The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S.
Meridian, Wichita, KS 67217; Vice Mayor Blubaugh, nine District Advisory Board members; four
City staff, and two member of the public were present.

ORDER OF BUSINESS
At 6:30 p.m. Vice Mayor Blubaugh called the meeting to order. Minutes from the September 8,
2014 meeting were approved. Agenda for the current meeting was approved.
STAFF AGENDA
Lt. Voss, Wichita Fire Department, reported that there were four fires in District IV over the last
month. The cause of three are known and one is under investigation. It is recommended that citizens
go through their house and make sure that nothing is stowed near space heaters or floor units.
Officer Perkins, Wichita Police Department, reported on Beat 18. There was an increase in auto thefts,
generally of late model Hondas. A lot of them are not being recovered. There were a few burglaries which
were small “pillowcase burglaries” where criminals go for small expensive items. Some burglaries were due
to people leaving garage doors opened or unlocked rear doors. Beware during Christmas shopping. Don’t leave
big boxes in the trash outside your house and be careful loading items into your car, especially if you have to
go back in to the store.
DAB? Are the Hondas being chopped? A: That is a distinct possibility.
DAB? What is WPD doing to prevent issues like what is going on in Ferguson, MO? A: City Leaders are
meeting with local citizen leaders such as the ministerial league to prepare for this type of event.

Nominations for the District III DAB representative for the Grant Review Committee
Brad Snapp, Assistant Director of Housing and Community Services, presented on the Grants
Review Committee. The U.S. Department of Housing and Urban Development (HUD) requires that
cities involve citizens in the allocation process for Community Development Block Grant (CDBG),
HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City
of Wichita accomplishes this through a series of public hearings before the City Council and
through the appointment of a Grants Review Committee (GRC) which reviews proposals and
applications. The Grants Review Committee includes representation from all District Advisory
Boards, Wichita Independent Neighborhood Association, the United Way, Sedgwick County, USD
#259, Wichita State University, and large and small businesses. The 14 GRC members are
appointed annually by the City Council, and Housing and Community Services Department staff
meet with them as they review applications from agencies who apply for HOME funds and
proposals for ESG and CDBG Public Services programs. After review of the applications and
proposals and public comments, the GRC makes recommendations to the City Council for HOME,
ESG and CDBG funding for the next program year. The GRC meets three times a year.
Motion: That the District Advisory Board nominate Matt Lashley as the District IV representative
to the Grants Review Committee.
Result: Motion passed 9-0.
Nominations for the District III DAB representative for the Grant Review Committee

HOME, and ESG funding allocations. The U.S. Department of Housing and Urban Development
(HUD) considers the City of Wichita to be an entitlement city and as such Wichita receives annual
allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships
(HOME) and Emergency Solutions Grant (ESG) funds. In order to receive these funds the City is
required to prepare a Five Year Consolidated Plan. Then each year the City is required to submit an
annual spending plan which addresses the priorities identified in the five year plan.
Vice Mayor Blubaugh: There is a problem with the owner-occupied requirement in the HUD
regulations. It makes it hard to help low-income clients and neighborhoods.
Action taken: Recommendations on funding allocations were provided to housing staff.
