increase
parking near Griffith Elementary to improve traffic congestion on South Bluff Street and
East Skinner Street
Bicycle and pedestrian accessibility and safety
o The plan should consider paving or creating trails of the direct paths people most
frequently take through the park
o The plan should have numerous bicycle racks
o The plan should ensure there are many access points into the park for bicyclists and
pedestrians
o The plan should address bicycle and pedestrian safety concerns related to traffic
The plan is a great opportunity for a Safe Routes to School project
The City should coordinate with their Traffic Engineer to identify safety concerns
and gain a better understanding of the use of existing paths and flow of traffic
throughout the park
Will there be crosswalks added to streets such as Harry or Oliver?
Will the bicycle and walking paths be separated from the internal park
boulevards?
Disc golf
o There is strong support for disc golf and the group was satisfied with waiting for a final
footprint of the park prior to working with local disc golf groups to develop the specific
disc golf course
Community garden
o There is some interest in starting a community garden and the group was satisfied with
knowing a garden can be easily added into the footprint should there be enough support
for it at a later time
o Placing the garden near the maintenance shed to the northeast of Griffith Elementary
makes sense as there is a water source and it would be easily accessible to the school to
utilize as a teaching instrument
Action Taken: Motion made by Jared Curello to receive, approve, and file the master plan as discussed.
Motion seconded by Michael Loop. Motion to PASSED 7-0-0.

Richard Ruth shared there are four upcoming alley cleanups in District 3. Information about the cleanups
and requests for volunteers will be posted in the District 3 newsletter. He also reported he knows of seven
District 3 residents needing assistance with fixing up their properties. He said he is posting these
opportunities to assist neighbors on social media. He hopes neighborhood associations will organize to
help neighbors in need. He also shared thoughts on changing local ordinances to allow people to share
produce they grow. CM Clendenin informed the group the City is getting close to finalizing the Food
Systems Master Plan which will address ordinance changes to make the local growing and selling of food
easier.
The group also discussed some neighborhood nuisance issues, and specific situations were referred to
Maddy Campbell.

4. Community Policing Overview
Community Policing officers from the Wichita Police Department’s South Bureau will provide information
about community policing and will field questions from the DAB and public. Officers will also use this time
to provide the routine WPD staff report which covers District 3 crime trends and statistics, special
assignments, department updates, and relevant safety topics.
Recommended Action: Receive and file.
5. Clapp Park Master Plan
Park & Recreation Director Troy Houtman and PJ Novick and Hank Moyers with Confluence will
present a Clapp Park Master Plan update.
On August 13, 2020, Council Member James Clendenin, Park & Recreation Director Troy Houtman, and
the Clapp Park Design Team (led by Confluence) facilitated a Facebook Live Town Hall Forum to receive

comments on three conceptual directions for the Clapp Park Master Plan redevelopment. Participation in
the virtual event was strong with several hundred weighing in throughout the meeting, and to date, the
video has over 3,000 views. The concepts included the “Great Lawn”, a central green space focused
concept, the “Promenade” focused central gathering area with large overhead shade structure, and the
“Prairie Edge” concept which included a larger prairie restoration area off of Harry and running along the
western boundary of the site.
Following compilation of the results, it was noted that the “Promenade” and “Prairie Edge” concepts were
preferred by participants to combine elements from each into the preferred master plan concept.
Additional comments received included providing more bike infrastructure, minimizing pavement, and
preserving as much green and open space as possible. Comments were tallied and reviewed with the
Park & Recreation Department noting preferences and discussing impact to the overall plan.
The refined master plan “Promenade At The Prairie’s Edge” responds to the public comments to minimize
pavement and preserve as much green as possible keeping the park divided into a north and south half
for activity. The public activity is focused to the north/central part of the park to provide a comfortab le
buffer to surrounding residents and allow for higher visibility from Harry and Oliver. A native vegetation
buffer was incorporated along the western edge of the park to ensure privacy to adjacent residents. The
boulevard road system serves visitors with access to all areas of the park and parking lot areas interior of
the park. Within the active node, a bistro with outdoor seating, lawn and covered plaza spaces for
gathering, a year round event pavilion/farmers market, and sculptural “Aviation Hill” have all been
provided to accommodate for longer park visits and gatherings.
Along the creek within the existing park, the public has expressed concerns with the amount of trash
littering near the edges and concerns of erosion and flooding. To combat the issue of trash, a forebay
with trash collection is being proposed at the entry point of the creek into the park. Additionally, to
alleviate some of the downstream flooding, a series of three ponds are being incorporated offline of the
creek channel to mitigate flooding events. In addition to the mitigation aspects the ponds provide,
recreational experiences will be incorporated including opportunities for fishing, creek side pavilions, and
access to the edges for relaxation.
Three additional “nodes” along the southern edge of the park provide access to a children’s play area,
courts and disc golf area and neighborhood dog park, playground and shelter. Within the children’s play
area, a destination adventure playground, splash pad, hammock grove, and cornhole area are served
with shelter and restrooms. The court area includes a shelter and restrooms, four half-court basketball,
four pickleball courts, pump track, and full disc golf course. The pump track and open space trails
incorporated throughout the park are being provided to address public comment for additional bike
infrastructure. Along the South Bluff Street edge, a small parking lot serves as neighborhood access for a
neighborhood scale small and large dog park area. Utilizing the three nodes within the southern edge of
the park preserves the majority of space for open space and pathways addressing citizen request to
preserve the trees, open space and passive nature of this edge.
The Clapp Park Master Plan will continue to be developed in the upcoming months to include details on
support structures within the park and an overall aesthetic language tying elements together. The further
development of the structures will be incorporated into a site model to generate perspectives. Business
models, estimates of probable costs, and phasing plans will also be developed and incorporated into a
master plan document. The Clapp Park Master Plan document will be shared with the community in a
public meeting prior to completion and document acceptance.
