The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S.
Meridian, Wichita, KS 67217; Vice Mayor Blubaugh, 10 District Advisory Board members; five City
staff, and 15 members of the public were present.

ORDER OF BUSINESS
At 6:30 p.m. Vice Mayor Blubaugh called the meeting to order. Minutes from the February 2, 2015
meeting were approved. Agenda for the current meeting was approved.
STAFF AGENDA
Lt. Bowen, Wichita Fire, reported on the fires in District IV. Everything is up compared to last year
at this time. In District IV last year there were 14 fires at this time and this year there are 20. There
were 411 EMS calls last year and this year there have been 491. There is a burn ban on for April.
Vice Mayor Blubaugh? What does the fire department do if they catch someone? A: Mostly just
education, but they can write tickets.
Public? Does rain affect the burn ban? A: No since it is due to ozone emissions.
DAB? What about wood burning stoves? A: That is a heating appliance and is allowed as long as it’s
indoors.
Officer Robinson, Wichita Police, reported on 299 Beat. During a 15 day evaluation period there
were no burglaries. The only thing that stood out was about 9 vandalisms. They are looking at some
problem houses in the area. Be cautious of tax fraud or people going through your mail to get your

tax return information. There are also copper thieves still around so please call 911 if there are strange
people or trucks in the neighborhood.
Officer McHenry, Wichita Police, reported that in February and March property crimes increased
slightly due to auto thefts. Shop lifting increased and non-residential burglaries stayed about the same.
Currently they are targeting the Maple and Tyler area as a high traffic accident area and trying to
educate people that aren’t wearing seat belts.

Troy Houtman, Director Park and Recreation, reported on the continued work for the Aquatic
Master Plan. Troy Houtman introduced himself as the Director of Park and Recreation. He came
from San Antonio, Texas where he was the Assistant Director in charge of downtown projects.
Suggested that anyone who wishes to contact him with questions contact City Hall or contact Case
Bell. The feedback from the previous discussions were good. Linwood pool attendance was up this
year by 1,000 and the cost recovery went from 21% to 33% even though the price of swim lessons
was lower. Asked that the DAB please fill out questionnaires with how they would like the $13
million in CIP money spent including options for a central indoor pool at a cost of $12 million,
repair/upgrade of the local pool at $2 million, replace the local pool at $5 million, add a splash pad
for $300,000, or close the local pool at $50,000.
DAB? Does the attendance account for repeat attendance? A: Yes, it does not count unique visits.
Public? What’s the cost to repair and maintain the pools? A: Around $50-60,000.
DAB? Wouldn’t it be cheaper to partner with the YMCA more? A: Since this is CIP money it’s not
operational money. The YMCA is also at full capacity.
DAB: Wanted to mention that the City is not out to make money, it is providing a service.
Public? Do the pools offer lessons? A: Yes.
DAB? What is the cost to run a splash pad? A: 5,000-10,000 gallons compared to 200,000 gallons
for a pool. In general the cost would be $7-8,000 per year.
DAB? On the central indoor pool, any examples of other city’s doing it? A: Oklahoma City and San
Antonio have them, they have been successful because of the variety of classes/programming.
DAB? What about the Goddard aquatic park? A: The demand is high enough that you could
actually have 2-3 of those.
DAB? Do any High Schools have indoor pools? A: There are 2-3.

Joe Hickle, Public Works, spoke regarding the proposed flood plain maps. FEMA, the Federal
Emergency Management Agency, has revised the flood plain maps which affected quit a few people
in Wichita, mostly in Northwest and West Wichita. Every district has homes that either moved into a
flood plain, out of a flood plain, or their flood plain status remained the same. The update came about
because of new mapping technology. The proposed new maps are available at
Http://www.wichita.gov by clicking on the banner at the top of the page that says Flood Plain Maps.
The new maps are proposed to go into effect in Summer of 2016.

Vice Mayor Blubaugh reminded everyone to vote in the upcoming election for local government.
