District 3 Advisory Board Special Council Vacancy Meeting Minutes Wednesday, February 9, 2021 • 6 p.m. City Hall • 1st Floor Board Room • 455 N. Main, Wichita, KS 67202. The meeting was broadcast on the City’s YouTube page for public viewing. There were seven DAB members present (note: there are two vacancies on the board and two DAB members attended the meeting as candidates). There were also four City staff in attendance. The current agenda was approved. District 3 Council Vacancy Candidate Interviews Maddy Campbell, District 3 Community Services Representative reviewed the interview process with DAB members. DAB members proposed including an additional four questions. Action Taken: Motion made by Daisy Olivar and seconded by Michael Loop to add all four proposed additional questions. Motion PASSED 7-0-0. DAB 3 • February 9 2021 • Minutes • Page 1 DAB then conducted interviews for the following nine candidates:  Nicholas Blasi  Mary Dean  Virgil H. Miller Jr.  Jason Carmichael  Michael Hoheisel  Joseph Shepard  Jared Cerullo  Cindy Miles  George Theoharis The nine candidates were interviewed in alphabetical order (by last name). The other candidates were in a separate room while each candidate was being interviewed. The interview questions were not shared ahead of the meeting, and the candidates were not privy to the interview questions ahead of their turn. DAB members asked each candidate the same 11 questions, and candidates had a maximum of three minutes to answer each question. DAB members did not vary from the listed questions, and candidates were not permitted to address the DAB beyond responding to each question. This ensured that all candidates were treated fairly and that the interviews were completed in a timely fashion. At the conclusion of the interviews, DAB members read their total scores for each candidate aloud to be tallied live. DAB was provided with a total score and ranking for each candidate to inform their discussion and guide their decision-making process. DAB held a discussion and motioned to advance five candidates to City Council for consideration. Action Taken: Motion made by Ron Tracy and seconded by Michael Loop to advance the top five scoring candidates to City Council for consideration:  Jared Cerullo  Cindy Miles  Virgil H. Miller Jr.  Joseph Shepard  George Theoharis Next Steps: 1. Contact information for City Council members was provided to the DAB and to the public, so they can express their feelings regarding the candidates. 2. The City Council will conduct one-on-one interviews with the candidates February 10-19, 2021. 3. The City Council will vote on the replacement during the March 2, 2021 regular City Council meeting. 4.
