The District IV Advisory Board Meeting was held at the 6:30 p.m. at the Lionel Alford Branch
Library, 3447 S Meridian. Eight (8) DAB members, seven (7) staff and eleven (11) citizens.

District Advisory Board. Each presentation is limited to five minutes unless extended by the
Board.

Public Safety Reports
3. Community Police Report
Police staff reported the following:
Increase in non-residential burglaries in the 13 beat off of the alley and they have
suspects.
Increase in larcenies at the motels and retail shops on West Kellogg, but have added 4
additional officers to patrol the area and larcenies have now decreased 23%
Fraud decreased 53%
Vandalism decreased 26%
DUI increased 22%
Forgeries increased 42%
Action Taken: Received and filed.
4. Fire Report
Fire staff reported the following:
Last month there were 14 fires - 5 accidental fires and 3 incendiary fire and the other
6 are unknown - $800,000 total loss
15 new fire recruits graduated September 28.
Bailey stated that 14 fires is high for a month and asked how this compared to last
year’s figures. Staff stated that they did not have that information with them, but it
may be a citywide statistic.

NEW BUSINESS
5. Bicycle Master Plan
Dave Barber, Planning, and Brian Coon, Traffic Engineering, presented the DRAFT City
of Wichita Bicycle Master (Plan), a 10 year guide for the provision of bicycle infrastructure,
policies, and programs in both the City of Wichita (City) and the Wichita 2030 Urban
Growth Area. Over the last year, the planning Steering Committee has worked closely with
the Plan Technical Advisory Committee and the community at-large to create a plan that
meets the needs of our community. More than 4,000 individuals provided input for the Plan
by completing surveys, serving on committees, volunteering for community events,
participating in community meetings, and attending open house events. The Plan includes
goals, objectives, actions, priorities, and performance measures along with a Priority
Bikeway Network map of more than 150 miles of recommended new bicycle facilities.
The Plan includes the following three goals.
• Goal 1: Increase the amount of bicycling in Wichita
• Goal 2: Improve the safety of bicyclists in Wichita
• Goal 3: Foster and promote a culture where bicycling is a viable and acceptable form of
transportation.
The recommended Bicycle Network includes more than 814 miles of future bicycle facilities.
The Steering Committee identified the priority facilities to accomplish in the next 10 years as the
Priority Network (approximately 150 miles). In addition, the Plan identifies the following top 10
on-street and sidepath facilities; and the top off-street shared-use path facility.

The Plan recommends utilizing existing funding to develop the recommended Priority Network
over 10 years. The adopted City of Wichita 2011-2020 Capital Improvement Program (CIP)
includes the Bicycle Enhancement line item, which could be utilized to fund the infrastructure
improvements. This line item is contained within the Arterials section of the CIP and includes
$500,000 every other year. In the past, the Bicycle Enhancements line item has been used to
provide the local match for City of Wichita Transportation Enhancement funding applications to
KDOT, and has been used to develop the majority of Wichita’s existing path network. The Plan
recommends that this funding would continue to be utilized to leverage federal grant funding (i.e.
STP, CMAQ, Transportation Alternatives, etc.) which generally allow up to 80% federal match.
If federal funds are leveraged, then there is the potential for $12.5 million over 10 years to
implement the Plan.
Based on the current CIP, the City of Wichita will utilize funding from a variety of sources
(local, State, Federal, and others) to make approximately $910 million of improvements to roads,
bridges, and freeways. If the level of investments continues at the same level for the 10 year life
of the Plan 2012-2022, then an investment of $12.5 million ($2.5 million local and $10 million
Federal) in bicycle infrastructure would constitute a little more than 1 percent of the $910 million
investments in roads, bridges, and freeways.
Werth asked where the money to maintain these paths will come from. Staff replied that these
will come from a City match program with federal dollars, but maintenance expenditures will be
limited to the restrictions of the grant.
It was asked if there was any chance that the federal money for this project will not come
through? Staff said that this is not likely because all parties have to sign a contract upholding
their part in the project.
Sauceda asked if they were extending the path to Maize Road. Staff stated that yes the extended
path would stretch to the Sedgwick County line. He also asked if there are other cities that apply
for this funding. Staff responded yes there are other cities that apply for these funds.
Blick asked about the status of the path that is going to 31st and Glenn? Staff asked him to call
them and they would check on it.
It was also asked if there was money for education included in these funds? Staff affirmed that
there was and they have brought USD 259 on board to help reach, children, teachers and parents.
When asked about the construction schedule for the K-15 and McArthur area. Staff stated that
they would have to check on this, but it will probably completed in a few months (less than 6
months.) Staff also reminded those in attendance that they can check the status of construction
projects at www.wichita.gov, including reporting street lights that are out.
Action Taken: (Wilhite/Bailey) moved to recommend endorsement of the bicycle master
plan to City Council. Motion passed 8-0.
6. ZON2012- 00023
Dale Miller, Planning, presented this request for a zone change from SF-5 Single-Family
Residential (“SF-5”) zoning to TF-3 Two-Family Residential (“TF-3”) zoning to develop a
duplex on property generally located between West Street and Hoover Road on the southeast
corner of 2nd and Baehr Streets.
The applicant requesting the zone change was present. He states that he has 25 other
properties in the district and is going to provide 4 off street parking spaces and a garage off
of 2nd Street and that the housing units will be 2 bedroom and 2 bath properties.
The Board and citizens present had the following comments and questions regarding the
request:
• Would like to see the property parking move off of Baehr street onto Second Street to
prevent traffic flow and parking overflow issue.
• Concerned remodel and extra parking will disturb the neighbor’s massage therapy business.
• Would like additional neighborhood input at the neighborhood association meeting on this
issue since the sign notifying the neighborhood of the zone change was not put up on the
property for the adequate designated time of 13 days per City policy.

