District IV Advisory Board Minutes for January 6, 2014 District IV Advisory Board Minutes Jan 6, 2014 www.wichita.gov The District IV Advisory Board meeting was held at 6:30 p.m. at Lionel Alford Public Library, 3447 S. Meridian; Council Member Blubaugh, seven District Advisory Board members; seven City staff and zero members of the public were present. Minutes from the December 2, 2013, meeting were approved. Agenda for the current meeting was approved. PUBLIC AGENDA Scheduled items None STAFF AGENDA Officer Kern, Wichita Police Department, reported on 24 beat with the South Bureau. There has been an increase in auto thefts including nine on her beat with seven vehicles recovered and one arrest. There have been five residential burglaries including two arrests and one suspect. Two individuals have been arrested in connection with the South Broadway Taco Bell incident. Officer Perkins, Wichita Police Department, reported on 18 beat with the South Bureau. There have been a lot of auto thefts when people start their cars to warm them up and leave them unattended. There has also been an incrase in theft of tailgates and WPD recommends locking your tailgate. From November to December beat 18 went from 16 thefts to 30 thefts. WPD recommends not leaving the garage door opener in your car outside as people can break into the car and use the garage door opener. Officer McHenry, Wichita Police Department, reported on 17 beat with the West Bureau. Officer McHenry related a story that at local domestic violence shelters, children who are their with their mother or father were not going to get Christmas presents this year. West Bureau started their own toy drive and were able to collect enough toys to provide two toys for at least one hundred children. Officer McHenry invited people to read more about on the West Bureau’s Facebook page. Lt. Bowan, Wichita Fire Department, reported regarding the area served by Station 12. He reported that they currently have sixteen new recruits. There were a couple of house fires in December, but all were 1 District IV Advisory Board Minutes for January 6, 2014 accidental. They are also about to receive new trucks and new equipment this year. Blubaugh? How do the firemen stay warm in cold weather. A: Stay outside if you can, there is also a bus that is used to check vitals that the firemen can warm up in. Blubaugh? How many firemen were in the last class before this one? A: The summer class had fourteen recruits. The City has hired more firemen in the past five years than the previous fifteen years. NEW BUSINESS CON2013-00038 Jess McNeely, MAPD, presented information on a request for a Conditional Use to permit a “day care, general,” on the SF-5 Single-Family Residential zoned, platted 7-acre subject site. The site is located a block east of Seneca Street, between 26th and 25th Streets South on it south and north sides and Osage Avenue on its west side. The site is currently developed with a church, school, activity center, paved parking, and two playgrounds. The church proposes to operate a day care in a portion of the church and school for a maximum of 99 children and 10 employees. Jess McNeely, MAPD, explained that the site meets the requirements based upon available parking space and queuing. McNeely did not report any protests to the change. DAB? Are the proprietors just planning to use facilities they already have? A: Yes. DAB? Aren’t there requirements on how many staff per child. Only ten employees. A: Those are State regulations. The City’s interest is whether they have appropriate parking space and queuing. Motion: Whitmer made a motion to recommend approval subject to the listed conditions. McManamy seconded. Action: Motion passed 7-0. Improvements to the Pawnee Bridge at the Arkansas River Gary Janzen, City Engineer, presented information from the 2011-2020 Adopted Capital Improvement Program (CIP) which includes a project for rehabilitating the Pawnee Bridge at the Arkansas River, east of McLean. The Pawnee Bridge was built in 1961 and last rehabilitated in 1992. Needed improvements based on current inspection includes: rehabilitation of both abutments; repair and reseal of the deck/driving surface; and restoration of the pedestrian handrail and structural supports. Due to the extent of work needed on the abutments (main support structure at each end), the bridge will need to be closed to through traffic for the duration of the project. Construction is planned to begin spring 2015 and be completed in approximately 6 months. The current projected detour will be from McLean to 31st St to Broadway. Blubaugh? Will this affect the current drainage product. A: No. DAB? How will houses nearby be affected? Where will the street be blocked off? A: The street should be blocked off right at the bridge. Homes adjacent to the bridge will not be affected. There will be signs at McLean and Broadway. DAB? Would it be better to detour to Harry? A: The traffic engineer feels that this would be a cleaner way to go. DAB? How many cars go over the bridge? A: 18,000-19,000 per day. John Whitmer made a motion to recommend that the recommendation be approved. Jim Underwood seconded. Action: Motion passed 7-0. 2 District IV Advisory Board Minutes for January 6, 2014 BOARD AGENDA DAB Member: Informed the meeting of a storm sewer project that is installing a sewer west of Hiram and Dora. Originally scheduled to be completed February 15, but due to bad weather it was extended. DAB Member: Informed the meeting that a drainage project has been started on Seneca. DAB Member: Informed the meeting that some citizens had been asking him about the process for plowing the streets. The concern was that the citizen had seen City of Wichita plow trucks driving on Kellogg and would suggest that even when they are just going from point A to point B, that they lower their blades. Another DAB member pointed out that Kellogg is a state highway and is the State’s responsibility to plow so City of Wichita drivers would not be able to. Blubaugh: Informed the meeting that earlier he had met with the Planning and the City Manager about what kind of opportunities there are in District IV for enhancing residential and industrial development. The Planning department reported that in the next 20 years 20% of all jobs will come from District IV. An example of an idea that was brought up was that the District has around $200,000 in Community Development Block Grant money, which would be enough to build one block of street, however if it was broken up and used as an incentive homeowners may be enticed to support the paving of their own streets. CON2013-00038 Bill Longnecker, Planning, will present this conditional use request for a day care on SF-5 Single-Family Residential zoned property generally located east of Seneca Street on the north side of 26th Street North (1000 W 26 th Street South.) Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED, subject to the 5 listed conditions. 6.
