Pawnee, Wichita, KS 67211. DAB members, staff/presenters, and residents also had the option to participate virtually via the platform Zoom, and the meeting was live-streamed on the District 3 Facebook page. Council Member Jared Cerullo and six DAB members, six City staff, and zero members of the public were in attendance. The current agenda and minutes from August 4, 2021 were approved. Wichita Police Department DAB 3 • Sept. 1, 2021 • Minutes • Page 1 Community Policing Officers shared district and city-wide statistics and crime trends and department updates. Staff also discussed relevant public safety topics and answered questions from the DAB and public. Officer Brian Shelton, Patrol East shared the following:  WPD has three serial thieves in custody.  WPD has a serial car thief in custody.  Patrol East is partnering with Park & Recreation to host a Halloween event at Clapp Park in October. It will be a large event. More information will be published in the upcoming weeks.  East side crime statistics are down. Lt. Krys Henderson, Patrol East shared the following:  Crime in for Patrol East is lower compared to the other bureaus.  Catalytic converter thefts and larceny to autos continues to be a problem city-wide.  Recently undertook a project to address catalytic converter thefts.  WPD is working to address street racing and recently held an event to give people a legal opportunity to race police officers. Officer Travis Pepperd, Patrol South shared the following:  Patrol South will get two new CP officers next week and will be fully staffed.  New recruits are due to graduate academy in December.  The drag racing community event was a success. Officer Metcalf from Patrol South was involved in the event. There were over 220 cars in attendance.  The Triple Beam program is successful. There were 27 arrests and 18 felonies recently. A significant amount of drugs and guns were seized.  Patrol South is doing a special project to address burglaries. They are hoping to target serial burglars. 2. Wichita Fire Department Staff provided monthly district statistics, shared information on seasonal fire and public safety topics, and answered questions from the DAB and public. Battalion Chief Scott Kleinschmidt shared the following information:  Last month in District 3, there were 15 fire alarms, 568 medical runs, and 69 calls for service.  Out of the 15 fire alarms, there were four significant fires investigated. 3. Wichita Public Library The following written report covering department updates with a focus on the services, programs, and events at District 3’s Walters Branch Library was provided: The Children’s Learning Garden at the Advanced Learning Library is nearing completion. This space is funded by a gift from Spirit Aerosystems through the Wichita Public Library Foundation. The interactive playground will feature several different play stations that relate to STEAM education (science, technology, engineering, art and mathematics). The garden is located on the south side of the Advanced Learning Library attached to the Children’s Pavilion. Follow along on social media for more information. Story times are back this fall! For health and safety reasons, we are hosting our story times outdoors in the cool fall Kansas weather, weather permitting. We have several story time series scheduled at different locations. Visit www.wichitalibrary.org/events to learn more. Learning Circles are lightly facilitated study groups for learners who want to take online courses together. These classes meet once a week for multiple weeks (usually 4-6 weeks). They are free courses with DAB 3 • Sept. 1, 2021 • Minutes • Page 2 materials and curriculum compiled from experts of the topic of the course. The Library will hold several Learning Circles this fall. Each year in September, ISSN hosts Welcome Week, a week dedicated to introducing new residents to Wichita and its services. The Library is a longstanding partner. These welcome packets will be made available for new residents, and Library staff is working on a short introductory video to be played at this year’s virtual Welcome Week event this month. The District Advisory Board for District 3 is invited to the ribbon cutting for the Dr. Ronald W. Walters Branch Library on Saturday, September 18, 11 a.m. at the branch, located at 4195 E. Harry St. Members of the Walters family, including Dr. Walters’ widow, will be here to celebrate the new library location. There will be remarks outside before guests are welcome inside the location for self-guided tours and to learn more about library operations. Updates, Issues, and Reports Michael Loop shared he has heard resident concerns regarding commercialization of Clapp Park. CM Cerullo shared there may be limited park-related development at Clapp Park. Jessica Lucas inquired about the status of the master plan implementation. CM Cerullo shared $9 million is budgeted over the next decade to undertake initial phases of implementation. He stated he plans to pursue private funding to help implement parts of the plan. He reminded the group that Watson Park improvements and development have been slow and have occurred over many years. Daisy Olivar shared some concerns about contractors not re-sodding areas once their work is done. Michael Loop shared a concern about street maintenance work leaving roads in rough shape. CM Cerullo shared that DAB is invited to attend the Walters Branch Library ribbon-cutting ceremony on September 18. Richard Ruth informed the DAB that he and another individual started a group called “Friends of Clapp Park.” They will be holding a park cleanup on September 25 and are working to keep the park in good condition. There is also a Friends of Clapp Park Facebook page which will share information about the park.
