District IV Advisory Board Meeting Minutes April 2, 2012 www.wichita.gov The District IV Advisory Board Meeting was held at the 6:30 p.m. at the Lionel Alford Branch Library, 3447 S Meridian. Six (6) DAB members, four (4) staff and no (0) citizens were present. Members Present Staff Present Councilmember O’Donnell II Kelli Geier, City Manager’s Office Nancy Wilhite Jess McNeely, Planning June Bailey 1 fire staff Jerry Warren 1 police staff Craig Gabel Josh Blick Bruce Werth Order of Business Call To Order Councilmember O’Donnell II called the meeting to order at 6:31 p.m. The April 2, 2012 agenda was approved as submitted. (Bailey/Wilhite: 6-0) The March 5, 2012 meeting minutes were approved as submitted. (Blick/Bailey: 6-0) PUBLIC AGENDA The public agenda allows members of the public to present issues not on the agenda to the District Advisory Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items No items were submitted. 2. Off-Agenda Items No items were submitted. STAFF PRESENTATIONS Public Safety Reports 3. Community Police Report Police staff reported the following: There have been car break-ins at an apartment complex on the west side of town and there is a special assignment being conducted to prevent further instances. Still monitoring the storage units and Kellogg and Tyler due to break-ins. They have slowed down, but are still occurring. Have not stopped cars for not stopping for school buses on south Maize Road since February 16. Blick commented that he knew the police beat bureau and beat boundaries have changed and asked what the new east boundary is for Patrol West? The officer responded that the boundary does not go south of K-42, but is different in different areas of the bureau. Blick also mentioned that there were break-ins at the West YMCA and he has contacted staff. Action Taken: Received and filed. 4. Fire Report There were five fires in district IV in the month of February and two of those are under investigation as possible arson. Most of these fires were contained early. Over the past month there has been an increase in medical calls for dehydration due to the increased heat and people becoming increasingly busy. Action Taken: Received and filed. NEW BUSINESS 5. ZON2012-00010 Jess McNeely, Planning, presented this zone change request from LC Limited Commercial to General Commercial for a Tattoo and Piercing Facility; located west of South Seneca Street and north of Walker Avenue (1227/29 S. Seneca St.) Staff was present and answered Board questions regarding the request. Staff response in italics. • How many parking spaces are there for this building? There are twelve spaces currently, but they will be required to add three more spaces with this request to comply with City Code. • Will the existing building and restaurant be used for the new use? Yes the building is leased and the restaurant will still remain there. • Why does it have to be rezoned “GC”? At some point when tattoo parlors became a designated zoning category they were not highly desired by some, so it was made more difficult to establish them by imposing stricter zoning requirements. • What is the process to get a property dezoned? The property owner would have to request that. • Did the BZA approve it? Yes Action Taken: (Sauceda/Warren) moved that the zoning request be approved with the five recommendations of the MAPC. Motion passed 5-1. (Gabel) OLD BUSINESS No items were submitted. BOARD AGENDA Board Updates and Issues Gabel is helping to revitalize neighborhood properties, so if you know of anyone who needs assistance please let him know. Wilhite stated that Earthfest Day is April 21 at the WATER Center. It will be a day where citizens can bring and take, exchanging useful stuff. Sauceda announced that State Representative Ponka-We Victors is having a community resource fair April 21 at Evergreen Recreation Center from 10:00 am until 1:00 pm. Blick said that the Southwest Neighborhood Association cleanup March 24 went great. They filled five packers and two skids. Adjournment With no further business, the meeting adjourned at 7:15 p.m.