Action Taken: DAB members voted three times on this issue and each time resulted in a
deadlock vote of 4-4. Therefore, the City Council Member requested to record this as the
official DAB decision and continue with the zone change process.
7.) Neighborhood Cleanup Revision Proposal
Kelli Geier, Neighborhood Services, staff’s recommendation for revisions to the City’s
neighborhood cleanup plan.
The neighborhood clean-up program has been operating as an organized citywide clean-up
program since 1999. The City provides funding for equipment and disposal fees for about 80
clean-ups per year. Clean-ups range from large-scale, neighborhood wide clean-ups to small
one to two block area clean-ups. Neighborhood clean-ups are designed to help improve
neighborhoods and bring people together to make a positive difference in their neighborhood.
In order to accomplish the goal of the program, the program has been redesigned. The
program is designed to be a need based program that will assist residents to make a positive
visual impact in their neighborhood. To make clean-up efforts a success, keep in mind that
organization and proper utilization of volunteers will be required. In addition to volunteers, in
some cases a payment from the neighborhood (Dollars for Doers) will be required.
The “Dollars for Doers” incentive program is an added feature to the current neighborhood
clean-up program. The “Dollars for Doers” program is designed to assist neighborhoods who
don’t qualify under the eligibility guidelines for a FREE clean-up under the re-designed program.
The “Dollars for Doers” program will allow a neighborhood to make a visual impact in their
neighborhood by applying for assistance through the neighborhood clean-up process.
A neighborhood would complete the same neighborhood clean-up application and would be
responsible for submitting payment for the “Dollars for Doers” program to the City of Wichita,
30 days prior to their clean up. In addition, a final invoice will be sent to the responsible party
requesting payment for any additional cost associated with the clean up. If payment is not
received the neighborhood area will not be eligible for future clean-ups through the City of
Wichita. Any overpayment will be mailed to the contact person on application after the final
invoice has been received and processed.
PROGRAM GUIDELINES/ELIGIBILITY/APPLICATION PROCESS
Neighborhood groups must submit a completed application between January 1st and
February 11th.
Neighborhoods are responsible for getting volunteers, disseminating information to
neighbors, and organizing the event. Volunteer sign up sheet completed and
submitted.
Neighborhood must complete 1-hour mandatory neighborhood clean-up training.
Scheduled dates for the training are: March 16th at 10:00 a.m. or March 28th at 6:00
p.m. (OCI staff will no longer be available to monitor neighborhood clean-ups)
Volunteer sign up sheet completed and submitted with application.
Action Taken: Citizens and Board members present felt that although the proposal was good,
the City should find the additional $50,000 to continue operating the neighborhood cleanup
program free of charge as has been done in the past.
