District IV Advisory Board Meeting Minutes August 6, 2012 www.wichita.gov The District IV Advisory Board Meeting was held at the 6:30 p.m. at the Lionel Alford Branch Library, 3447 S Meridian. Ten (10) DAB members, five (5) staff and five (5) citizens were present. Members Present Staff Present Councilmember O’Donnell II Kelli Geier, City Manager’s Office Nancy Wilhite Bill Longnecker, Planning June Bailey 1 fire staff Jerry Warren 2 police staff Michael Ackerman, Jr. Don Richter Josh Blick Bruce Werth Jerry Warren Matt Goolsby John Whitmer Order of Business Call To Order Councilmember O’Donnell II called the meeting to order at 6:31 p.m. The August 6, 2012 agenda was approved as submitted. (Richter/Sauceda:10-0) The May 7, 2012 and June 4, 2012 meeting minutes were approved as submitted. There was no July meeting. (Whitmer/Werth: 10-0) PUBLIC AGENDA The public agenda allows members of the public to present issues not on the agenda to the District Advisory Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled Items No items were submitted. 2. Off-Agenda Items No items were submitted. STAFF PRESENTATIONS Public Safety Reports 3. Community Police Report Police staff reported the following: Crime June 2012 July 2012 Forgeries 2 2 Auto Thefts 21 DUI 1 0 Burglaries 66 47 Vandalism 13 13 Appreciate all of the citizens reporting kids and animals left unattended in cars in the hot weather Mr. Richter asked if the reason why burglaries were down is because they caught the suspects. The officers stated that a few suspects have been caught in the burglaries north of Kellogg and at 21st and Tyler. Mr. Whitmer asked for an update on garage breakins in Riverside north of Kellogg. Officer McHenry stated that he would check into it and let the Board know what he finds. Bailey commended the Police Department for what it posts on its facebook page to keep citizen informed and alert. Action Taken: Received and filed. 4. Fire Report Fire staff reported the following: For the month April o responded to 154 total incidences o 511 EMS/rescue response calls o 130 service alarms Reminded everyone to stay hydrated in this heat. Mr. Blick inquired about a neighbor on the 1900 block of Everett not receiving quicker care due to confusion over there address. Staff responded that it often depends how the call is reported and what information is given. Action Taken: Received and filed. NEW BUSINESS 5. Lights on the River Brian Nelson, River City WRAPS, 748 S Fountain, presented to the Board, “Lights on the River” which is a free family-friendly event presented by RiverCity WRAPS (Watershed Restoration Assessment Planning Strategy) that highlights Wichita’s best natural asset each holiday season – the Arkansas River. The annual river parade will feature a variety of boats decorated from bow to stern with festive holiday lights. The event will be held the first Tuesday in December and will start at Gander Mountain and end at the Keeper of the Plains. There is a $35 entry fee and you may sponsor a boat without actually having one. They are looking for volunteers for the event and the public will vote for their favorite entry (even by smart phone.) Mr. Blick asked if this included all sizes of boats? Mr. Nelson responded that yes all sizes of boats would be allowed to participate in the event. Mr. Blick also asked what will happen if the water freezes? Mr. Nelson stated that they are letting water back into the river in November and everything should be completed by then. Mr. Whitmer asked if there would be motorized boats at this event? Mr. Nelson stated that there would be motorized boats. Mr. Whitmer also asked how long the event was expected to last? Mr. Nelson replied about an hour or hour and a half. Mr. Goolsby asked if there would be a limit on the number of boats allowed to enter this event, due to capacity and time concerns? Mr. Nelson there are is no limit on the number of entries that will be accepted at this time. Action Taken: Received and filed. 6. ZON2012 00018 Bill Longnecker, Planning, presented this request for zone change from LC Limited Commercial (“LC”) and B Multi-family Residential (“B”) and D-O Delano Neighborhood Overlay District (“D-O”) to GC General Commercial (“GC”) at the southeast corner of Maple and Sycamore (505 West Maple) for a “Recreation and Entertainment, Indoor,” and “Auditorium or Stadium.” Mr. Warren asked if this property was deeded to the City of Wichita or the Park Board. Mr. Longnecker stated he believed that it is deeded to the City of Wichita. Mr. Blick asked if this would go before the Park Board? Mr. Longnecker stated that this request has already been approved by the Metropolitan Area Planning Commission and will go before the City Council Tuesday, August 14. Action Taken: Warren(Bailey) moved to approve the zone request. Motion passed 10-0. OLD BUSINESS 7. No items were submitted. BOARD AGENDA 8. Board Updates and Issues Blick announced that Southwest Neighborhood Association will be partnering with KETCH to provide services at the Osage Recreation Center and this goes before City Council next month. It was announced that Pure Entertainment is cooperating with City staff and only operating outside the City of Wichita 9. Adjournment With no further business, the meeting adjourned at 7:04 p.m.
